1 VACANCY ANNOUNCEMENT: EVIDENCE, LEARNING & ACCOUNTABILITY COORDINATOR NO.VA/NPCA/16/05 The African Union (AU), established as a unique Pan African continental body, is charged with spearheading Africa s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The New Partnership for Africa s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14 th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat. The mandate of the NEPAD Agency is to: i. Facilitate and coordinate the implementation of continental and regional priority programmes and projects; ii. Mobilise resources and partners in support of the implementation of Africa s priority programmes and projects; iii. Conduct and coordinate research and knowledge management; iv. Monitor and evaluate the implementation of programmes and projects; and v. Advocate on the AU and NEPAD vision, mission and core principles/values. The offices of the NEPAD Agency are located in Midrand, Johannesburg, South Africa. The Grow Africa partnership was founded jointly by the African Union (AU), The New Partnership for Africa's Development (NEPAD) and the World Economic Forum in Grow Africa works to increase private sector investment in agriculture, and accelerate the execution and impact of investment commitments. The aim is to enable countries to realise the potential of the agriculture sector for economic growth and job creation, particularly among farmers, women and youth. Grow Africa brokers collaboration between governments, international and domestic agriculture companies, and smallholder farmers in order to lower the risk and cost of investing in agriculture, and improve the speed of return to all stakeholders. The partnership engages over 300 organisations working to implement over USD 10 billion in investment commitments in 12 countries.
2 Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating outside the African Union Headquarters, the NEPAD Planning and Coordinating Agency invites applications for the post of Evidence, Learning & Accountability Coordinator Post: Job Title: Evidence, Learning & Accountability Coordinator Position Level: P4 Duty Station: NEPAD Planning and Coordinating Agency, Midrand, Johannesburg, South Africa Supervisor: Head of Operations, Grow Africa A. KEY PERFORMANCE AREAS As a partnership platform, Grow Africa helps the companies, governments and other partners collaborate in support of Africa s agricultural transformation. This work includes facilitating information flows that foster mutual accountability and improve priority setting; thereby enabling partners to better address constraints within the business environment, whilst increasing their development impact. Grow Africa seeks a project manager to coordinate this work on evidence, learning and accountability. The successful candidate will be responsible for: 1. M&E Framework i. Maintaining a Measurement and Evaluation Framework that presents Grow Africa s Theory of Change and tracks performance against this. The Framework must align with the CAADP Results Framework and satisfy reporting requirements for the Steering Committee and donors. 2. Data Management for Letters of Intent: i. Grow Africa helps secure public commitments from companies to invest in partner countries. These are recorded as Letters of Intent (LoIs), and data is maintained on the detail of each commitment and progress against it. 3. Annual Reporting i. Each year, Grow Africa facilitates private sector contributions to the annual reporting in relation to Country Cooperation Agreements (CCAs) for the New Alliance for Food Security and Nutrition. These CCAs document tripartite commitments from companies (LoIs), governments (on policy) and donors. This reporting work includes:
3 ii. iii. iv. Coordinating stock taking with regard to the 300 Letters of Intent, and analysing the data. Drafting private sector sections of country reports for Grow Africa and New Alliance for Food Security and Nutrition; as well as for a continental report. Coordinating Grow Africa s role in support of Country Reviews that convene tripartite partners to review successes and challenges highlighted by the Country Reports. v. Ensuring report outcomes are disseminated and influence relevant stakeholders. vi. Drafting and production of other high-level reports and other communication materials that distil key messages for dissemination at key fora such as the Grow Africa Investment Forum, the Leadership Council, Davos and the AU Summit. 4. Operational Reporting i. Project managing and coordinating production of progress reports on the execution of activities by the Grow Africa secretariat. This includes an annual operational report against the implementation plan and performance indicators; short quarterly reports; and any additional reporting required by individual donors. 5. Evidence on impact: i. Grow Africa contributes to, and is informed by, wider efforts to evaluate the impact of partnership platforms in accelerating investment that is also more responsible and inclusive. This contribution includes supporting case studies on the impact of selected approaches or investments. B. Job requirements Required Skills and Competencies i. Excellent communication, writing and editing skills. ii. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions. iii. Able to work under minimal supervision, be proactive, initiative and with sound judgment. iv. High level of accuracy, attention to detail and thoroughness. v. Maintain confidentiality at the highest level at all times. vi. High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic. vii. Ability to leverage limited resources and staff for maximum impact. viii. Creative thinking and problem solving skills. ix. Good organisation, planning and time management skills.

Experience in working with an international organisation. C. Education and Experience: Candidates must have a minimum of a Master s degree in Communication, Project Management or in any relevant field, Candidates must have a minimum seven (7) and maximum (10) years of professional experience, ideally in communications and project management or a related field within the public sector, multilateral institutions, and international non-governmental or similar organizations nationally, regionally and / or internationally. D. Other relevant competencies i. Excellent writing skills, preferably with examples of leadership-targeted publications. ii. Excellent project management and organizational skills. iii. Excellent analytical skills, including experience in data interpretation. iv. Good understanding of private sector agricultural investments in Africa. v. Good understanding of African regional development context and fostering mutual accountability and learning in support of cross-sector collaboration. vi. Fluency in English with excellent writing skill; additional fluency in French is advantageous. vii. Previous experience working with high-level, demanding clients, under pressure and against tight deadlines. viii. Open and honest. ix. Recognizes and values the contribution of others. x. Shows respect towards colleagues and seeks constructive feedback. xi. Contributes actively to a sustainable environment. xii. Takes full responsibility for his/her own actions. xiii. Highly motivated and able to collaborate. E. Language requirement: Proficiency in English as an African Union working language is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage. F. Age requirement: Candidates should preferably be between 35 and 50 years old. G. Tenure of Appointment: The appointment will be made on an AU short-term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period.
