To: UNFPA Representative Attention: International Operations Manager UNFPA, No. 6, Natmauk Road, Yangon myanmar.office@unfpa.org Organizational Setting UNFPA s Third Country Programme in Myanmar approved by the Executive Board in 2011 for 4 years from 2012 to 2015 and it consists of three main components, namely 1) reproductive health and rights, 2) population and development and 3) gender equality, synchronized with the United Nations Strategic Framework for Myanmar and in alignment with revised UNFPA Strategic Plan The extension of country programme has been recently approved by UNDP/UNFPA Executive Board up to 2017.

2 The extended country programme is aligned to UNFPA Strategic Plan ( ) with more results focus interventions with four key programme areas: 1) sexual and reproductive health (including HIV/AIDS) 2) youth and adolescents, 3) gender equality and women s empowerment and 4) population dynamics. UNFPA is partnering with Government departments, UN agencies, INGOs and local NGOs in programmatic interventions covering 89 townships in seven states/regions. Job Purpose Under the overall guidance of UNFPA Representative and under direct supervision of Senior Programme Officer and in collaboration with the programme team of the Myanmar country office, the Programme Analyst (Advocacy, Media and Communications) substantively contributes to the effective overall communication and advocacy activities for UNFPA s mandate and interventions in the areas of population and development, reproductive health and gender. He/she analyzes and assesses relevant political, social and economic trends and provides substantive inputs for messaging and publicizing UNFPA development and humanitarian programmes. The Programme Analyst guides and facilitates the delivery of advocacy, media and communication activities in support of UNFPA s programmes and desired results. He/she ensures and guides the appropriate application of systems and procedures as necessary. Major Activities/Expected Results Results-Oriented Functional Statement (focusing on individual contribution, engagement, communities of interest and impact of action) In collaboration with the UNFPA country office staff, Government counterparts, UN agencies in Myanmar, NGOs, UNFPA s Regional Office for Asia and Pacific, and other partners, contributes substantively to the formulation and design of media, communications and advocacy activities and external relations. Contributes to the development, review, management, implementation and monitoring of the Country Office Communications an Advocacy Strategy, and associated products and activities on on-going basis with public audiences, donors, the media, government counterparts and other key stakeholders with the objective of promoting awareness, understanding and support for UNFPA s mission, priorities and programmes in Myanmar. DUTIES AND RESPONSIBILITIES: A. Contribute to coordinating the implementation of the Country Office Communication Strategy: Contributes to the Country Office Communications Strategy for UNFPA s Programme of Assistance in close consultation with management and programme teams; Contributes to the implementation of the communications strategy, preparing annual work plans and updating the same on a regular basis; Drafts and edits articles, press releases, human interest stories and other advocacy/information materials for mass media (Radio, TV and the Press) as appropriate;

3 Prepares background communication and promotional materials for briefings and visits of media, goodwill ambassadors, donors, national committee representatives and other special interest groups. Assists in the planning, logistic and administrative arrangements; Ensures timely dissemination of advocacy and communication materials to target audiences, and participate in the evaluation of their impact; Organizes and generates public support for special events and activities to promote programme goals; Monitors the public perception of UNFPA in the country and recommends appropriate action to maintain a positive image for the organization; Coordinates and maintains a resource/database for press releases and press clippings as well as photographs and audio-visual materials; Ensures that all outgoing communiqués to high-level officials are written according to protocol and professional standards; Organizes and facilitates training sessions to improve and increase media/communication skills and capacity of Country Office programme officers and UNFPA Government and non- Government partners; Keeps media abreast of UNFPA developments and coordinate media activities around events with a strategic impact; Oversee the UNFPA Country Office s online presence, ensuring timely, accurate and comprehensive content; and Oversees the production and distribution of a variety of periodic advocacy and communication materials (e.g. films, video, audio visual etc.), ensuring the qualitative aspect of production (eg. quality control, translation, reviews of layout and graphic design). B. Provide strategic advocacy and communications advice to Senior Management: Integrates advocacy for population, gender equality and human rights - including reproductive rights of vulnerable groups, such as women and adolescent girls - in all UNFPA supported activities; Establishes and maintains good relations with the Government, UN agencies, donor counterparts and national/international media to enhance cooperation and ensure coherence in public information activities and messages; Liaises with the UNFPA Information and External Relations Division and the UNFPA Asia Pacific Regional Office to align the Country Office's work with UNFPA's regional and global communications efforts; Monitors relevant global, regional and national news media to identify trends in coverage

4 priorities to effectively position UNFPA media outreach and respond to misinformation; Pro-actively identifies and acts upon communication opportunities and challenges; Provides guidance and support to senior management in planning and implementing advocacy and communication activities that project UNFPA s branding and image accurately and effectively; Ensures strong linkages between Communications and all other aspects of UNFPA s programme and operations including humanitarian support. C. Enhance the capacity of the Country Office to build and manage partnerships and advocate effectively: Acts as UNFPA s focal point for advocacy and communication with various partners from Government, Civil Society, Donors and the UN including UN Communication Group; Participates in the UN Communications Group and demonstrate pro-active support to implementing a common annual work plan; sharing where possible in supporting media project/programme site visits and other efforts that to enhance the image of the UN in Myanmar; Establishes and maintains cooperation with other agencies to create synergies; Undertakes evidence-based advocacy efforts for the International Conference on Population and Development agenda with national institutions and other UN agencies represented at the national level; Develops and maintains close collaboration with mass media, non-traditional and social media, as well as with groups and organizations whose support is essential to the achievement of programme objectives; Pursues innovative ways to maintain and create new partnerships with government and nongovernment agencies; and Maintains a continuous flow of information with government and external development partners. D. Perform other job related duties as assigned by the UNFPA Representative and/or Deputy Representative to ensure the success of the Country Programme. Experience: 5 years of progressively responsible work experience in communication, print and broadcast media or interactive digital media, at either the national or international experiences. Knowledge of current theories and practices in communication research and the role of mass media will be an asset. Experience in the UN system and knowledge of Government procedures an asset. Languages: Fluency in oral and written in Myanmar and English

6 Computer skills Proficiency in current office software applications.
