2 TERMS OF REFERENCE FOR KNBS WEBSITE REDESIGN A. BACKGROUND INFORMATION The Kenya National Bureau of Statistics is a Semi-Autonomous Government Agency established under the Statistics Act 2006 to collect, compile, analyze, publish and disseminate statistical systems and for connected purposes. The Bureau intends to engage an experienced and reliable firm to redesign the KNBS website. B. PURPOSE Redesign and commission KNBS website that meets the specified technical requirement (Interactive, secure and responsive website) C. SCOPE Re-designing the new interface, producing customized icons, images and animations, scripting, uploading and transfer of files, testing and debugging, providing user s documentation, and training of Key internal staff for maintenance Duties and Responsibilities 1) The contracted firm shall be responsible for revamping the website subject to the requirements stated below and from the current websites information. 2) Redesigning the website using Word Press taking into account Web 2.0 elements. 3) Interactive and appealing web design: Web Designs are very subjective, we expect the hired company to show-case their best elements in delivering a best suited intranet design options. Specifically do the following:- a) Review the existing website, then analyze and report or present data or information from the websites in line with business Objective b) Re-design the look and feel of the new website to make it visually appealing (i.e. with attractive mix of the organization colors, texts and graphics), with a unified theme and design, and easy to navigate (i.e. no more than 3 levels of drill down for a user to find desired information); c) Create Interactive maps showing the location of organization main office and regional offices and the ability to search for specific project within a program. d) Create/customize an open source Content Management System (CMS) that is reliable and with support base, and will permit non-technical staff to instantly update web site content, add modules or sections, and 2
3 integrate Web 2.0 elements, such as, but not limited to, user tagging, content commenting, social networking, peer-to-peer sharing and blogging. e) Transferring of substantial amounts of existing content/data to new web site; f) Provide search capabilities using key words or phrasing that will identify content throughout the site. 4) Incorporate the following capabilities to the website: i. Embedded discussion forum tied to a the organization knowledge base /mailing List ii. Create an Online library (e resource portal) with restrictions iii. Projects page, with Restricted sections for certain users iv. Restricted wiki sections for internal collaboration / sharing v. Photo album vi. RSS feeds vii. Advanced search engine viii. Content forwarding and commenting ix. Content archiving x. Administrator and user-level access xi. Other features as may be determined necessary by the organization xii. Staff-only area (Intranet) xiii. Provide a searchable directory of contacts for different departmental heads or project coordinators. xiv. Provide links to related associations and governmental entities xv. Robust customer feedback mechanism xvi. Integrate with Google analytics for performance monitoring. 5) Implement a tracking application to produce user defined site log reports to measure web visitor behavior and improve web site performance and availability; 6) The new website must also meet the following compatibility requirements: a) Site must be compatible with all the latest internet browsers (IE, Firefox, Chrome, Safari, etc.) b) Site must be built in accordance to the Web Content Accessibility Guidelines 2.0, provided by the W3C and should also be easily accessible to the novice as well as the experienced Internet user. 7) Providing a copy of the new websites on CD/DVD

PROJECT DURATION The project period is expected not to exceed 60 days from the date of signing the contract Technical Evaluation Criteria Specification Minimum Requirement Bidder s response Technical Detailed technical proposal containing the 40 Proposal approach and methodology to be used in Ability to execute the assignment Competency undertaking the assignment. Proof of three Organizations References in Kenya that have executed the same assignment (provide contact) CVs of three (3No) technical Staff who will undertake the assignment who should possess the following requirements:- a. Team leader Should have a degree in computing sciences with over 5 years working experience in website redesign. Thorough knowledge of website development tools. At least 2 years of Project management in the related field. b. Technical Expert Should have a degree in computer science/ Information Technology with over 5 years working experience in software development and, maintenance of interactive website in the public sector c. Technical Expert Should have a Degree or Higher national Diploma in website design or Information Technology with over 3 years working experience installation, implementation and maintenance interactive website. Training Training plan for the System Admins 10 Configuration, Implementation and annual Support. Annual Support 1.User support Mechanism 2. Escalation Procedures. 20 TOTAL
5 E. Reporting obligations The consultant will be responsible to the Director-Information Communication Technology (ICT), KNBS, and will be responsible for the accuracy and timely delivery of the required outputs, as well as preparing and presenting reports on the progress of the assignment. The consultant will be expected to provide timelines for, and issue: 1. Draft report 2. Final report The final report shall also be delivered in soft copies as well as a hard bound copy, with all supporting schedules. F. Facilities and services provided by client The Bureau will provide:- 1. Contact / liaison person 2. All the relevant documents 3. Office space, if required. G. Preparation of Expression of Interest document Mandatory Requirements This invitation for Expression of Interest (EOI) seeks to shortlist eligible candidates who will be invited to submit Request for Proposals (RFP) to carry our website re-designing services for KNBS. Interested firms are required to demonstrate that they have the requisite capacity, experience to undertake the assignment. Interested eligible candidates/ firms MUST meet the following minimum criteria:- The Candidates will be expected to attach certified copies of the following:- 1. Valid VAT / PIN Certificate. 2. Valid Tax Compliance Certificate 3. Trade license or single business permit. 4. Certificate of Registration or Incorporation Certificate 5. Evidence of Previous relevant / similar work done i.e. attach at least three (3No.) Copies of LSO s/lpo s Contract documents 4
6 6. Attach relevant recommendation letters from at least three (3No) reputable clients. 7. Declaration stating that you have NOT been debarred by Public Procurement Regulatory Authority (PPRA). 8. Audited Financial Statements for the last three years i.e. 2013, 2014 and Properly filled, signed and stamped Confidential Business Questionnaire. 10. Presentation of the entire tender document in a logical manner indicating table of content and page numbers. NB: Interested tenderers will be expected to meet the above mandatory requirements for them to be pre-qualified and to proceed to the technical evaluation stage as per criteria scheduled above. Successful candidates will be invited to submit Request for Proposals (RFP) in provision of website redesigning services for KNBS. TRAINING Provide training to key organization staff on the maintaining, updating and securing the new website. Complete EOI documents submitted in two copies ORIGINAL and COPY and placed in plain sealed envelopes clearly marked the tender reference and name should be addressed to: - The Director General Kenya National Bureau of Statistics P.O Box NAIROBI The EOI document should be deposited in the Tender Box situated at Herufi House, 1st Floor and to be received on or before 26 th April, 2016 at 10:00 a.m. Bulky E O I documents which will not fit in the tender box shall be delivered and received at the Senior Manager, Procurement office, 2 nd Floor Herufi House. EOI documents will be opened immediately thereafter in the presence of the bidders representatives who choose to attend the opening at the KNBS Board room located on 1 st floor Herufi House. Canvassing will lead to automatic disqualification. 5
