Context GEM CSU believes that strong management and integration of data is a fundamental enabler to delivery of commissioning intelligence services. Supporting early national work through the DMIC programme, GEM has been fully accredited to deliver data processing and integration services as part of the national HSCIC model. GEM CSU will continue to develop to achieve accreditation for its own data warehouse under the new guidelines recently released. This role will work within the GEM CSU Data and Development Team. GEM CSU, one of the largest CSUs in the country, is developing a new and innovative approach to commissioning intelligence systems aiming to support not only CCGs with the commissioning cycle but also by extending the remit of the system to inform and influence change of behaviour directly with practices to support their role within CCGs. 2. Job Summary Develop, and provide leadership to, the GEM data acquisition, integration and processing service, leading the Data Warehousing Team. The team is fundamental as an enabling service that supports delivery of a commissioning intelligence service through GEM CSU to customer organisations to support their strategic and operational objectives. To deliver services in a consistent and corporate manner aligned to the GEM CSU vision to design and deliver high quality, cost effective commissioning support valued by our customers. Working with the wider Commissioning Intelligence team and customers the postholder will support design and delivery of a programme of continuous improvement. The role will work closely with the Head of Information Services and information managers, to ensure the data flows to support the service are captured and made available to be an enabler in delivery of localised insight and intelligence. 3. Key responsibilities To deliver a high quality, responsive and efficient data acquisition and processing service supporting GEM CSU and customer objectives through delivery of data to support analysis. To ensure that data is extracted, transformed and loaded into the data warehouse and GEM commissioning information systems with automated processes developed, tested, integrated and meeting the requirements of the GEM customer organisations. To ensure that appropriate validation and data quality assurance processes are developed, implemented and maintained. 2
To establish and implement processes to ensure data quality within data warehouses in line with end user requirements, with an optimal balance between automated and manual processes To ensure robust processes and frameworks are in place for data storage, processing and reporting applications To improve efficiency in delivery of data acquisition and processing services. To take a central role in the ongoing development of the extraction, transformation and loading of data into the data warehouse and GEM integrated commissioning intelligence system. To provide inspirational leadership to the data acquisition and processing team to drive innovation in delivery of service, motivating the team to implement a culture of customer service and continuous improvement. To be responsible for establishment, implementation and maintenance of a warehouse architecture within the guidelines of industry standards and best practice. To be responsible for the day to day running of the function aligned to corporate standards and processes whilst maintaining a customer focussed and responsive service. To work closely with the spoke information managers / teams to understand the services they deliver and ensure that data acquisition, storage and availability are aligned with customer requirements. Develop and implement a comprehensive data quality improvement programme, working with the Development, Data and Integration team and Spoke Information Managers to ensure a corporately consistent approach to data quality. To develop and deliver a corporate programme of work as agreed with spokes and GEM Executive Board including delivery of mandated elements of the service. To maintain specialist knowledge of data acquisition and processing methodologies and techniques to support development of the team in achieving excellence in delivery of services to recognised professional standards. To maintain detailed and up to date knowledge of national policy and professional best practice in the field. To support consumers of information, both internal and external to GEM, to ensure the data warehouse supports informed decision making in commissioning of healthcare, including promotion and support for the GEM CI system. To contribute to the programme of work to deliver an integrated commissioning intelligence system ensuring corporate needs are reflected in the development of the system. To work with customers to define KPIs to measure the availability and quality of reports and applications developed and contribute to the overall approach for performance management to support a culture of continuous improvement. To be a proactive member of the senior management team for commissioning intelligence supporting strategic development of the service. 4. Staff Management Responsible for the day to day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters. Responsible for an individual s development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual s performance and capability development. 5. Key Working Relationships

Person specification requirements Factors Description Essential Desirable Assessment * Education / Qualifications Experience and Skills Significant experience and training in Microsoft SQL server 2008 or 2012 software especially the SSIS functions IT or related technology degree or equivalent qualification or significant experience in delivery of the responsibilities described at senior management level Evidence of relevant continued professional development in specialist area Management / leadership training (or experience) Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent Demonstrable understanding of the background to and aims of current healthcare policy in the NHS and local area Member of relevant professional body Extensive experience of developing extract, transform and load functions using SQL Server. Experience of developing and delivering large scale enterprise data warehouse solutions Experience in using Agile Experience in managing programmes of work Ability to interpret and express user AF /C / T
