3 Page - 2 PROPOSED TERMS OF REFERENCE (ToR) FOR EIA STUDY 1.0 OBJECTIVE In order to identify the environmental impacts due to the construction and operation of the power plant and associated facilities on existing environment, an Environmental Impact Assessment (EIA) study is proposed to be undertaken. The aim of the study is to establish the existing environmental conditions, predict impacts of the power plant, suggest Environmental Management Plan and develop a post study monitoring programme. 2.0 SCOPE OF SERVICES The scope of services includes literature review, field studies, impact assessment and preparation of the EIA document covering the disciplines: Land Use, Water Use, Demography & Socio-economics, Geology, Soils, Hydrology, Water Quality, Meteorology, Air Quality, Ecology, Noise and Occupational Health and Safety. Rapid EIA report will be based on one full season data. The study will comprise following stages:- Stage A Stage B Stage- C Determination of baseline conditions Assessing the impacts on the environment due to the construction and operation of the power plant and recommendations on preventive measures to be taken to minimise the impact on the environment to acceptable levels. A suitable post-study monitoring programme will be outlined. Preparation of EIA document

4 Page Stage A The core area for the study will cover an area within 10 km radius around the project site. The general area of study will cover a 15 km radius around project site. However, the impact of other industries, likely to have an influence in the study area, will also be covered. The suitability of site (plant, and associated facilities) has been examined as per Ministry of Environment and Forests, Guidelines. 2.2 Project Introduction It will deal with identification of project and project proponent, brief description of nature, size, location of the project and its importance to the country and region. 2.3 Project Description Condensed description of those aspects of the project, likely to cause environmental effects will be provided to give clear picture of the type of project, need for project, size or magnitude of the operation, proposed schedule for approval and implementation, technology and process description, and mitigation measures to meet environmental standards, environmental operating conditions, assessment of new technology for the risk of technological failure. 2.4 Description of the Environment The baseline environmental conditions will be established through literature survey and field studies/monitoring. In addition, information on the location of cities/town, national parks, wildlife sanctuaries and ecologically sensitive areas within a 15 km radius of the plant will be furnished. The distance of the proposed site from the flood plain of the riverine system, the highways will be indicated and places of archaeological, historical, cultural / religious / tourist interests, defense installations, etc. within a radius of 10 km from the site will also be identified. All the above information will be presented on coloured maps.

5 Page - 4 A review and analysis of the information available with various Governments, educational and other institutions will be carried out for each discipline. Based upon preliminary review of the available data, detailed field work will be planned to collect information on the parameters critical to characterise the environment of the area. Any change anticipated before the project commences will be included. The duration of field monitoring, wherever necessary, will be for a period three (3) months to accommodate monthly variations in Rapid EIA : Data will be sufficient to develop a clear understanding of the nature and magnitude of potential impacts of the project. The baseline environmental studies will include following disciplines : Landuse, water use, demographic and socio-economics, geology, soil, hydrology (surface and ground), water quality (surface and ground), meteorology, air quality, ecology (terrestrial and aquatic), and noise in the region Landuse The present landuse pattern will be established through literature review, and field studies with respect to irrigated land, barren stretches, pasture land, forest and human settlements etc. The landuse pattern is to be characterised and quantified for the site and surrounding area. The land requirement for the project including plant, corridors etc. will be spelt out. The classification of land with respect to agricultural /forest/waste land /Govt. land /private land/ revenue land will be indicated Water Use The trend of surface and ground water use for irrigation, industrial and domestic activities etc. for a decade will be identified. The requirements for each of the above activities as well as the locations of water source will also be identified. Amount of water required by the project will be mentioned and consequent impact of drawl of water will be identified and discussed. Areas of conflicts, if any, over water use will be identified.

6 Page Demography and Socio-economics A study of the existing population in the study area is to be conducted and its socio-economic characteristics and historical trends will be determined through literature. The study will include assessment and characterisation of population with respect to male and female ratio, educational pattern, religious beliefs, family structure, irrigation pattern, sources of livelihood, economic opportunities, public health and financial position of the population. The study will also include availability of infrastructure facilities like health services, status of health and disease pattern in the study area, water supply, road and transport system, communication, sanitary facilities, schools, fire services, police station etc. Labour force will also be determined as available skilled and non-skilled workers as also the role of women Geology Brief geological history including the topography of the area will be brought out. Various stratigraphic formations, rock types, soil stability, structural features, weathering characteristics and seismic details will be studied in detail Soils Significant physicochemical parameters of soil will be determined at five locations in the study area with respect to colour, texture, soil type, ph, conductivity, sodium absorption ratio, cation exchange capacity, N, P, and K. The sampling locations for the soil are to be judiciously chosen to represent the area characteristics based on geology and floristic pattern. Fertility of soil of plant will be brought out with respect to potential of developing greenbelt and afforestation. The soil profile, characteristics and soil type of the plant will be determined through survey. Soil profile will be provided at representative locations.

7 Page Water Quality (Surface and Ground) The surface and ground water quality will be monitored on monthly basis at a minimum of three locations in order to characterise the water bodies with respect to physico-chemical characteristics and pollution levels. The parameters to be analysed are : ph, Conductivity, Total Suspended Solids, Turbidity, Temperature T. Hardness as CaCO3,Total Alkalinity as CaCO3, Chemical Oxygen Demand, Bio-Chemical Oxygen Demand, Oil and Grease, Total Dissolved Solids, Sodium as Na, Potassium as K, Calcium as Ca, Magnesium as Mg, Fluoride as F, Total Phosphorus as PO4, Nitrates - Nitrogen, Silica as SiO2, Phenols as C6H5OH and Dissolved Oxygen. The monitoring frequency will be as per schedule indicated in Appendix -I Meteorology A fully instrumented continuous recording meteorological observatory will be designed, constructed and operated at site for three months to measure the following parameters: temperature, relative humidity, wind speed and direction, solar intensity and duration and rainfall. The schedule of meteorological measurements is provided in Appendix I. However, for background purposes, past decade s meteorological data including available data on inversion heights, frequency and duration of incidence from the nearest IMD observatory will be collected. Based on meteorological data wind roses (both seasonal and annual) will be prepared. A critical comparison between long term meteorological data and three months meteorological data measured at site will be made to finalise the input of mathematical modelling. Additional information regarding the terrain will be used to determine the adequacy of the meteorological as well as to finalise the input for subsequent air quality modeling.

8 Page Air Quality A monitoring network for ambient air quality will be designed to characterise ambient air quality with respect to SO2, NOx, PM 10 and PM 2.5. Monitoring will be conducted at a minimum of ten appropriate locations. At each location, 24 hour sampling will be undertaken twice a week for a period of three months. The monitoring schedule for ambient air quality is provided in Appendix I. The monitoring locations will be selected based on mathematical air quality model suitable for the local condition. One of the location will be up wind side which will serve as reference point Terrestrial Ecology Abundance of wild animals and birds will be estimated. Migratory path of birds, if any, will also be demarcated. A list of endangered species (both flora and fauna) will also be prepared. Presence of ecologically sensitive areas such as national parks/sanctuary, if any, will also be indicated on a map Aquatic Ecology The ecology of the water body/bodies likely to have impacts due to construction and operation of the project will be thoroughly investigated. This effort will include review of existing literature and field study. A list of flora and fauna will be prepared. Rare and endangered species will be identified and listed Noise A noise monitoring survey which will produce sufficient baseline data to characterize the noise environment in the various zones of the study area like Industrial, Commercial, Residential and Sensitive locations will be undertaken. The survey will be undertaken at five locations for 24 hours at each location. The equivalent continuous noise level (Leq) will be measured using an integrated sound level meter. Attenuation model will be developed to predict the noise level during construction and operation of the project in the surrounding areas.

9 Page STAGE B Environmental Impact The features of the power plant and other industries which are likely to have impact on the environment will be discussed in the report covering gaseous emission, liquid effluents, particulates, solid wastes, noise, etc. With a knowledge of the baseline conditions and plant characteristics, positive and negative impacts during the construction operation phase will be identified and assessed. Areas that do not further require solutions will be specified. Both short term and long term impacts on sensitive areas if any habitat of endangered species of wild life or plants, sites/ monuments of historical and cultural importance, centres with concentrated population in the area, will be established. Impact of the stack emissions on terrestrial flora will be provided in the report. Special Reference will be made with respect to following impacts : Air Quality Impact A computer based internationally recognized mathematical air quality model will be run to predict the concentration of pollutants due to operation of power plant. The model will also take into account other sources of pollution topographical features of area. The emission of relevant pollutant from nearby sources will be used in the model for more accurate estimate of air quality. The results will be presented for seasonal and short term (24 hourly) concentrations over a radius of 10 km around the plant. The dispersion model results will be included in the report using isopleths, over lying a land use map of the surrounding area. The predicted air quality will be compared with existing regulations and mitigative measures if any. The long term and short term impact at all the monitoring locations will be estimated.

10 Page Water Quality Impact The impact of liquid effluents on natural water bodies receiving the effluents will be established and significant parameters, which will likely to change critically, will be clearly spelt out Impact on Ecology Impacts on aquatic species, particularly those which are endangered will be assessed. The concerned parameters are TSS, TDS, heavy metals, oil and grease, ph and temperature. The impact of site preparation activities involving site clearing, excavation, earth moving, and developing burrow and fill areas will be assessed. Measures to mitigate adverse impact on soil erosion will be recommended. In addition, impact of fugitive and stack emissions will be assessed on the surrounding species of economic/genetic/biological importance Social Impacts Mitigatory measures associated with the project s social impacts during its construction and operational phases will be identified and prescribed in the report. Impacts associated with the health, sanitation, security and housing needs of the workforce. Socio-cultural impacts of large number of workers employed during the construction phase on local community will also be identified Prediction of Noise Levels Sources of noise and its impact on environment will be clearly brought out. The noise level at varying distances will be predicted using suitable model. A comparison of total noise level will be made to that of prescribed standards and if required mitigatory measures will be recommended to conform to regulatory ambient noise standards.

11 Page Disaster Management Plan and Occupational Safety A Disaster Management Plan (DMP) for dealing emergency situation arising due to fire, explosion, leakages of hazardous substances, etc. in the plant will be prepared. The plan will also include storage, handling transportation etc. for the hazardous and toxic materials to be used in the power station. Occupational risk involved during construction and operation of the plant will be assessed and necessary safety and protective measures will be spelt out Greenbelt Development Plan A greenbelt development plan for the project site will be included in the report. Details such as areas to be planted, suitable plant species, plantation technique and necessary infrastructures required for plantation etc. will be clearly mentioned Post Study Monitoring Plan Considering the requirements of Regulatory Agencies and identified critical parameters, a post study environmental monitoring programme will be designed. Equipment and manpower required for the implementation of the plan will be dealt in the report Environmental Management Plan Environmental management plan will be developed to selectively mitigate the adverse impacts of power project activities. Recommendations will be made concerning establishment of Environment Management Group and training of staff, wherever necessary. 2.6 STAGE C This stage includes preparation of EIA documents. The basic format of the EIA document will be as provided in the MoEF notification dated 14 th September, 2006 covering all the above mentioned details. Wherever essential tables, figures and maps will also provided in the report.
