Cybersafety refers to the safe use of the Internet and ICT equpment/devces, ncludng moble phones. School ICT refers to the school s computer network, Internet access facltes, computers, and other school ICT equpment/devces as outlned n (d) below. The term ICT equpment/devces used n ths document, ncludes but s not lmted to, computers (such as desktops, laptops, PDAs), storage devces (such as USB and flash memory devces, CDs, DVDs, floppy dsks, Pods, MP3 players), cameras (such as vdeo, dgtal, webcams), all types of moble phones, vdeo and audo players/recevers (such as portable CD and DVD players), and any other, smlar, technologes as they come nto use. A Staff ICT Management Team (ncludng the prncpal) wll take responsblty for ICT development across the school. 2 Cybersafety at Taradale Intermedate School SECTION A SECTION A CYBERSAFETY AND THE SCHOOL COMMUNITY - THE ROLE OF USE AGREEMENTS IN THE TARADALE INTERMEDIATE SCHOOL CYBERSAFETY PROGRAMME - The values promoted by Taradale Intermedate School nclude Carng, Sharng and Darng through respect for self and all others n the school communty, and commtment to enablng everyone to acheve ther Personal Best n an envronment whch s physcally and emotonally safe. The measures to ensure the cybersafety of the school envronment whch are outlned n ths document are based on these core values. The school s computer network, Internet access facltes, computers and other school ICT equpment/devces brng great benefts to the teachng and learnng programmes at Taradale Intermedate School, and to the effectve operaton of the school. (Examples of what s meant by ICT equpment/devces can be found on page one.) However, t s essental that the school endeavours to ensure the safe use of ICT wthn the school communty. Thus Taradale Intermedate School has rgorous cybersafety practces n place, whch nclude cybersafety use agreements for all school staff and students. Cybersafety use agreement documents nclude nformaton about oblgatons, responsbltes, and the nature of possble consequences assocated wth breaches of the use agreement whch undermne the safety of the school envronment. The cybersafety educaton suppled by the school to ts learnng communty s desgned to complement and support the use agreement ntatve. The overall goal of the school n ths matter s to create and mantan a cybersafety culture whch s n keepng wth the values of the school, and legslatve and professonal oblgatons. All members of the school communty beneft from beng party to the use agreement ntatve and other aspects of the school cybersafety programme. 1. Cybersafety use agreements 1.1. All staff and students, whether or not they make use of the school s computer network, Internet access facltes, computers and other ICT equpment/devces n the school envronment, wll be ssued wth a use agreement. They are requred to read these pages carefully, and return the sgned use agreement form n Secton B to the school offce for flng. A copy of ths sgned form wll be provded to the user Staff and students are asked to keep the other pages of the agreement for later reference. (If necessary, a replacement copy wll be suppled by the school s Prncpal.) 1.3. The school encourages anyone wth a query about the agreement to contact the Prncpal as soon as possble. 2. Requrements regardng approprate use of ICT n the school learnng envronment In order to meet the school s legslatve oblgaton to mantan a safe physcal and emotonal learnng envronment, and be consstent wth the values of the school: 2.1. The use of the school s computer network, Internet access facltes, computers and other schooi ICT equpment/devces, on or off the school ste, s lmted to educatonal purposes approprate to the school envronment. Ths apples whether or not the ICT equpment s owned/leased ether partally or wholly by the school. If any other use s permtted, the user(s) wll be nformed by the school The school has the rght to montor, access, and revew all the use detaled n 2.1. Ths ncludes personal emals sent and receved on the school s computers and/or network facltes, ether durng or outsde school hours The use of any prvately-owned/leased ICT equpment/devces on the school ste, or at any school-related actvty must be approprate to the school envronment. Ths ncludes any mages or materal present/stored on prvately-owned/leased ICT equpment/devces brought onto the school ste, or to any school-related actvty. Such equpment/devces could nclude a laptop, desktop, PDA, moble phone, camera, recordng devce, or portable storage (lke a USB or flash memory devce). Anyone unsure about whether or not t s approprate to have a partcular devce at school or at a school-related actvty, or unsure about whether the planned use of a partcular devce s approprate, should check wth the prncpal. Note that examples of a school-related actvty nclude, but are not lmted to, a feld trp, camp, sportng or cultural event, wherever ts locaton. 3 Cybersafety at Taradale Intermedate School SECTION A 2.4. When usng a global nformaton system such as the Internet, t may not always be possble for the school to flter or screen all materal. Ths may nclude materal whch s napproprate n the school envronment (such as legal pornography), dangerous (such as stes for the sale of weapons), or llegal (whch could nclude materal defned n the Flms, Vdeos and Publcatons Classfcaton Act 1993, such as chld pornography; or nvolvement wth any fraudulent actvty). However, the expectaton s that each ndvdual wll make responsble use of such systems. 3. Montorng by the school 3.1. Taradale Intermedate School has an electronc access montorng system whch has the capablty to record Internet use, ncludng the user detals and stes vsted The school montors traffc and materal sent and receved usng the school s ICT nfrastructures. From tme to tme ths may be examned and analysed to help mantan a cybersafe school envronment The school wll deploy flterng and/or montorng software where approprate to restrct access to certan stes and data, ncludng emal. However, as noted n 2.4, the expectaton s that each ndvdual wll be responsble n ther use of ICT. 4. Audts 4.1. The school wll from tme to tme conduct an nternal audt of ts computer network, Internet access facltes, computers and other school ICT equpment/devces, or may commsson an ndependent audt. If deemed necessary, audtng of the school computer system wll nclude any stored content, and all aspects of ts use, ncludng emal. An audt may also nclude any laptops provded or subsdsed by/through the school or subsdsed by a school-related source such as the Mnstry of Educaton. 5. Breaches of the use agreement 5.1. Breaches of the use agreement can undermne the values of the school and the safety of the learnng envronment, especally when ICT s used to facltate msconduct Such a breach whch s deemed harmful to the safety of the school (for example, nvolvement wth napproprate materal, or ant-socal actvtes lke harassment), may consttute a sgnfcant breach of dscplne and possbly result n serous consequences. The school wll respond to any breach of the use agreement n an approprate manner, takng nto account all relevant factors, ncludng contractual and statutory oblgatons If there s a suspected breach of use agreement nvolvng prvately-owned ICT on the school ste or at a school-related actvty, the matter may be nvestgated by the school. The school may request permsson to audt that equpment/devce(s) as part of ts nvestgaton nto the alleged ncdent Involvement wth materal whch s deemed age-restrcted, or objectonable (llegal), under the Flms, Vdeos and Publcatons Classfcaton Act 1993, s a very serous matter, as s nvolvement n an actvty whch mght consttute crmnal msconduct, such as harassment. In such stuatons, t may be necessary to nvolve law enforcement n addton to any dscplnary response made by the school as a result of ts nvestgaton. 6. Other aspects of the school s cybersafety programme 6.1. The use agreements operate n conjuncton wth other cybersafety ntatves, such as cybersafety educaton suppled to the school communty. Ths educaton plays a sgnfcant role n the school s overall cybersafety programme, and also helps keep chldren, young people and adults cybersafe n all areas of ther lves. 4 Cybersafety at Taradale Intermedate School SECTION A - CYBERSAFETY RULES FOR YEAR 7-8 STUDENTS - Note for Parents/Legal Guardans/Caregvers: The sectons marked are desgned to provde a gude to the rules covered by ths use agreement, and to help you dscuss the rules wth your chld. Teachers wll also go over ths secton wth students. The meanng of ICT or ICT equpment/devces can be found on page one. 1. I must have a use agreement sgned by me and by my parent or caregver before I am allowed to use the school ICT equpment. All students, regardless of age or ablty, must have a use agreement sgned by ther parent. Year 7-8 Students sgn ther use agreements along wth ther parents. Use agreements are becomng accepted as an essental part of cybersafety polcy and programmes for schools and other organsatons, ncludng busnesses. 2. I can use the school computers and other school ICT only for school work. Ths helps to ensure the equpment s avalable when students need to use t for ther learnng. It wll also help to reduce the lkelhood of any napproprate actvtes takng place whch put at rsk the safety of the learnng envronment. 3. If I am unsure whether I am allowed to do somethng nvolvng ICT, I wll ask the teacher frst. Ths helps chldren and young people to take responsblty for ther own actons, and seek advce when they are unsure of what to do. It provdes an opportunty for the teacher and student to work through an ssue and so avod the student makng an unwse decson whch could possbly lead to serous consequences. Young chldren need ongong advce and gudance to help them become safe and responsble users of ICT. 4. I wll follow the cybersafety rules, and wll not jon n f others are beng rresponsble. Unfortunately, along wth many benefts, technology has also provded new ways to carry out ant-socal actvtes. Bullyng and harassment by text message, for example, s becomng a major problem n New Zealand and n many other countres. Often chldren become nvolved n these acts through peer pressure, wthout thnkng of the consequences. 5. If I accdentally come across mean, or rude, or dangerous materal I wll tell the teacher straght away, wthout showng any other students. Because anyone at all can publsh materal on the Internet, t does contan materal whch s napproprate, and n some cases llegal. The school has taken a number of steps to prevent ths materal from beng accessed. However, there always remans the possblty that a student may nadvertently stumble across somethng napproprate. Encouragng students to tell a teacher mmedately f they fnd somethng whch they suspect may be napproprate, encourages crtcal thnkng and helps chldren to take responsblty for ther actons and keep themselves, and others, safe. Ths way, they contrbute to the cybersafety of the school communty. 6. If I am not feelng safe at any tme whle usng the ICT equpment, I wll tell the teacher straght away. Taradale Intermedate School strves to create a safe and secure learnng envronment for all members of the school communty. Examples of stuatons nvolvng the use of ICT whch mght cause a chld to feel unsafe could nclude: contact beng made by a stranger through emal or text message, the presence of scary mages on a computer screen, and/or msconduct by other students. Staff need to be made aware of such stuatons as soon as they occur to ensure the school can respond mmedately. 7. If I have my own password, I wll log on only wth that password. 8. I wll not share my password wth any other person. Passwords perform two man functons. Frstly, they help to ensure only approved persons can access the school ICT facltes. Secondly, they are used to track how those facltes are used. Knowng how the equpment s beng used and by whom, helps the school to mantan a cybersafe envronment for all users, and teaches the chld the mportance of personal securty. 9. I wll log off or shut down the computer when I have fnshed usng t. 10. I wll log off before lettng someone else use the computer. Loggng off or shuttng down, stops others from usng a computer under your chld s username. When the computer s started up agan, the next user has to enter ther own detals to log on. 11. If I am sharng a computer whch s logged on under my name, I am responsble for how t s used. If there s a problem, I wll tell the teacher mmedately. Students often work together at a sngle computer. Any msuse of the computer can be traced back to whoever was logged on at the tme. It s mportant that your chld takes responsblty for sensble use of the computer at all tmes, and tells the teacher f there s any concern. 12. I wll check wth the teacher before gvng anyone nformaton about myself or others when usng the Internet or a moble phone ths ncludes home and emal addresses, and phone numbers. Ths reduces the rsk of your chld, or other chldren, beng contacted by someone who wshes to upset or harm them, or use ther dentty for purposes whch mght compromse the chld s prvacy or securty onlne. 13. I wll not be careless, try to damage, or steal any school ICT equpment. (If ths happens, the school wll need to nform my famly about what has happened. My famly may have responsblty for the cost of repars or replacement.) 14. I wll not try to stop the network or any other equpment from workng properly. 5 Cybersafety at Taradale Intermedate School SECTION A 15. If I accdentally break somethng, or I fnd t broken when I start to use t, I wll tell a teacher straght away. 16. I wll ask the teacher before changng screensavers, desktop backgrounds, themes or hardware settngs. 17. I wll have no nvolvement wth makng or sendng vruses (such as worms) on purpose. 18. I wll not prnt anythng wthout the permsson of the teacher. Rules are desgned to help protect the nvestment the school has made n expensve ICT technologes. Also, certan settngs may have been appled to maxmse the safety of the students and the equpment (such as antvrus settngs or restrctons on Internet access). 19. I wll not download any fles such as musc, vdeos, or programmes wthout the permsson of the teacher, even f they are for school work. If I am unsure, I wll ask the teacher frst. Many fles avalable on the Internet are covered by copyrght, and although they can be easly downloaded, t may be llegal to do so. Sometmes even nnocent-lookng fles may contan malcous content such as vruses, or spyware (software that searches for personal nformaton from your computer and transmts t to others over the Internet). As well, some fles may contan napproprate or llegal materal. 20. I must have a letter from home, and permsson from school, before brngng any dsk or other ICT devce from home, unless t s part of my normal school equpment. If I am gven permsson, then I must use that ICT sensbly. The devces referred to n ths rule nclude those specfed on page one of ths document; for example flash memory devces, Pods, MP3 players or moble phones. Any students brngng such devces from home are asked to use them sensbly. Ths apples to the school ste, and any school-related actvty. NB Parents should be mndful of the school s specfc polcy regardng students and moble phones. You mght lke to take ths opportunty to have a dscusson wth your chld about ther general use of ICT whether n or out of school. It helps keep chldren cybersafe f they understand that many of these rules should be followed regardless of whose ICT equpment they are usng, where they are (for example at home, at school, or at a frend s house), or who they are wth. 21. I wll ask the teacher to check any dsk or ICT devce (ncludng all dsks, memory storage devces, meda players, cameras and moble phones) I brng from home, before I use t wth school equpment. Ths rule s desgned to protect the school s onlne securty and equpment from vruses whch can easly be transferred usng dsks or other storage devces such as pen drves or memory cards. If your chld s usng a dsk or other devce to transfer work between home and school, t should be freshly formatted, or blank, before use. Ths may also stop any of your own personal materal from fndng ts way onto the school s equpment. Even though every effort s made to keep school equpment vrus-free, you should scan your chld s dsk or devce for vruses before they use t agan wth your home computer. 22. I wll not brng software or games from outsde school to use on school equpment. Installng software from home may cause conflcts wth the software nstalled by the school. Taradale Intermedate School must also abde by any lcensng requrements ncluded wthn the software. Ths means that unless the school has purchased a copy, t wll not usually be legally enttled to nstall the software. And as mentoned n pont 19, napproprate or llegal content may be nvolved. 23. I wll acknowledge where work has come from f I have coped t from somewhere. Ths ncludes graphcs and sounds fles I use n my own schoolwork. The Internet has allowed easy access to a huge range of nformaton whch can be ncorporated nto students work by smply cuttng and pastng. Most of ths materal s copyrghted, and thus nvolves ntellectual property ssues. Also, the value to students learnng s questonable f they have not thought through ths nformaton themselves. 24. I wll check wth the teacher before usng school equpment to copy software, musc, vdeos or other fles, n case they are copyrghted. Any such copyng s lkely to be restrcted by copyrght laws. Taradale Intermedate School cannot condone the use of ts equpment for these actvtes. 25. I wll not use the nternet, moble phones or any other ICT equpment to be mean, rude, offensve, or to harass any members of the school communty lke students and staff, whle at school or any school-related actvty. The same rule apples when usng school ICT at any tme, whether at school or not. The basc prncples of polteness and respect extend to the use of nformaton and communcaton technologes. The capacty of ICT to ncrease the scale and scope of msconduct can make an otherwse mnor rule nfrngement nto a much more serous matter. For example, name callng often becomes a more serous ssue where textng or emalng has been used to facltate harassment. Cyberbullyng can nvolve a range of msconduct ncludng the creaton of abusve webstes If I break these rules, the school may need to talk to my famly about what has happened. In very serous cases, the school may take dscplnary acton. NetSafe Newsletter Socal Networkng - Is Your Chld Dong It Too? For many young people usng socal networkng stes, ther onlne lfe s as mportant to them as ther offlne lfe. Read on to fnd out about ths latest onlne trend for young people. Increasngly young people are spendng sgnfcant amounts of tme onlne n webstes desgned for socal networkng. MySpace.com, Bebo.com and Facebook.com for example, are webstes whch provde users wth the ablty to produce ther own webpage, whch can also dsplay comments posted by others. Whle many young people seem to enjoy usng these stes, there are some sgnfcant rsks. One of those rsks has receved recent meda attenton when MySpace.com was used by a chld sex offender makng contact wth and groomng a young person for sexual abuse. Further rsks nclude: onlne bullyng and harassment usng text and photos young people usng the stes to express serous concerns lke sucde and not gettng the proper professonal help needed easy access to ant-socal networks (hate groups, pro anorexa or pro drug use networks) whch can normalse napproprate atttudes, belefs and behavours the harvestng of personal or famly nformaton by burglars and other offenders. In addton to ths, there are often rsks when a young person s onlne relatonshp/frendshp moves very swftly, especally when both partes may not have accurate nformaton about each other. Recent nternatonal research conducted by the USA based Centre for Mssng and Exploted Chldren and Cox Communcatons, found that when parents and guardans talk to ther teens about Internet safety, ther exposure to potental threats declne and they make safer onlne decsons. Ths research hghlghts the mportance for caregvers to talk wth chldren and young people about socal networkng and other onlne actvtes to help them to better navgate the rsks present. 7 Cybersafety at Taradale Intermedate School SECTION A THE INTERNET TODAY Who could have predcted that a communcatons system desgned to serve scentsts and the mltary would one day help Aunt Sylva uncover a blue-rbbon cake recpe or help you track down your favorte hgh-school classmate? HOW CAN I PROTECT MY CHILD? You mght feel overwhelmed by the dea of tryng to protect your kds from somethng as bg, and perhaps unfamlar, as the Internet. But there are real and manageable steps you can take to help your chldren stay safe. The Internet s an unprecedented gateway to a vast wealth of knowledge and nformaton, and ts uses are vrtually unlmted. The World Wde Web, although stll young, s deeply ngraned n our culture and everyday lves. It s a source of news, facts, and fgures; a communcaton tool that allows mllons of us to connect wth each other every second of every day; a way to bank, nvest, and shop; and an educatonal and entertanment medum that allows people from all walks of lfe to learn about the world and have fun dong t. A Resource for Chldren Especally promsng are the marvelous advantages that the Internet offers chldren, ncludng access to educatonal materals, publcatons, onlne frendshps, pen pals, subject-matter experts, and nformaton on hobbes, games, and sports. There s no queston that many of today s kds beneft enormously from onlne access often n ways dfferent from ther parents use of t. A Darker Sde As ndspensable as t s n today s socety, however, the Internet s also a reflecton of socety, good and bad. The easy access to nformaton that makes the Web so specal s also at the root of parental and communty concerns about chldren s exposure to napproprate materals and experences. Real-world threats lke hate speech, relgous cults, harassment, and stalkng exst n cyberspace. Partcularly alarmng for many parents are pornography and sexual predators ssues that led to the preparaton of Youth, Pornography, and the Internet, the Natonal Academes report on whch NetSafeKds.org s based. It s easy for a parent to thnk, Maybe I ll just keep my kds offlne entrely. Ths mght be the best guarantee for safety, but s t a practcal soluton? Chldren can access the Internet from a number of places outsde of the home. In addton, the Internet s such a helpful educatonal resource that denyng chldren access to t could put them at a dsadvantage as they prepare for ther own future. Ths secton offers parents background nformaton on topcs nvolvng Internet gudance and safety from understandng the maturty level of a chld to tps on screenng and montorng content to dealng wth an ncdent of exposure to pornography or predaton. You ll also learn how schools, lbrares, and other communty groups mght help contrbute to chldren s Internet safety. Remember: Although there s no sngle answer and certanly no quck-fx soluton, there s one crtcal element n the protecton game: the presence of a responsble parent or adult. In ther Internet use, as n all areas of lfe, chldren need adults to gude them and to ntervene when necessary. Even f you can t always be there to supervse your chldren s onlne actvtes, you can stll teach them how to use the Internet wsely when they re on ther own. Keep n Mnd That Your Efforts Are Lkely to Be More Successful If You: Mantan an open dalogue wth your chld. Don t play the blame game, but nstead encourage open, honest dscusson about what a chld has seen or done on the Web. Respect chldren s concerns or frustratons over your nvolvement n ther surfng actvtes. Balance your concerns about exposure to napproprate or harmful thngs on the Internet aganst the benefts ganed from exposure to postve thngs on the Internet. back to top Knowledge Is Power Whoever sad Ignorance s blss probably never rased a chld. Parents, ever vglant, sometmes feel helpless when t comes to gudng ther chldren s Internet use. Yes, t s lkely that your kds are more Internet-savvy than you, but that shouldn t nterfere wth your parentng goals. Don t be ntmdated by the apparent complexty of the Web; t s easer to understand than you thnk. Nevertheless, to prevent problems and stll help kds get the most out of the Web, you must understand the threats, learn how unacceptable materals and dangerous people travel on the Web, and plan a strategy to protect your chldren.
