There are several resources avalable to assst n strengthenng the law enforcement response to human traffckng. Those lsted below are a non-exhaustve sample of such tools. In ths way, students who are located n remote areas throughout the world can learn practcal sklls at ther own pace. Ths tranng package has been desgned to enable law enforcement offcals to enhance ther sklls, knowledge and awareness at ther own pace and n ther own language, usng state of the art nteractve computer-based law enforcement tranng packages. Programmes are talored for domestc legal crcumstances, but also emphasze the regonal and global mpact of transnatonal organzed crme. A tranng module on human traffckng has been desgned for law enforcement personnel wth the overall objectve of provdng them wth a basc understandng of human traffckng to enable them to better detect and respond to the crme. A demonstraton of the Human Traffckng module s avalable at: Itemd=43 e-learnng Home: Itemd=33 Law enforcement best practce manuals (Unted Natons Development Programme, Romana) A UNDP Romana project mplemented between November 2001 and January 2004 n cooperaton wth the Romanan Mnstry of Admnstraton and Interor, wth fundng from the Unted States Agency for Internatonal Development (USAID), led to the development of tranng manuals for law enforcement offcals. These tranng manuals were launched n December 2003 n Venna as part of a comprehensve ant-traffckng tranng strategy for South-East Europe.

The tranng programme covers vctm protecton as well as reactve, proactve and dsruptve nvestgaton. Source: These resources n the Professonal Tranng seres are avalable at: Internatonal Centre for Mgraton and Polcy Development Ant-Traffckng Tranng for Frontlne Law Enforcement Offcers In 2007, ICMPD publshed Ant-Traffckng Tranng for Frontlne Law Enforcement Offcers. Ths tranng materal was developed wth the objectve of rasng awareness of human traffckng as a serous crme and a volaton of human rghts, and to enhance the capacty of non-specalzed polce and border personnel to dentfy and properly treat vctms of crme. The tranng materal conssts of a tranng gude (contanng a currculum of fve unts) and a background reader (comprsng topcs relatng to traffckng relevant to polce, border and customs offcals) to complement the tranng gude. The publcaton s avalable free of charge to actors n the feld of anttraffckng. For more nformaton, vst: Regonal Standard for Ant-Traffckng Polce Tranng n South Eastern Europe In 2003, ICMPD also publshed a Regonal Standard for Ant-Traffckng Polce Tranng n South Eastern Europe, an nteractve awareness tranng package for non-specalzed law enforcement offcers to be adapted to the needs and ncluded n the tranng currcula of polce academes n South Eastern European countres. The tranng s ntended to be delvered by a mult-dscplnary expert team ncludng specalst polce nvestgators, polce traners, prosecutors, non-governmental organzatons and trauma experts. The tranng manual, a tranng currculum and tranng sldes are avalable n Albanan, Bosnan, Bulgaran, Croatan, Englsh, Hungaran, Macedonan, Romanan, Serban, Slovenan and Turksh. These tranng materals are avalable at: 445c9d8c56 Internatonal Organzaton for Mgraton Resource Book for Law Enforcement Offcers on Good Practces n Combatng Chld Traffckng Ths 2006 resource book s the result of an IOM tranng programme for law enforcement authortes mplemented n Venna. It contans good practces, recommendatons and technques on combatng chld traffckng based on the nputs of experts from the areas of law enforcement and medcal scence and experts from cvl socety. The resource elaborates good practces on: Age assessment/dentfcaton of chld vctms Investgatve methods Intervew technques Cooperaton between law enforcement authortes and NGOs/socal servce provders The Resource Book s avalable at: Combatng Traffckng n Persons n Camboda: Tranng Manual for Law Enforcement and Court Offcals Under the Promoton of human rghts of vctms of traffckng and sexual explotaton through legal/polcy support project funded by the Government of Italy, IOM compled a tranng document for use by law enforcement and court offcals n combatng traffckng n persons. Although the manual s talored to the domestc context n Camboda, many of the technques t descrbes are relevant to any country s efforts to combat traffckng.

The am of the manual s to standardze regonal tranng programmes for law enforcement offcers and other professonals. The toolkt s ntended for use by the polce, mmgraton offcals, prosecutors, vctm support and socal servces, local authortes, non-governmental organzatons and other agences that come nto contact wth human traffckng ssues.

7 chapter 5 Law enforcement and prosecuton 267 The toolkt s avalable at Combatng the Traffckng n Chldren for Sexual Purposes: a Tranng Gude (ECPAT) The Europe Law Enforcement Group of ECPAT, a network of organzatons and ndvduals workng together to elmnate the commercal sexual explotaton of chldren, n the framework of ts Programme aganst Traffckng n Chldren for Sexual Purposes n Europe and n cooperaton wth ECPAT Internatonal, has developed ths detaled tranng gude for use by traners of professonal mult-stakeholder groups consstng of law enforcement personnel, socal workers and caregvers. The tranng gude offers background nformaton on necessary tranng sklls and on how to develop an effectve tranng programme. It also contans a 10-sesson tranng course on chld-related traffckng, ncludng background to the ssue, defntons of both chldren and chld traffckng, legal contexts, protecton and assstance, roles of stakeholders and evaluaton. The tranng sessons are complete wth worksheet handouts, fact sheets and case studes. The tranng manual s avalable at: Best Practce Manual on Investgaton (INTERPOL) The INTERPOL Expert Workng Group on Traffckng n Women for Sexual Explotaton has compled a manual of best practce for law enforcement nvestgators to tran polce n traffckng matters. The manual, dstrbuted to all member States, was updated n 2006 to nclude nformaton on nvestgatng human traffckng for the purposes of sexual explotaton, forced labour or servtude and organ traffckng. 8 268 Toolkt to Combat Traffckng n Persons Advanced Investgatve Technques of Human Traffckng Offences (Florda Department of Law Enforcement) As part of an advanced course n nvestgatng human traffckng, the Florda Department of Law Enforcement developed tranng n advanced nvestgatve technques (released on 10 May 2007) as part of ts Crmnal Justce Standards and Tranng Commsson Advanced Tranng Program. Ths advanced course s ntended to gve offcers n the state of Florda n the Unted States an overvew of nvestgatng the crme of human traffckng and provdes a framework for ntatng and conductng nvestgatons nto traffckng crmes.
