2 To: Attention: UNFPA Representative International Operations Manager UNFPA, No. 6, Natmauk Road, Yangon Organizational Setting UNFPA s third Country Programme in Myanmar approved by the Executive Board in 2011 for 4 years from 2012 to 2015 and it consists of three main components, namely 1) reproductive health and rights, 2) population and development and 3) gender equality, synchronized with the United Nations Strategic Framework for Myanmar and in alignment with revised UNFPA Strategic Plan The extension of country programme has been recently approved by UNDP/UNFPA Executive Board up to The extended country programme is aligned to UNFPA Strategic Plan ( ) with more results focus interventions with four key programme areas: 1) sexual and reproductive health (including HIV/AIDS) 2) youth and adolescents, 3) gender equality and women s empowerment and 4) population dynamics. UNFPA is partnering with Government departments, UN agencies, INGOs and local NGOs in programmatic interventions covering 89 townships in seven states/regions. Myanmar is vulnerable to a wide range of natural disasters and it is one of the most at-risk countries in Asia-Pacific Region. While the country s coastal regions are particularly exposed to cyclones, tropical storms and tsunamis, rainfall-induced flooding is a recurring phenomenon across the country. The whole country is at risk from earthquakes, droughts and fires, while the country s mountainous regions are also exposed to landslide risks. Unresolved conflict or inter-communal violence in Kachin and Rakhine States has resulted in an estimated 540,700 people in need of humanitarian assistance in Myanmar in Emergency preparedness and humanitarian assistance is integrated in UNFPA s third country programme and remains an important function of the organization. UNFPA in line with global strategy contributes to strengthening national capacity to provide sexual and reproductive health services, gender based violence prevention and response and data issues in humanitarian settings. S/he is required to support in tracking and managing information related to humanitarian interventions as well as support in procuring, monitoring distribution and utilization of humanitarian commodities. Duties and Responsibilities Under overall direction of the UNFPA Representative and Deputy Representative, direct supervision of Humanitarian Affairs Specialist, in close coordination with International Gender-Based Violence (GBV) Specialist, candidate provides technical support in making sure that the projects information flows are being managed properly. Success stories, case studies and snapshot (if appropriate) will be documented

3 and shared regularly. In addition, the personnel will also support in the procurement of the commodities as well as supervise the distribution and monitor the utilization of the commodities. In this capacity he/she will be responsible for: Main Tasks & Responsibilities I. Support Information and Management of the Humanitarian Unit of UNFPA, through: Design and implementation of a comprehensive Information and Management system and M&E Framework; Development of data collection tools and database; Produce snapshot, provide data and relevant information to programme unit for reporting; Ensure data and information to be shared with the communication unit for SITREPs, Press Releases, and other publication purposes; Validation of the data and information with relevant stakeholders; II. Acts as the IM Focal Point of SRH Technical Working Group [SRH TWG], through: Development of a SRH TWG Monitoring Framework; Contact, track and gather data and related information from the members of SRH TWG ; Ensure submission of 3Ws of SRH TWG to the IM Focal Point of Health Cluster; Represent SRH TWG in the IM Working Group meeting; III. Support Logistics of the Humanitarian Unit of UNFPA, through: Provide immediate support to the CO in the warehousing, transportation, distribution and reporting of the bulk of emergency RH Kits and related commodities; Undertake field mission to monitor and to initiate training initiative, including on-the-job-training to make sure that the recipient of RH Kits and related commodities are fully aware and better utilise the items; As appropriate, participate in joint field assessments or undertake UNFPA specific field visits/assessment missions to gain a better understanding of existing logistics infrastructure, warehousing facilities, health facilities and distribution systems. Develop systems/standard protocols through which the UNFPA CO can operate, manage and forecast its emergency commodity needs (e.g. transportation, warehousing, distribution channels, contingency plans). Provide support to CO to identify logistics needs, for procurement of emergency supplies and delivery to affected areas in a timely manner; Document challenges and good experiences as well as the way forward; Represent UNFPA in the Logistics Sector/Cluster; Results/Expected Outputs Humanitarian interventions are tracked and document properly; Effective management of emergency RH commodities and dignity kits at Yangon and state/region levels; Capacity of UNFPA staff and implementing partners, in logistic management of UNFPA emergency supplies strengthened;

4 Core competencies Integrity/ commitment to UNFPA s mandate/ valuing diversity Performance management Working in teams Self-management/ Emotional Intelligence Communicating information and ideas Appropriate and transparent decision making Analytical and strategic thinking and results orientation/ commitment to excellence Knowledge sharing and continuous learning Qualifications and Experience University degree in medicine, midwifery, public health, M&E, logistics or other social sciences, to humanitarian and public health related field or equivalent working experiences; At least 3-5 years of increasingly responsible relevant professional experience; Field experience in Monitoring and Evaluation and/or Information Management and/or Logistics in emergency and post conflict contexts Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings; Experience in utilizing the following internationals tools: Minimum Initial Service Package (MISP) for Reproductive Health in Crisis Situations, Reproductive Health related standard guidelines and procedures; Health Information Management System; IASC Guidelines on RH in Humanitarian Settings; Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages; and Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills) Note: UNFPA reserves the right to offer comparable positions to those qualified candidates that may not have been selected for the position which they applied for.
