ORGANIZATIONAL CONTEXT AND SCOPE IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard to reach mobile populations, migrants, and their local host communities. Within the context of promoting safer migration, IOM s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. Under the direct supervision of Head Of Sub Office with the technical support from IOM Laboratory Manager, the laboratory technician s role encompasses a range of responsibilities including: coordination, capacity building, policity, advocacy, monitoring and reporting. 1

3 III. RESPONSIBILITIES AND ACCOUNTABILITIES Manage the replacement of microscopists in their specific tasks during their absence. Organize the collection Malaria and TB quality control slides monthly and send to Laboratory Manager. Ensure the proper respect and guidance of laboratory protocols among the microscopists. Participate in joint monitoring of IOM s Microscopy Units with Township/Sate/Divisional TB/Malaria /HIV Team, Department of Health (DOH). Collect the monthly lab orders from the IOM supported Microscopy Units and send to Medical logistics for distribution. Ensure lab reagents and materials/equipments are stored in secured and appropriate places in IOM M.Us. Ensure the inventory of lab sub stocks are carried out biannually. If there is any discrepancy between inventory and stock card registration, report to Lab Manager and verify the discrepancies. Provide the training/retraining of microscopists, volunteers, and Basic Health Staff (BHS) on TB/malaria microscopy, RDT usage. and also HIV testing with the technical support from Laboratory Manager. According to quality control results, identify the needs and conduct training/retraining/ ad hoc individual refresher trainings for IOM microscopists, in collaboration with National HIV/ TB / Malaria Control Programme. Collect quantitative data from IOM Microscopy Units, HIV VCCT Units,DIC Unit on monthly basis with IOM s reporting formats and submit to laboratory manager Represent the laboratory team in external meetings on request. Supervise the proper disposing of waste products including expired lab reagents and lab treated materials. Prepare the deliveries of HIV test kits and consumable items to Township VCCT Unit and Township community project assistant (TCPA). Monitor the lab material monthly consumption, inventory, supply etc. In MUs VCCT Units, HCT activities in TCPAs. Compile of monthly lab data reports, consumptionator and report to Lab Manager. Perform various Laboratory tests related to Malaria, TB, HIV, CD4 and other project related tests as required. Monitor and supervise the monthly IQC of HTC samples to TCPAs. Communicate and seek an advice on Laboratory matters to Lab Manager and if need consult with respective Medical team and also HSO.. Participate in medical / Laboratory and Management Team meeting for the establishment of program planning. Keep good communication and relationship with other team members including DOH staffs. IV. Ability to work in group works and discussions, motivate and develop others in a participatory manner. V. EDUCATION AND EXPERIENCE Myanmar national. University Degree (B.P.Sc orb.med.tech) or Diploma in Paramedical Science and Laboratory technician (Grade I) or (Grade II). Minimum of 2 years related work experience and Work experience with international humanitarian organizations, non government institutions / organization in a multi cultural setting is an advantage. Willingness and availability to travel in the area. Team work orientated, proactive and demonstrated capacity to work independently, to work well under pressure. Ability to analyze the laboratory data, evaluate options and plan strategically. Sound Knowledge on project implementation related to new laboratories set up in the field. Ability in developing liaison with local health/laboratories services. Ability to coordinate with medical team. Good communication and negotiating skills. VI. LANGUAGES Required Good understanding English language Advantageous Able to speak local languages would be considered as an advantage. 4
