1 SVN/MM040 Open to Internal and External Candidates Position Title : Medical Doctor (HIV) Duty Station : Mawlamyine Township, Mon State, Myanmar Classification : Field Service Staff, FS- 6 Type of Appointment : Special Short Term Contract, 06 months with possibility of extension Vacancy Number : VA/16/053 (Re-announce) Closing Date : July 05, 2016 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM is committed to a diverse and inclusive environment. Internal and external candidates are eligible to apply to this vacancy. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: Within the context of promoting safer migration, IOM s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. Under the overall supervision of the Head of Sub-office and direct supervision of Assistant Project Manager and Medical Officer (HIV) in Mawlamyine State, the incumbent will be responsible for the effective and client friendly planning and management of the GFATMfunded HIV project in Mon State, assisting to coordinate with local authorities and other implementing partners, assisting with data and staff management, ensuring HIV project visibility, and facilitating reporting. Core Functions / Responsibilities: a) Managing implementation, supervision, and coordination of HIV and AIDS activities Supervise and monitor services offered through the IOM programme, including capacity of BHS, partners, and IOM field staff on pre - and post-test counselling, Page 1 / 5

2 home-based care, TB/HIV, and effective management of treatment and drop-in centres. Manage and monitor patient tracing activities conducted by IOM Outreach Health Workers to improve the drug adherence and completeness of the treatment. Supervise HIV medical team performance during their activities. Assist in managing and overseeing day-to-day implementation of health activities. Ensure that the IOM HIV policy is disseminated and implemented, including access to information, services, condoms available, and PEP kit well maintained. Ensure the implementation of national guidelines and protocols, suggesting and/or developing improvements as needed. b) Managing, supervising, and coordinating the clinic and team Assisting Medical Officer (Field Project Manager) on HIV project management Prepare monthly schedule of the HIV clinic activities in coordination with relevant IOM colleagues, local authority, local community and government counterparts. Ensure that HIV clinic achieve targets through identifying bottlenecks, gap, performance monitoring, and working with the team and partners, project team to continuously adapt updated challenges so that targets are met with high degree of quality. c) Managing the pharmacy, supplementary feeding, and medical commodity distribution Supervise management of medical/non-medical sub stock and laboratory stock, the monitoring of monthly drug consumption, and preparation of orders in collaboration with Mon logistics. Ensure that there is no damage to the stockpile, and report any discrepancy in the stock management system to Medical Logistician and Head of Sub-office. Plan and coordinate the stock management and distribution of supplementary feeding for HIV patients, including criteria for entry and exit from the programme. d) Representation, supporting stakeholder dialogue, and coordination Assist HIV Medical Officer (Field Project Manager), Assistant Project Manager (Medical/Social) to organize advocacy meetings with key persons in the Townships/Villages, including for supporting rollout of national guidelines. Establish and maintain regular formal and informal contact with local authorities, national and international agencies (e.g. NGO, INGO), community leaders, beneficiaries, and other stakeholders. Uphold and communicate IOM s institutional structure, programme objectives, and approach to partners and other stakeholders. Page 2 / 5

3 Learn about the priorities and gaps in Mon State and identify areas where IOM can provide support through existing activities or by mobilizing additional resources. e) Data collection, programme surveillance, data analysis, and reporting Support to HIV Medical Officer (Field Project Manager) in the process of Data collection, programme surveillance, data analysis, and reporting Compile and maintain a file of official and NGO health data in Mon State and assist in gap analysis, planning, and resource mobilization. Monitor health trends (including outbreaks and drug resistance) through information on data compiled. f) Project monitoring, reporting, and programme development Assist HIV Medical Officer (Field Project Manager), Assistant Project Manager (Medical/Social) leading and/or facilitating monitoring visits and review meetings, utilizing collected data to demonstrate progress versus targets in implementing activities and achievements. Assist to utilize programme data to monitor outputs achieved by individual project staff, IOM staff working in the field in terms of community acceptance, strategic appropriateness and propose and discuss improvements with Head of Sub- Office and National Health Coordinator. Actively seek out and communicate constraints and opportunities, working collaboratively at all levels to make improvements and on track. Ensure routine use of captioned photos showing IOM in action per IOM Photography Guidelines and elicit beneficiary testimonies gaining informed consent, and ensure that donor visibility guidelines are implemented. g) Perform any other duties as assigned by supervisors. Required Qualifications and Experience Education Myanmar national with university degree in Medicine (must have a valid license to practice). Experience Management skills are required, demonstrated by at least 2 years work experience managing health related projects for international organizations or government and institutions focusing on community health. Experience of managing and developing a team, and ability to lead, motivate and develop others. Page 3 / 5

Ability to analyse information, proposed alternative solutions, think and plan strategically. Excellent interpersonal, communication, negotiation, and presentation skills, including ability to speak in public. Computer literacy, including Microsoft Office applications. Languages Fluency in English and Myanmar is required.
