OF VACANCIES: One (1) Immediate Office th Street, NW Washington, DC TOUR OF DUTY: 8:15 am - 4:45 pm Monday - Friday PROMOTION POTENTIAL: None DURATION OF APPOINTMENT: Excepted Service At Will INTRODUCTION: This position is located in the Office of the Attorney General, Immediate Office and reports to the Chief of Staff. Responsible for planning, directing, developing and implementing of all of the Attorney General s communication and marketing strategies and public relations activities, both internal and external. MAJOR DUTIES: Directs the efforts of the communications and public relations staff and coordinates the strategic and tactical communications functions of all of the Office of the Attorney General for consistency. Provides strategic communications leadership to advance the Office of the Attorney General s chief legal operations for the District and the operation of the District s child support services program. Plans and administers multi-faceted, comprehensive, internal and external communications programs. Serves as the primary spokesperson for the OAG. Develops a long-range strategic communications plan to improve and sustain agency missions. Develops and executes short and long-term marketing, communications, and public relations strategies on behalf of the OAG. Assists the Attorney General and other key OAG staff in the development and delivery of agency messages, with emphasis on all areas of communications including writing, presentation, developments, and marketing. Serves as the media s point of contact, responding to inquiries from the media or other constituencies. Assists the Attorney General in responding to media requests. Develops and maintains consistent OAG brand identity and presentation of all print and electronic materials. Develops market plans in support of achieving strategic objectives and targeted outcomes. Responsible for the materials developed to promote the Attorney General s important programs, including brochures, press kits, and flyers. Maintains online media presence. Distributes the Attorney General s message using a variety of tools such as columns, the web, social media, and public awareness campaigns; and helps develop communications policies. Oversees editorial direction, design, production, and distribution of all organization publications. Plans and organizes press conferences, and other organization events and programs. Oversees the development of and draft speeches, news releases, correspondence, newsletters, articles, web content, and other written materials. Conducts research on matters relating to communications and marketing.

2 Serves as the resource center (publications, graphics, audio-visuals) for subordinate agency public affairs personnel. Participates in the production of information programs for cable and other media outlets. Distributes public service advertisements pertaining to OAG and its program(s). Reviews reports and papers of office staff to insure technical accuracy and compliance with objectives, policies, guidelines, and laws affecting the office. Develops and transmits informational materials to as variety of people to enhance the understanding of certain attitudes and practices. Responds to public information requests form reporters, the media, community representatives, and the general public or assists the FOIA Officer with responding to requests under the Freedom of Information Act. Uses a variety of methods and techniques in achieving communication goals, such as news releases, radio, and television scripts, feature articles, personal appearances, news conferences, exhibits, brochures, pamphlets, social media, etc, and schedules city officials for special appearances. Coordinates various special events and program-related campaigns that originate in OAG. Provides graphic support and photo coverage of various city events. Supervises OAG s Communications Office staff and directs work through subordinate managers. QUALIFICATIONS: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Factor 1: Extensive knowledge of the mission, objectives, strategies and program goals of the Office of the Attorney General and the agencies its services in order to effectively and efficiently integrate support services with the broader objectives of the organizations. Factor 2: Mastery of the principles, methods and techniques of communications; and skill in developing strategies to disseminate information. Strong analytical, strategic and creative skills to develop and implement public outreach programs. Factor 3. Extensive knowledge of the principles of effective communications and mass media, public relations, marketing, research, advertising, community relations, and government relations as they relate to large organized projects and initiatives. Mastery of customer service theory and practices, business processes, redesign practices, project management, and program evaluation. Factor 4: Demonstrated experience in providing leadership, guidance and direction in a managerial capacity and overseeing communications programs that include news media and government affairs on a statewide basis. Factor 5: Superior writing and communication skills in order to conduct media relations, develop presentations, present complex issues to diverse audiences, including government officials, journalists, analysts, and District residents; prepare and present recommendations, reports, and positions papers. **This position is subject to the Domicile Requirement: Any person appointed to this position shall be domiciled in the District of Columbia or become a domiciliary in the District of Columbia within 180 days from the effective date of appointment, and shall remain a resident for the duration of the appointment. Failure to establish or maintain residency in the District of Columbia shall result in forfeiture of employment.
