Background Information Myanmar UNOPS Myanmar is under the UNOPS Asia Regional Office, and has been established to better support, develop and oversee the UNOPS portfolio of programmes and projects in Myanmar which focus on health, livelihoods and rural development. UNOPS Myanmar ensures that synergies between projects are effectively developed. UNOPS Myanmar portfolio comprises several programmes and projects, including fund management of the multi donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is a Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar and has been designated as Principal Recipient of the GFATM for a Regional Malaria Grant (Regional Artemisinin Initiative) covering 5 countries Vietnam, Myanmar, Thailand, Laos and Cambodia. UNOPS is expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas. UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with government counterparts, donors, and UN Agencies. Background Information Job specific UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner. Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools and hospitals, to procuring goods and services and training local personnel. UNOPS works closely with governments and communities to ensure increased economic, social and environmental sustainability for the projects we support, with a focus on developing national capacity. The Senior Advisor will work under the direct supervision of the Director and Representative of UNOPS Myanmar and is located in the main UNOPS offices in Yangon. He/she will be expected to make regular visits to Naw Pyi Taw and State and Regional Governments, especially Rakhine. The incumbent coordinates across all programmes and units of the UNOPS Myanmar portfolio, focusing primarily on supporting UNOPS Myanmar s efforts to develop and maintain dialogue with counterpart ministries liaising with counterpart Government Ministries and Departments on protocol, policies and procedures. He/she will also advise senior UNOPS management. The work is diverse and requires a significant level of multitasking to tight deadlines. 2/6

3 Functional Responsibilities Under the overall supervision of the Director and Representative, the Senior Advisor shall be responsible for performing, amongst others, the following duties: Liaise with counterpart Government Ministries and Departments on matters of protocol, policies and procedures, and advise management accordingly Coordinate with all programmes on matters relating to support from counterpart ministries including tracking programme MOUs, visas, importation of project assets, etc. Advise the Protocol Section within the HR unit on matters relating to key communications with counterpart ministries. Advise the Director & Representative, Head of Support Services, and Head of Programmes on partnerships with government counterparts. Ensures that government ministries are informed of UNOPS activities. Establish relations with relevant parliamentary bodies and where needed, State and Regional governments. Works with the Director & Representative to build a partnership strategy with Government of Myanmar s key ministries for UNOPS Myanmar and ensures due implementation. Works to establish relations with State Government s, with particular focus on areas where UNOPS has operation Establishes solid relations with the Rakhine State Government and coordination mechanisms established by the UN and other development partners in the state. Advise on UNOPS Myanmar s strategy and positioning. Undertakes special projects as may be required. Monitoring and Progress Controls Planning, execution and follow up on tasks as per the scope of responsibilities detailed above. Leverage use of technology and electronic systems and tools to initiate work, share information with colleagues and clients. 3/6

Efficiency & Effectiveness in handling important correspondence Education/Experience/Language requirements Education A Master s degree in business administration, project management, finance or related social sciences with 7 years of professional field experience in a context relevant to this position is required. Bachelor s Degree with a relevant combination of academic qualifications and minimum 9 years experience relevant to the above duties and responsibilities may be accepted in lieu of Master s Degree. Work Experience Minimum of 7 years of experience in relevant experienced in administration, project management, finance, government or related and social sciences is required. At least 3 years of demonstrated public relations/liason skills is required Knowledge of UN rules and regulations will be an asset Prior work experience with the Government of Myanmar at a senior level is an advantage Strong interpersonal skills is desirable Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Language Fluency in written and oral English and Myanmar languages required. 4/6
