Background Information - Myanmar Myanmar The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security. 2 UNOPS Myanmar is under the UNOPS Asia Region Office and was established to support, develop and oversee UNOPS portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and F ood Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR -GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas. UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies. Background Information - Job-specific UNOPS is the Fund Manager for the Livelihoods and Food Security Trust Fund (LIFT) in Myanmar. LIFT is a multi donor fund ( ) with the overall aim of reducing by half the number of people living in poverty. It is driven by the conviction that pooling donor resources enables programme coherence and leads to greater impact. The Donor Consortium of LIFT comprises Australia, Denmark, the European Union, France, Ireland, Italy, Luxembourg, the Netherlands, New Zealand, Sweden, Switzerland, the United Kingdom and the United States. From the private sector, the Mitsubishi Corporation is also a donor. LIFT s goal is to contribute to sustainably reduce the number of people in Myanmar living in poverty and hunger. LIFT s purpose is to increase livelihoods' resilience and nutrition of poor people in Myanmar by focusing on interventions that increase income, food availability, utilization and stability of access to food. LIFT is implemented through a variety of local implementing partners. LIFT is active in the four main agro-ecological regions of Myanmar: the Ayeyarwaddy Delta, the coastal region of Rakhine State, the central dry zone (including Mandalay, Magwe, and the southern Sagaing Region), and the uplands of Chin, Kachin, and Shan States. Read more about LIFT at The Fund Management Office, which is based at UNOPS in Yangon, has delegated authority for the management of LIFT under the rules and regulations of UNOPS, and in accordance with the strategy approved by the Fund Board. Functional Responsibilities LIFT has been supporting the development of access to affordable financial services and access to agricultural technology through partnership with the private sector. In terms of financial services, a total of 16 microfinance institutions have been providing affordable financial services to more than 240,000 clients contributing to 24% of the market. For promoting sustainable technology, LIFT has contracted three organizations in which about ten private companies were partnered. They have been implementing contract Page 2 of 5

3 farming, input supplies, and value added productions. In addition, LIFT has decided for additional investment of more than USD 40 million in the rural finance and private sector development. The purpose of the advertised position is to assist the Financial Inclusion and Private Sector Partnership section of LIFT for more effective program monitoring and fund management. The incumbent will be responsible for the functions outlined in section 3 within the scope of establishment of monitoring system for contracts, fund flows and project implementation, and maintaining regular updates of sector development. The incumbent will be working under the direct supervision of the LIFT Programme Officer, Financial Inclusion and Private Sector Partnership, and will be responsible for following tasks: 1. Grants Management Prepare draft terms of reference for call for concept note/proposals. Participate in the proposal evaluation committee and organize documentations for proposal appraisals and evaluation reports. Provide inputs for the preparation of grant support agreements and coordinate with partners for finalization of the agreements. Conduct regular review over the project implementation and coordinate with implementing partners and LIFT program support team for necessary revisions related documentations. Process requests from implementing partners, and ensure that implementing partners comply with their grant obligations as per UNOPS rules and regulations and LIFT Operational Guidelines. 2. Monitoring, evaluation and Reporting Develop, revise and update the reporting and monitoring tools for financial inclusion and private sector development projects through coordination with LIFT team and implementing partners. Organize required studies and project evaluations Prepare progress reports through reviewing external final evaluation reports, performance reports, semi-annual and annual operational and financial reports from implementing partners to monitor progress in project implementation and in operations, and identify problems/issues. Conduct regular project monitoring visits and prepare assessment reports Ensure that LIFT team is updated with development of financial inclusion and private sector development. 3. Program Development Support LIFT s investment in its private sector partnerships and financial inclusion on the basis of their strategies aiming at improving the investment climate, supporting private sector and financial inclusion engagement with LIFT programming, strengthening the rural financial system, and establishing a competitive market structure, in line with the LIFT strategy. Participate and support private sector development and financial inclusion missions to promote and identify potential projects to be funded. 4 financial institutions (MFO/MFIs and commercial banks), chamber of commerce (UMFCCI), trade associations, government departments and other private companies. Assess the enabling environment and investment opportunities, and identify opportunities for private sector engagement. Support preparation for investment in LIFT private sector partnerships encompasses all key partnership parameters, including cost, financing plan and financial projections. Explore market and value chain development opportunities in partnership with the private sector in support of projects implemented by LIFT s partners and proposing market and value chain components to production-oriented projects with the overall objective to reinforce the socioeconomic position of smallholder producers. Additional 2 years of similar experience with a Bachelor Degree is considered as equivalent. b. Work Experience Minimum 5 years of relevant experience at the Program/Project management relating to promoting affordable financial services and private sector partnership is required. Good knowledge of Microfinance best practices is required. Experience in liaising, coordinating and communicating with the Government and implementing partners is desirable. Experience with private sector engagement is an advantage. c. Language Fluency in both English and Myanmar/Burmese languages are required (written and oral expression) Competencies Consistent approach to work with energy and a positive, constructive attitude.
