1 TITLE: Lieutenant - Fire - EMS Cmpliance Officer FD-EMS/ DEPARTMENT: Fire-EMS, Fayette Cunty JOB SUMMARY: This psitin is respnsible fr assisting with departmental and public safety divisinal training peratins and prgrams, and assuring regulatry cmpliance with Gergia Fire Academy, Gergia Firefighter Standards and Training Cuncil, Natinal Registry f Emergency Medical Technicians, and the Gergia Department f Human Resurces, including cre cmpetencies in Fire / EMS MAJOR DUTIES: Cnducts in-service training and initial certificatin classes fr cadets and staff. Prepares, develps, and cnducts training prgrams fr vlunteer persnnel. Assists in the crdinatin f training activities with departmental missin and peratinal requirements. Instructs persnnel in first aid, rescue, persnal safety, firefighting techniques and methds, and emergency medical techniques and methds, including CPR, Basic EMT, and Paramedic recertificatin; assists the Reserve Crdinatr with reserve training as needed; assists in Critical Care educatin prgrams and ther specialized medical prjects t assist in meeting cmmunity needs. Participates in the cntinuus Quality Imprvement Prgram, including the review f patient care recrds and related dcuments. Manages annual cre cmpetency evaluatins; reviews clinical skills perfrmance in bth labratry and field clinical settings; crdinates utilizatin review and related risk management activities invlving EMS. Assists in the develpment and implementatin f departmental Standard Operating Prcedures fr Training; assists in the develpment f departmental training gals and bjectives. Respnds t fire r medical emergency calls and serves as Incident Safety Officer and Reserve Unit evaluatr as directed by a superir fficer; drives fire and emergency vehicles t the scene f an emergency. Respnds t fire r medical emergency calls and serves as incident cmmander r sectr cmmander until relieved by a superir fficer. Perfrms search and rescue peratins at the scene f fires r emergencies; administers aid t injured r sick persns; checks vital signs and prvides hspital persnnel with

Operates medical equipment and administers medicatin t injured r sick persns nsite and in transit t apprpriate medical facility as authrized, such as parenteral medicatin, intravenus fluid therapy, endtracheal airway tubes, defibrillatin equipment, electrcardigram mnitring and recrding equipment; transprts injured r sick persns t apprpriate medical facility. Cnducts cmmunity fire preventin and safety educatin prgrams; crdinates utside agency requests t use the department s burn lab. Participates in training prgrams and certificatin classes as required; attends ther staff meetings. Trains the public and cunty emplyees in emergency care. Maintains and supprts cunty-wned AEDs. Perfrms all duties f a Firefighter/Paramedic. Perfrms ther related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: Knwledge f mdern fire suppressin prcedures and techniques. Knwledge f advanced emergency medical and life supprt prcedures, techniques and equipment. Knwledge f the gegraphy f Fayette Cunty and surrunding areas, including hydrant lcatins, the layut and lcatin f public utilities, and ptentially hazardus materials and substances. Knwledge f departmental recrds systems, cmmunicatins equipment, cmputer applicatins, and reprting prcedures. Skill in supervising, demnstrating and evaluating firefighting and medical assessment/ treatment duties and the use f related equipment. Skill in crdinating, training, and evaluating the wrk f thers.

SUPERVISORY CONTROLS: The Cmmander Fire / EMS Administratin Sectin assigns wrk in terms f very general instructins. The supervisr spt-checks cmpleted wrk fr cmpliance with prcedures and the nature and prpriety f the final results. GUIDELINES: Guidelines include Federal, State, and lcal cunty plicies and prcedures; departmental plicies and prcedures; lcal, state, and federal laws; medical prtcls and standing rders; NFPA standards; building and fire cdes; and cunty rdinances. These guidelines require judgment, selectin, and interpretatin in applicatin. COMPLEXITY: The wrk cnsists f varied supervisry, administrative, and emergency respnse duties. The necessity f balancing emergency and nn-emergency duties cntributes t the cmplexity f the psitin. SCOPE AND EFFECT: The purpse f this psitin is t assist in crdinating the department s fire preventin, fire safety educatin, and fire inspectin prgrams. Success in this psitin cntributes t the safety and well being f cunty residents. PERSONAL CONTACTS: Cntacts are typically with c-wrkers, business wners, prperty wners, law enfrcement persnnel, health care prfessinals, representatives f ther emergency respnse agencies, and members f the general public. PURPOSE OF CONTACTS: Cntacts are typically t give r exchange infrmatin; reslve prblems; prvide services; r mtivate and influence persns. PHYSICAL DEMANDS: The wrk is perfrmed while intermittently sitting, standing, bending, cruching, climbing stairs, stping all while dressed in wrk unifrm r wearing PPE and culd be carrying additinal equipment. The emplyee ccasinally lifts light and heavy bjects including medical patients, climbs ladders up t 100+ feet in height, and uses tls r equipment requiring a high degree f dexterity.

The emplyee may be expsed t fire, smke, nise, dust, dirt, grease, machinery with mving parts, cntagius r infectius diseases r pathgens, irritating chemicals, and ccasinal ht, cld r inclement weather. The wrk requires the use f prtective devices such as masks, gggles, glves, and all prtective clthing assciated with Fire and EMS peratins. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: Nne. SPECIAL CERTIFICATIONS AND LICENSES: Pssessin f a valid State f Gergia driver's license (Class C) and a satisfactry Mtr Vehicle Recrd (MVR) in cmpliance with Cunty Safety and Lss Cntrl Guidelines. Cmpletin f the State f Gergia Department f Transprtatin Defensive Driving Curse and/r Emergency Vehicle Operatin Certificatin within twelve (12) mnths f emplyment. A high schl diplma r GED is required. In additin, an Assciates degree frm an accredited cllege in the field f Fire Science, EMS Technlgy, r ther related curse f study is strngly preferred. Experience sufficient t thrughly understand the wrk f subrdinate psitins t be able t answer questins and reslve prblems, and a minimum f three years experience with a recgnized career fire department. Tw years experience with Fayette Cunty Fire & EMS. Years f experience can run cncurrently.

Meet current requirements set frth by the Natinal Prfessinal Qualificatins System as a Firefighter 2 NIMS 300 and meet the firefighter certificatin requirements as required by Gergia Firefighter Standards and Training Cuncil. Meets NPQ requirements fr Pumper Operatr, Aerial Operatr, Fire Officer 1, and Incident Safety Officer within 2 years. Pssessin f State f Ga. Paramedic license and pssessin and maintenance f Natinal Registry certificatin as a Paramedic.
