1 REQUEST FOR PROPOSAL SECURITY SERVICES Sectin I INTRODUCTION [Cmpany] is seeking prpsals frm qualified Cntractrs t prvide unifrmed security service fr [Cmpany] facilities at [Lcatin(s)]. This dcument is a Request fr Prpsal (RFP) fr the services described belw and des nt bligate [Cmpany] t accept respnses frm eligible Cntractrs. The RFP establishes minimum requirements a bidder must meet in rder t be eligible fr cnsideratin as well as infrmatin t be included in the Cntractr's bid respnse. Carefully examine the specificatins, cnditins and limitatins. The selectin f the successful Cntractr will be made based n [Cmpany] evaluatin and determinatin f the relative ability f each Bidder t deliver quality service in a cst-effective manner. The fllwing specific criteria will be evaluated and must be addressed in the prpsal: 1 Cmpany Histry and Organizatin 2 Management Apprach 3 Persnnel Selectin Prcess 4 Develpment and Retentin f Persnnel 5 Ttal Quality Management Prgram 6 Cst Prpsal and Invicing 7 Training Prgrams 8 Cmputer Management System 9 Value Added Features 10 Insurance 11 Benefits Prgram 12 Emplyee Recgnitin Prgrams 13 Transitin Plan 14 References [Cmpany] is nt bligated t accept the lwest bid and reserves the right t reject any and all bids r amend the scpe f the prject. All f the Bidders must be duly licensed r therwise have the ability t perfrm wrk in accrdance with all gverning lcal authrities and t the satisfactin f thse authrities.

Sectin IV SCOPE OF SERVICES This prject includes apprximately hurs f unifrmed security service per week, allcated as fllws: Descriptin f Site & Jb Classificatin HPW Recmmended Wage Site & Jb Classificatin 000 $0.00 Site & Jb Classificatin 000 $0.00 Site & Jb Classificatin 000 $0.00 Ttal 000 $0.00 Cntractr shall prvide unarmed unifrmed security services in and arund [Cmpany] prperties n a 24 hur-a-day, 7 day-a-week basis, r as therwise indicated per site specificatins. Cntract security persnnel will prvide a variety f service, implementing [Cmpany]'s security bjectives accrding t plicies and prcedures which may include but is nt limited t the fllwing general tasks: entry and egress access cntrl, rving patrls f interir and exterir building areas, visitr and building emplyee identificatin verificatin, incident and daily perating reprts, mnitring and respnding t base building intrusin detectin systems, alarms and fire detectin equipment, respnding as necessary t supprt ther life safety duties as identified in pst rders and standard perating prcedures. Cntractr shall prvide apprpriate and necessary management and supervisin fr all Cntractr s emplyees and shall be slely respnsible fr instituting and invking disciplinary actin f emplyees nt in cmpliance with Cntractr's rules and regulatins, as well as any ther plicy established by the cntracting parties. Cntractr shall develp a cmprehensive set f Pst Orders dcumenting bth general prcedures as well a site-specific respnsibilities. Pst Orders shall be prepared prir t the cmmencement f the cntract and must be reviewed and
3 apprved by [Cmpany] management with thirty (30) days frm cmmencement f Cntractr's services t [Cmpany]. All security fficers will be required t read and verify they understand the Pst Orders and at minimum, shall be tested during the On-The-Jb Training (OJT) perid, annual r mre frequently during site inspectins. Cntractr shall ensure hiring, training and administratin f mtivated and prfessinal emplyees that meet r exceed bth Cntractr's and [Cmpany]'s standards. Cntractr is respnsible fr the daily persnal appearance f security persnnel. Cntractr shall prvide seasnal unifrms and weather-apprpriate prtective clthing necessary t supprt cntinuus perfrmance f cntract requirements. Security fficers are prhibited frm carrying weapns f any kind, including but nt limited t: firearms, nightsticks, martial arts weapns r equipment, batns r any chemical agent spray r liquid. Cntractr shall agree t remve frm the site, whenever required t d s by [Cmpany], any emplyee cnsidered by [Cmpany] t be unsatisfactry r undesirable t [Cmpany], within the limits f any applicable laws. Cntractr shall administer all cst accunting and billing relative t this cntract. Cntractr shall respnd as necessary t accmmdate additinal duty hurs as may be requested by [Cmpany]. Explain wnership (private r public) and include brief bigraphical infrmatin regarding the persnnel wh wuld be directly respnsible fr the management and lcal supervisin f this prject. 2 Management Apprach Describe in detail hw yur firm will be rganized t manage this prject. Indicate by psitin r title the persn wh will have the verall respnsibility fr the [Cmpany] accunt. Indicate the supprt staff available t this prject manager by functin. Bidder must supply an Organizatin Chart depicting the structure f the lcal servicing ffice and reginal supprt. 3 Persnnel Selectin Prcess Describe hw recruitment and selectin f security fficers is accmplished. All persnnel and supervisin prvided under this RFP must be thrughly trained, experience and qualified t perfrm the wrk t which they are assigned. Bidder shall have a dcumented emplyment prcess which shall include applicatin,
4 interview, drug testing and backgrund check phases. A written descriptin f the Bidder s emplyment prcess and qualificatins is t be included in the respnse. 4 Develpment and Retentin f Persnnel Describe yur [Cmpany] successin planning and develpment f fficers, supervisrs and managers. Describe methds and initiatives designed t prmte emplyee retentin. 5 Ttal Quality Management Prgram Outline administrative cntrls, plans and prcess t mnitr and assure cntract cmpliance f security services. Include methds f quality cntrl, cntract administratin, audits, management inspectin prgrams, cnduct and jb perfrmance standards, crrective actin planning and fllw-up reprting. 6 Cst Prpsal and Invicing Prvide billing rates fr each f the fllwing: Security Officer Cnsle Operatr Shift Supervisr Accunt Manager Include vertime plicies, hliday plicies and rates. Prpse invicing frequency and prcedures and applicable discunts. All invices will clearly identified applicable jb site cding in rder t assciate Cntractr's actual csts with [Cmpany]'s jb site r jb cdes. Explain hw discunts will be applied fr different payment terms. 7 Training Prgrams Describe in detail the training prgrams in place t supprt this prject. Include the fllwing: Pre-Assignment Training Jb and Task Specific Training (OJT) Frmal Cntinuus Training Annual Retraining and Recertificatin Supervisry Develpment Training (Describe the prgram that yur cmpany utilizes that leads t a prfessinal credential fr supervisrs.) Include the name, cntract infrmatin (including address) and qualificatins f the lcal r reginal trainer(s) wh will cnduct training fr the [Cmpany] and the manner in which the [Cmpany] dcuments training, paper recrds, nline, webaccessible, etc.
5 8 Cmputer Management System Describe prductivity and technlgy applicatins utilized t enhance and imprve business prcesses, integratin f scheduling, payrll and billing systems r ther benefits f cmputerizatin. Summarize hw such systems will benefit [Cmpany]. 9 Value Added Features Indicate features r prgrams nt cvered elsewhere in the respnse which are ffered t enhance yur firm s ability t effectively manage this prject. 10 Insurance The successful bidder shall carry and maintain, with respect t any wrk r service t be perfrmed at [Cmpany] facilities, insurance written by a respnsible insurance [Cmpany], t prvide fr the fllwing: Wrkers Cmpensatin as required by applicable statute and Emplyer s Liability Insurance. Cmmercial General Liability Insurance Autmbile Liability Excess-umbrella Insurance, including terrrism cverage. Include a sample Certificate f Insurance including limits with the respnse. All plicies and certificates shall prvide fr thirty (30) days ntificatin t [Cmpany] in the event f cancellatin, reductin in limits r changes in cverage. 11 Benefits Prgram Describe in detail all benefits ffered t emplyees. Include health care insurance, life insurance, hliday pay, vacatins and any ther benefits ffered. Cite specific plans ffered and emplyee cst sharing arrangements (payrll deductin). Please include the fllwing: Medical / health insurance (indicate csts fr a PPO prgram including cverage ptins fr emplyee, emplyee and spuse and emplyee and family.) Dental (indicate mnthly premium and annual limits.) Life insurance (indicate amunt prvided at n cst t emplyee and any ptinal cverages available.) 12 Emplyee Recgnitin Prgrams Outline any specific incentive and recgnitin prgrams made available t emplyees and explain hw these prgrams are managed and if charges t [Cmpany] will be incurred as a result f Cntractr implementing these prgrams.
