1 Construction Management Statement Residential development at Bywell House, St Mary s Hill, Ascot Parking of Vehicles of Site Personnel, Operatives and Visitors Site staff, visitors to the development and site operatives shall use the on-site parking provision as shown on the accompanying Site Set-Up Plan (P12/21/103). The site parking arrangements shall be in accordance with of the planning permission (application ref 12/03089), in addition to this parking is also available alongside Brockenhurst Road. If any visitor or workman chooses to cycle to the site then provision for their cycle to be safely and securely stored within the development boundary perimeter will be provided. The development scheme will not include dedicated disabled parking facilities. During construction works a disabled person wishing to access the site would be accommodated providing it is safe and practical to do so and only by special prior arrangement with the site manager. No bus stops are anticipated to be affected or impacted by the development. Contractor parking will be provided on site, determined at the pre-contract meetings and reiterated at the site induction along with the contractor s generic site rules and the site specific rules. These will be updated as the project progresses and are liable to change. These locations will be highlighted on the Site Set-Up Plan (P12/21/103). A speed limit of 5 MPH will be adhered to within the site perimeters. Loading, Unloading, Storage and Use of Plant and Materials All unloading and loading of plant and materials shall be carried out within the confines of the development / site boundary. The accompanying Site Set-Up Plan (P12/21/103) shows the general arrangement for this. In the interests of Health & Safety all lorries accessing the site, will be reversed into the development with the aid of a banksman; due to the size, height and width restrictions of the site. Where certain load sizes are unavoidable, these may have to be off-loaded from St Mary s Hill, ensuring that at all times access is not restricted to any neighbours without prior warning and consent. 1

2 Combustible materials need to be ideally stored outside, especially with flammable materials such as liquefied petroleum gas (LPG),flammable liquids with a flashpoint below 32 degrees Celsius, for example solvents, flammable gas and oxygen cylinders. When combustible materials require unavoidable storage internally, this requires extra precautions. Such as small quantities of LPG should be kept in a lockable steel wired cage, with only one exit. The cage container must be clearly marked and located at least one metre away from site establishment / welfare building, boundaries, excavations or other features. All fuel deliveries will be supervised by a competent person to manage any spillage, and prevent a pollution problem occurring. Storage tank levels will be checked before delivery to prevent overfilling. The storage of materials in the main designated compound area, all fuel / oil will be stored on an impervious surface in an electronically controlled double-bunded tank / container which can be secured from unauthorised use. Stores shall be located at least 10m from any watercourse. The generation of dust and noise during the excavation, backfill operations and traffic / plant movement emissions are the main causes of air pollution risk. Dust extraction methods should be used in construction processes wherever possible, when construction work is been carried out in particular all cutting, drilling and grinding. To ensure dust is minimised, mechanical road brush available to suppress and dampen down the hard standing road surfaces. All measures will be taken to ensure all dustladen tasks are carried out as far as is reasonably practicable to a minimum (well below the requirements of EH40/2005). The designated access routes to each work site will be monitored, and if necessary they will be swept to keep them clear. All site vehicles will undergo frequent wheel washing using a jet wash. Mechanical street / road sweepers will be permanently in attendance on site during major earthworks removals. Due diligence will be considered by the clients & principal / sub-contractor plant operators, to ensure that when plant is not in use, it will be turned off. Both parties will regularly maintain the plant in accordance with the manufacturer s instructions. When plant is selected for construction phase, consideration needs to be made to take into account effect on adjacent properties and operations. Vibration levels should be considered, if no standards are stipulated within the planning conditions then guidance relating to BS 5224: part 4 applicable to piling operations should be applied / considered as guidance for demolition and construction phases. Pedestrian / Routes and Highways within and around the Site During the Construction Period Until first occupation there will be no public access to the site. Thereafter pedestrians and private vehicles will be able to use the driveway into the development and suitable secure partitioning will be put in place to separate any remaining construction works from the residents and their visitors. 2

3 Times, routes and means of access into the site for construction traffic and delivery vehicles (including the removal of waste from the site and methods of preventing deposition of materials on the public highway). The delivery times will be arranged in so far as is practical to avoid any disruption to neighbouring properties. Delivery times being 08.00am to 3.00pm Monday to Friday inclusive. No deliveries will be made on weekends or public bank holidays. Deliveries and construction traffic will be expected to arrive at the development via St Mary s Hill. Rigid vehicles have been requested to be used where possible by all contractors and suppliers working and servicing the development. Attention will be brought to all the fact that St Mar s Hill is a quiet residential street and lies in the proximity to the busy Brockenhurst Road. Where articulated vehicles are deployed, prior notice will be giving in so far as is reasonably practical to all neighbours of the development. Hoardings, Scaffolding, Access to Site Appropriate hoarding, security fencing and site access arrangements will be provided as necessary. Knowledge of the Construction Method Statement This Construction Method Statement will be issued to all parties who are allowed access to the site during development. The Principal Contractor / nominated Site Manager will be responsible for ensuring that contractor personnel and site visitors are informed about, and adhere to the Construction Method Statement and that all site works are carried out in accordance with this Construction Method Statement. Development Working Hours As the development is within a residential area, to avoid inconveniencing the neighbours and surrounding properties by the construction phase of works the development working hours shall be Monday Friday No work will be permitted on weekends or national public holidays. Wheel Cleaning / Road Cleaning If and when necessary wheels of vehicles departing the site will be manually cleaned (pressure washer). The development includes the demolition of an existing garage and side extension - to minimise nuisance dust continuous dampening down of arisings generated by the process, by using fine water spray and sheeting all container vehicles entering or exiting the development. When major earthwork movements are carried out and through to the completion of the development, the Principal Contractor will manage road cleaning operations. If 3

4 and when necessary, mechanical cleaning will be deployed to assist with road cleaning in addition to the standard labour intensive cleaning. When weather conditions such as dry / hot days in summer months can produce quantities of dust, which can be blown off the site, precautions such as water suppression will be considered where appropriate. Site investigation / soil survey / geo-environmental reports determine / validate ground conditions considered to be of a concern of contaminated nature highlighting the need for ground gas evaluation and gas risk assessments, including design and protection measures to reduce gas concentrations. Where contaminated materials are to be removed from site to an authorised / licensed landfill site that has been identified as the most appropriate for the unreclaimed elements. Sheeting may be necessary to open skips / lorries, used for removal of contaminated soils. No cleaning with water will be carried out over any public highway if the temperature is 3 degrees Centigrade or below on a falling scale, or 2 degrees Centigrade or below on rising scale. Site Waste Management Principal Contractor or authorised person for site waste including recycling and segregation, will act in accordance with all waste management regulations (Section 34 Duty of Care of the Environmental Protection Act). Anticipated waste types are: o Concrete & masonry o Excavated soil & stone o Timber products o Bituminous mixtures materials o Metal (alloys) & steel o Gypsum based products o General waste Waste production will be kept to an absolute minimum, where practical opportunities will be sought for the re-use or recycling of materials, including the existing bulk materials on site (general fill, topsoil). All waste arising during the project shall be transferred to an authorised person for complete segregation off-site. The principal contractor will ensure that the authorised person disposes of the waste legally, in accordance with an appropriate licence in a manner that is not likely to cause pollution or harm to health. Careful evaluation of materials to minimise the over-ordering ensuring site wastage is reduced. Consideration for opportunities for re-use of unused materials on site (transfer to future developments). 4

5 Spill Procedures The site management will carry out daily inspections of plant, material storage and operations at all work areas to ensure that measures put in place to reduce the risk of spillages are being used and are effective. This will serve to prevent pollutants entering the groundwater system. In case of emergency (pollutant spill into a water system) site management will contact the Environmental Agency, immediately as part of the emergency procedure; the incident hotline number is
