18 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BONNEY LAKE, PIERCE COUNTY, WASHINGTON, APPROVING THE 192 ND CORRIDOR STUDY AND DIRECTING THE MAYOR TO PROCEED WITH PARTIAL DESIGN AND RIGHT-OF-WAY ACQUISITION. The City Council of the City of Bonney Lake, Washington, does hereby resolve as follows: 1) The City Council accepts the 192 nd Avenue East Corridor Study as presented at the previous Council Workshops with accompanying supplemental documents; and 2) The Mayor is directed to proceed with 30% design and acquisition of right-of-way; 3) A final copy of the study will be filed with this resolution when compiled by the City s consultants. (4) The future design of 192 nd Avenue East corridor shall not include the design of or right-of-way acquisition for a connection to 189 th. 19 Appendix H 192 nd Avenue E Corridor Improvements Supplemental Information Planning Level Cost Estimates: Phases 1 & 2
20 Supplemental Information Overview The City has intended to connect the two sections of 192nd Avenue East for many years. The corridor is an important component of the City s Transportation Plan, and once the connection is made, it will serve as one of the primary north/south routes. The project is comprised of two phases: Phase 1 connects the two segments of 192nd Ave E, from SR 410 to 104th Street East, with a new roadway section. A Corridor Study was conducted for this phase in 2005, to identify potential alternatives for making the connection. The preferred alternative follows the existing alignment and ties in to 104th, which will be stop-controlled. Budget remaining from the Corridor Study process allowed for the additional planning and preliminary design work to be conducted for Phase 2. Why a Supplement? Information included in this packet is supplemental to the November 2005 DRAFT Corridor Study. This information was generated after the DRAFT was published, and includes additional detail on the project phasing, updated cost information, additional Frequently Asked Questions, and the SEPA Determination of Non Significance (DNS). Once a DNS is issued, the Council can formally adopt the Corridor Study, and design of the improvements can proceed. Phase 1 will provide curb, gutter, and sidewalks, as well as bicycle lanes and landscaping. Ornamental lighting will be provided at intersections. Left turn pockets will be included at 103rd, to enhance access into the Brookside neighborhood. Phase 2 runs from 104th Street East to Rhodes Lake Road, and includes extension of sewer and stormwater utilities, as well as the addition of curb, gutter, sidewalk and a pavement overlay. Providing sidewalks from Rhodes Lake Road to the High School will greatly improve pedestrian safety and access, and enhance the community livability for the neighborhoods along 192nd, including Bonney Lake Manor and Fennel Ridge. Leftturn access from 192nd into these neighborhoods is a key component of the phase. City of Bonney Lake 192nd Corridor Improvements
