1 Mayors Welcome Strong Surrey Votes Yes Coalition Support Yes Vote Would Vastly Improve Transit and Transportation in Fast Growing City February 11, 2015 Vancouver, BC The Mayors Council on Regional Transportation welcomed the official launch of the Surrey Votes Yes Coalition at Surrey City Hall earlier today. The momentum for yes is building all across our region, said Surrey Mayor Linda Hepner, vice chair of the Mayors Council. Surrey is BC s fastest growing city and will be home to 300,000 more residents and 160,000 new jobs over the next 30 years. Transit and transportation improvements will be critical to keep Surrey and our region moving. Rapid growth in Surrey and other communities south of the Fraser, coupled with a lack of funding for long-term transit and transportation investments, has led to significant road congestion for drivers, bus passengers and goods movers. Six of every ten Surrey residents regularly commute to another municipality for work or school, and experience higher vehicle and fuel costs and wasted time while stuck in traffic. The Mayors Plan would create new and expand existing transit services so that 56% of residents and 72% of jobs in Surrey will be within walking distance of all-day frequent transit; compared to 27% and 44% today, respectively. The Plan includes many benefits within Surrey including 2 new LRT lines in Surrey and the Langleys; 3 new B-Line Rapid Bus corridors in Surrey; new safer Pattullo Bridge; expansion to the Expo Line; and significant new and expanded bus service throughout the community (see attached Backgrounder). Drivers on some of Surrey s busiest regional routes will save 15 to 20 minutes each day. Steveston to North Surrey 20 minutes faster Surrey Centre to Vancouver 15 minutes faster People who take transit will also save time every day. Between Surrey Centre and: North Shore 20 minutes faster Coquitlam Centre - 30 minute faster Between Metrotown and: Guildford 20 minutes faster A yes vote would deliver more and better buses, new rapid transit, road improvements and better cycling and walking facilities here in Surrey and all across the region, said Port Coquitlam Mayor Greg Moore, chair of Metro Vancouver Board of Directors. These improvements would boost our economy, keep our air and environment clean, and preserve our quality of life even with one million more people moving to Metro Vancouver over the next 30 years. 3 Key Benefits for Surrey: More residents and jobs will be within walking distance of frequent transit in 2045: 56% of Surrey residents will be within walking distance of all-day, frequent transit (compared to 27% today) 35% of Surrey residents will be within walking distance of rail transit (compared to 5% today) 72% of Surrey jobs will be within walking distance of all-day, frequent transit (compared to 44% today) 46% of Surrey jobs will be within walking distance of rail transit (compared to 11% today) Mayors Plan Improvements in Surrey: 27 km of new Light Rail Transit in Surrey, creating a viable alternative to driving and reducing congestion Within 7 years: Light Rail Transit on King George Boulevard and 104 th Avenue Saves transit riders up to 12 minutes of travel time in communities along these two new lines Within 12 years: Light Rail Transit on Fraser Highway, connecting Surrey City Centre with Langley Centre Langley Centre to Surrey City Centre transit trips will be 25 minutes faster than today A region-wide network of 11 B-Line Rapid Bus routes that provide fast, frequent, limited-stop service at least every 15 minutes throughout the day, seven days a week, with connections to rail transit and local buses 3 New B-Line Rapid Bus corridors in Surrey: Fraser Highway B-Line in service by 2018, connecting Surrey City Centre to Langley Centre (until Light Rail Transit is in service on Fraser Highway) Scott Road and 72 nd Avenue B-Line, connecting Scott Road SkyTrain Station to Newton in service by 2020 King George Boulevard and 152 nd Street, B-Line service from Newton to White Rock Centre, in service by 2022, in conjunction with opening of new light rail transit New Pattullo Bridge that can withstand seismic events and provide a safe crossing for drivers, truckers, pedestrians, and cyclists Wider lanes to accommodate modern cars and trucks Centre barrier separating north- and southbound traffic Cycling and pedestrian facilities Direct connections to the road network on both sides of the bridge to improve access and reduce vehicle kilometres travelled, congestion, and emissions New four-lane design can be expanded to six lanes if needed in the future Increased capacity on the SkyTrain network, with new rail cars and more frequent trains 220 new SkyTrain cars for the Expo, Millennium, and Canada lines to operate longer trains and reduce crowding Upgrades to stations to accommodate longer trains and greater passenger volumes Page 3 of 5
4 Significant additional bus service in Surrey With existing bus fleet, beginning in 2016: provide more mid-day, later evening, and weekend bus service on Community Shuttle routes including in South Surrey, Newton, and Guildford with connections to the rail and frequent transit networks With expanded fleet, by 2018: expand bus service to Surrey neighbourhoods with no service presently, including Clayton, Morgan Creek, and Anniedale Beginning in 2018 and continuing through 2025: provide more frequent bus service on busy/crowded routes, for example: - On Scott Road, King George Boulevard, and 152 nd Street (until B-Line Rapid bus service is introduced) - On 24 th Avenue, 64 th Avenue, 88 th Avenue, and 152 nd Street - Between Surrey Central SkyTrain Station and Newton Exchange, Guildford, Walnut Grove - Between Carvolth Exchange and Braid SkyTrain Station (Port Mann 555 Express) - Between Willowbrook and King George SkyTrain Station - Between Newton Exchange and Richmond-Brighouse SkyTrain Station - Between Scottsdale and Bridgeport SkyTrain Station, 22 nd Street SkyTrain Station - Between Ocean Park and Bridgeport SkyTrain Station More frequent NightBus service and longer hours of NightBus service (N19) 30% more HandyDART (custom transit) service Improved Surrey Central bus exchange to support municipal land use plans and to serve growing demand Regional funding of $36M/year for rehabilitating, upgrading, and maintaining the major road network Major road network routes in Surrey include: 16 Avenue 104 Avenue 64 Avenue 108 Avenue 88 Avenue 152 Street 96 Avenue Fraser Highway King George Highway Nordel Way Scott Road Townline Division Page 4 of 5
5 Examples of road upgrade investments: Upgrading road segments to urban arterial standards, with sidewalks, bike lanes, lighting, and landscaping Adding left-turn lanes to intersections, intersection realignments, and intersection safety upgrades Adding bicycling facilities: painting of bike lanes, shoulder bikeways, adding multi-use paths, signage Reconstructing curb, gutter, sidewalk, drainage Improving signal timing, signal upgrades, installing new signals and pedestrian signals Projects to be prioritized by municipalities Investment of $22 million/year in walking and cycling projects, such as safer walking and cycling access at transit stops and stations, new bicycle parking at transit stations, and bikeway investments: Funds the BC Parkway/Surrey Parkway, a 26 km multi-use pathway (for pedestrians and cyclists) that connects Surrey City Centre, New Westminster, South Burnaby, and Vancouver Additional projects to be prioritized by municipalities Page 5 of 5
