3 Florida Suncoast Chapter 9 th Annual Conference & Tradeshow Presenter s Brief BIO s & Outlines 8:15 JOHN GRAHAM John Graham is the International Vice President of the American Backflow Prevention Association and the Chair of the Association s Public Awareness and Education Committee. John has worked in the water industry for more than 26 years and has been involved with all facets of system construction, operation, maintenance and management. He also owns a consulting company that provides crossconnection control services to water suppliers. He has worked for the last 12 years as a Water Quality Project Manager for California Water Service Company, which is the largest subsidiary of California Water Service Group. This Group is the third largest investor-owned water utility in the United States, with operations in California, New Mexico, Washington and Hawaii. OUTLINE: A brief history of the American Backflow Prevention Association. Organization: Members, Chapters, Regions and National. Partnerships, Memorandums of Understanding (MOU s). Benefits and why you should join this excellent organization! 8:45 LES O BRIEN Senior Training Specialist in the Department of Continuing Education at the University of Florida s TREEO Center. He retired from Gainesville Regional Utilities after twenty-two years in the Water Engineering Department. He was the Cross-Connection Control Supervisor from 1982 to Les is also retired from the University of Florida after nineteen years. Les has been an instructor for backflow prevention and cross-connection control courses in Florida since 1983 and has been responsible for training and certifying instructors of backflow prevention tester training programs throughout the world. He is a Past President of the American Backflow Prevention Association ( ). Les was also a member of AWWA s 512 Committee. OUTLINE: Why do we need to be aware of things other than just testing? Training: Choose an experienced training facility. Why do we care about following nationally recognized testing standards? Experience: Learn from your mistakes and from experienced tester. A brief synopsis of Florida s new cross connection control regulations. Ethical behavior: Building trust takes time, helps to build a positive reputation with our customers and is the right thing to do! 10:30 PETER STASIS or CHRIS BAGGETT Peter Stasis, PE has a BS in Mechanical Engineering and is a registered engineer in the state of Florida He has over 35 years of experience in executive management, project management and design. He Was in charge of the design and construction of 10 miles of 20 reclaimed water transmission lines and 12 and 16 distribution lines for the Lakewood Ranch project. He has an extensive history in management and design involving potable water, reclaimed water and sewer systems. Chris Baggett, PE has a BS in Civil Engineering and is a professional engineer registered in the State of Florida. He has 19 years of experience in water, wastewater, and reclaimed water planning, design, permitting, and construction administration services. He specializes in network modeling (steadystate, unsteady-state, and water quality); design of pumping, storage and treatment facilities; design of pipelines and control valve assemblies; and development of control strategies for operations and optimization. OUTLINE: The size of the assembly, the incoming pressure, flow and temperature must be considered. A hydraulic review of the intended use of the water (IE type of occupancy) is required for proper design. Fire line piping systems pose different issues than those systems that supply strictly potable water. Manufacturer s flow charts are there for a reason! Water pressures vary throughout the world; pressure regulating valves, pumps, number of connections, codes etc. must be considered. Consequences of improper designs.

4 Florida Suncoast Chapter 9 th Annual Conference & Tradeshow Presenter s Brief BIO s & Outlines 11:30 JACK POOLE Jack Poole graduated from the University of Maryland in 1986 with a Bachelor s of Science degree in Fire Protection Engineering. Mr. Poole is a Principal at Poole Fire Protection located in Olathe, Kansas. Mr. Poole is a registered Professional Engineer (PE) in Fire Protection, licensed in 52 states and territories and his expertise includes designing fire suppression and detection systems. He is a Past President of the American Backflow Prevention Association, has been a certified tester and an ABPA proctor. He has designed hundreds of fire suppression systems for public and private clients all around the world and serves on several NFPA Technical Committees, serves on the Board of Directors for the Society of Fire Protection Engineers (SFPE) and is an SFPE Fellow. OUTLINE: The water is no longer potable! Old pipe, chemicals and dead water: A potentially toxic cocktail. Isn t there a valve in the fire line that stops backflow? What type of backflow prevention assembly is required and why? Consequences if the two systems are not separated. 1:30 VIRGINIA E. HOLSCHER Virginia (Ginny) Holscher is the Risk Manager for Pinellas County Florida. The Risk Management Department is responsible for all aspects of risk management, including the Insurance program, insurance requirements for vendors, safety oversight and compliance, and claims. The risk management claims division self-administers Workers Compensation, General Liability and Auto Liability claims under a self-insured program. The risk management insurance division manages nearly 50 policies of insurance and excess insurance, including a property program for 2.6 billion dollars of County property. The risk management safety division oversees the safety program for the county, working with county departments and several appointing authorities to manage the safety of employees and assets. Ginny joined Pinellas County in Prior to that, she worked for over 35 years in the private sector in the insurance and risk management field. For the majority of that time, her insurance and risk management clients consisted primarily of Public Entities and Construction firms. This combination of experience provides a special understanding of public project work and construction industry-related risks and claims. Ginny is a past President of the Hartford Association of Agents. She obtained her Chartered Property & Casualty Underwriter (CPCU) designation in She has been a guest speaker at the Tampa Chapter of Public Risk & Insurance Management Association (PRIMA) and Florida Educational Risk Management Association (FERMA), as well as numerous speaking engagements for construction industry associations, public entity associations and regional and technical schools. OUTLINE: What is Risk Management? Protect your assets; both public and private. Type of risk. GOERGEN (Alternate Speaker) Ken received his Associated Degree towards Engineering from St. Pete College in Clearwater, Florida and his Bachelor of Science, Interdisciplinary Natural Science/Biology Degree from the University of South Florida in Tampa. He is the Manager of the Technical Services Division with Pinellas County Utilities and has been in charge of the Backflow and Cross-Connection Division since Prior to Ken s position with Pinellas County Utilities he was a Construction Administrator, Plans Examiner/Plumbing & Building Inspector and Construction Consultant. Ken holds licenses as a Florida General Contractor, Home Inspector and is a certified backflow tester. Ken is an active member of the American Backflow Prevention Association and the current President of the Florida Suncoast Chapter of ABPA.
