2 Information sur le projet Titre: Code Projet: L enseignement et la formation techniques et professionnels «verts» (GT VET) LLP DE-LEONARDO-LMP Année: 2010 Type de Projet: Statut: Accroche marketing: Résumé: Développement d'innovation Clôturé EU-Projets centralisés L enseignement et la formation professionnels techniques «verts» (GT VET) sera un module pilote de formation visant à réduire la mise en œuvre des qualifications pertinentes dans l industrie au sein des systèmes nationaux d enseignement et formation continue professionnels. En utilisant l exemple du verdissement des professions techniques d une part, ainsi que celui de l industrie sidérurgique d autre part, ce module pourrait devenir un modèle pour d autres industries et professions. Afin d assurer la compétitivité des industries Européennes au niveau mondial, il est essentiel de mettre en œuvre à court terme cette compétence «verte» au sein des différents systèmes d enseignement et formation professionnels (au niveau national ainsi qu au niveau des industries). For global competitiveness of European industries a short term implementation of new mandatory skills within VET systems (national and industry related) is crucial. The project thus aims to investigate systematic ongoing and short termed training pathways by focusing on skills for ecological sustainability, which are a key for the global competitiveness of all European industries. As a model an industry driven and run European sustainable training module will be developed in correspondence with the national VET systems. With a partnership of steel companies and research institutes from each participating member state we aim to identify and anticipate the impacts of ecological legislation in everyday work of skilled workers both for today and future. Independent of the different VET system of the member states, VET practices and learning outcomes need to be evaluated with respect to ecological skills, expertise and awareness. Based on these insights a European training module will be developed to obtain identical European learning outcomes in the field of green skills and sustainable awareness within technical VET (focussing on preventing pollution and securing occupational health and safety. This module will be adapted and tested within four steel companies and member states (United Kingdom, Poland, Italy and Germany). Adjustment to each national system of VET will be made; learning outcomes will be evaluated with transferable credit points (ECVET). Using the example of the steel industry and the VET of industrial mechanics and electronic technicians the modules and its process of implementation could be checked for adaptation and transfer to other technical VET professions and production industries. Therefore, these modules and its tested implementation process could become a blueprint for short term and updating implementation (processes) of new skills in industry and into the VET system. Description: The main objective of the project is to develop a sustainable industry driven and coordinated European VET module for an ongoing and short termed implementation process of new skills. This will be piloted by the development of a training module on awareness and skills for a greener production and industry. Therefore it will be analysed how the environmental legislation determines the everyday work of skilled workers today and in the future using the example of the steel industry. Evaluating the impacts of European directives and the reflection of green issues within four European Steel companies and national VET Systems a European standard of learning outcomes will be defined to provide technical apprentices with green skills and awareness to meet the future requirements of the industry. After developing a European Training Module of greening technical VET adaption and pilot testing will take place in four steel companies embedded in four different national VET systems, in respect to the defined European learning outcomes. The activity oriented training module will be structured in such a way that it can be integrated into each national system of VET or used in addition to the existing system of VET (by matching the demands of industry with the VET system). The project will be carried out by research institutions and a strong involvement of steel companies, accompanied by the 2

3 Information sur le projet European social partners and the involvement of VET system relevant associated partners. Research institutions are responsible for the research driven work packages, assisted and supported by the practical knowledge of the steel companies. The training departments of the steel companies are developing and testing the training modules, assisted by the research institutions. The social partners are sharing the responsibility of valorisation (dissemination and exploitation), supported by the steel companies and research institutions. 11 Produit 'Report on Industry Job Requirements' Titre: Report on Industry Job Requirements Type de Produit: Procédure pour l'analyse et le pronostic des besoins de la formation professionnelle Texte marketing: n this WP an industry driven analysis of job requirements concerning green aspects (ecological sustainability, health and safety) of technically skilled workers in the steel industry will be done in each represented member state. Background of this analysis will be the collection and analysis of relevant EU-wide directives and resulting member state directives, as well as roadmaps and strategic papers for ecological sustainability, health and safety in the European steel industry. Description: The report is a discussion paper summarising the industry driven job requirements, involving and based on 4 research reports of the involved research institutes with the partner steel companies (in 4 different member states). The results of this report will be discussed in a European Workshop and Framework (WP6) and will be the input for the research activities of WP3 Analysis of VET Systems. 13 Produit 'Report National VET Systems' L enseignement et la formation techniques et professionnels «verts» (GT VET) Titre: Report National VET Systems Type de Produit: Procédure pour l'analyse et le pronostic des besoins de la formation professionnelle Texte marketing: Using the example of two main apprenticeships and regulated professions (industrial mechanics and electrical technicians) in every represented member state an analysis of the existing curricula and its implementation possibilities for the identified skills were done. Description: The report is a discussion paper summarising the reflecting of the industry driven job requirements in the VET systems, involving and based on 4 research reports of the involved research institutes with the national VET stakeholders (of 4 different member states). each national VET system of the participating member states will be analysed how it meets the identified future industry needs (of WP2). Each involved VET system has different regulations and institutional frameworks (e.g. Germany: dual system, Italy: regional authority responsibility of vocational training, UK: voluntary system and regulation through different laws and responsibilities, Poland: national responsibility by the ministry of national education). Cible: Managers of HR-, Environment-, Health and Safety Departments of the production industry; VET responsible institutions Résultat: Concrete training practice in the member state concerning green awareness and skills in relation to the identified future job requirements and first outlines for a training module to bridge the identified gap between future job requirements and current education and training practice. Domaine d'application: The results of this report will be discussed in a European Workshop and Framework (WP6) and in correspondence with the report of WP2 it will be the input for the module development of WP4. It could be also used to reflect existing VET activities. 15 Produit 'Greening Technical VET - Training Module for the European Steel Industry' Titre: Greening Technical VET - Training Module for the European Steel Industry Type de Produit: Modules Texte marketing: The Prototyp of the European Training Module on Green Skills will be generated as a training module targeted at the two pilot professions (industrial mechanics, industrial technicians). Description: A common training module will be developed which will be a pilot for a continuous implementation and development within the European steel industry. This European training module will be a comprehensive continuous progressing training module of all participating and further interested steel companies, keeping the qualification of the technicians up-to-date and up-to-future and stimulate the short term implementation in the national VET systems. This procedure is seen as a pilot project that will be continued over the time horizon of the project by the steel companies. Description: Within this work package the European training module will be piloted in the steel companies and in VET institutions on the regional level. Therefore the European green training module has to be adopted, modified and tested in each participating member state (resp. VETsystem). It is to be checked how the training modules can be implemented in the curricula and present training procedures in several education and training venues (primary vocational schools and companies) of each participating member state and the value of credit point (ECVET); however, how they can be used in addition to present systems of VET (continuous vocational training). 19 Produit 'GT VET Progress Report' L enseignement et la formation techniques et professionnels «verts» (GT VET) Titre: GT VET Progress Report Type de Produit: Autres Texte marketing: The progress report summarises the activities and main results of the industry driven requirements on greening technical VET and its reflection within the VET systems of the four engaged member states. Description: The consortium has conducted an industry driven analysis of current and future job requirements concerning green aspects of technically skilled workers in the steel industry in four represented member states. In each national VET system of the participating member states has been analysed, asking how it meets the identified future industry needs. Each involved VET system has different regulations and institutional frameworks (e.g. Germany: dual system, Italy: regional authority responsibility of vocational training, UK: voluntary system and regulation through different laws and responsibilities, Poland: national responsibility by the ministry of national education). Cible: Managers of HR-, Environment-, Health and Safety Departments of the production industry; VET responsible institutions Résultat: All steel companies are embedded and engaged in European environmental legislation activities via contact points and networking in Brussels. European directives are transferred and translated into company directives and strict corporate targets (often going beyond formal European directives and national legislation):ensuring a high influence of environmental related instructions on everyday work and every maintenance routine of the electrical and mechanical technicians. The analysis of the national VET systems showed a varied set of curricula, policies and practices, which is indicative of different levels of skills, competence and knowledge across the case study countries. Within the companies varied practice was evident and given the lack of centralised guidance and policy, it can be inferred that the emphasis accorded to environmental matters differs, based on the importance placed on such issues by section heads. A closer cooperation between VET institution and the companies was recommended. In particularly, school content must be relevant, specific and applied to company practice. For the development of the training module main consideration in opposite to the proposal appeared: The module should not compiled as a pure elearning tool, it should consist of a series of smaller modules or cases, training should be applied and role-specific, with numerous examples of concrete learning provided, and supplemented by the use of projects and applications of tools, such as Life Cycle Assessment. 20 Produit 'Integrated report on Industry Job Requirements and National VET systems' Titre: Integrated report on Industry Job Requirements and National VET systems Type de Produit: Autres Texte marketing: In summarising the results of the steel industry job requirements on green skills, and its reflection in the vocational education and training (VET) systems, is to underline steel s indispensability and argue that it remains the industrial backbone of the post-modern society: Steel, with its mechanical properties and ability to be 100%recycleable, was, is and will continue to be the most important structural substance in the world. Description: This background report summarises the results of the Industry Driven Analysis of Job Requirements (work package 2) and the Analysis of VET Systems Reflecting Anticipated Future Requirements (work package 3) of the European project GT VET: Greening Technical Vocational Education and Training Sustainable Training Module for the European Steel Industry. Cible: steel industry, research, public policy, interested public Résultat: Both analyses build the ground for the development of a European training module for greening technical VET in two blue collar occupations in the steel industry: industrial mechanics and electrical technicians. 22 Produit 'European Framework Module - Training Handbook' Titre: European Framework Module - Training Handbook Type de Produit: Programme/curriculum Texte marketing: In the project Greening Technical VET (GT VET) a pilot training module on green skills has been developed which is supposed to accelerate the implementation of industry-relevant qualifications in company related training and national VET systems continuously. It contains four elaborated sub-modules on topics directly relevant to green skills and ecological awareness: Energy, Waste, Noise, and Raw Materials. This Training Module comprises all training content developed and provides insights on why such competences have become critical for the European Steel industry. Description: For global competitiveness of European industries, a short term implementation of new mandatory skills within VET systems (national and industry related) is crucial. The project thus aimed to investigate systematic on-going and short termed training pathways by focusing on skills for ecological sustainability, which are a key for the global competitiveness of all European industries. 23 Produit 'GT VET final report' L enseignement et la formation techniques et professionnels «verts» (GT VET) Titre: GT VET final report Type de Produit: Autres Texte marketing: After the funding phase of the GT VET project by the European Lifelong Learning Program the European Framework Module on Greening Technical VET will be run and developed, disseminated and exploited continuously by the Working Group People of the European Steel Technology Platform ESTEP. This report shows how the consortium succeeded in developing and testing a training module satisfying the qualificatory needs for green skills in the European steel industry. Description: In the project Greening Technical VET (GT VET) a pilot training module on green skills has been developed which is supposed to accelerate the implementation of industry-relevant qualifications in company related training and national VET systems continuously. It contains four elaborated sub-modules on topics directly relevant to green skills and ecological awareness: Energy, Waste, Noise, and Raw Materials. This European training module will help to obtain identical European learning outcomes in the field of green skills and sustainable awareness within technical VET (focussing on preventing pollution and securing occupational health and safety). All steel companies are GT VET project partners, along with research institutes in the respective countries ( tandem approach ). The partnership in general is composed of different competences and perspectives: the research institutes with their scientific knowledge, the steel companies with their practical knowhow, the European associations with their dissemination and exploitation possibilities, and the associated partners with their national and regional relevance for VET are composing a partnership that guaranteed high quality performance and cumulative added values for all the involved partners and areas. 24 Produit 'Quality Assurance and Evaluation Report' Titre: Quality Assurance and Evaluation Report Type de Produit: Autres Texte marketing: This final evaluation report is the final of a whole series of evaluation activities undertaken from the start of the implementation of the GT VET project onwards. It follows a methodological approach discussed and adopted in the guidelines described in the Quality and Evaluation Plan of the project. The relevance of GT VET for other process industries was discussed. Policy recommendations for short-term implementation models of new skills were presented. The question whether the GT-VET module could be a role model for collaborative HR development was raised and affirmatively discussed. 27 Événements European Steel Day Session 3: The importance of green skills in a changing steel industry Date Description The EU has recognised the need to move towards a low-carbon and resource-efficient economy and has responded with the new Europe 2020 strategy. The EU has also acknowledged the critical role of green skills and jobs to support a low-carbon economy. However, there appear to be very few strategic responses that are specifically designed to develop green skills. There s a real need of teaching a greater number of generic skills - such as improving resource efficiency in the workplace, understanding environmental legislation and green management and communication - will however become increasingly more pertinent for European industry. The project Greening Technical VET will be presented in a session that aim at understanding the expectations from the EU institutions on the one hand and present the various on-going studies and projects on the issue of green skills (especially GT VET).
