Aims of this project are the following 1. Clarifying and intensifying training and advisory services of the partner organizations by using Quality Management System (QMS); 2. Improving quality of vocational training offered by the advisory organizations for rural entrepreneurs; 3. Developing competitiveness of rural enterprises by improving enterprises processes, strategic planning and continuous improvement of practical actions; 4. To increase professional qualification of staff of the Ministry of Agriculture and the institutions reporting to the Ministry. The outcomes of the project are: Quality handbook for each of partners organizations; New training curriculum; Reformed vocational education and advisory service concepts. This project has an impact on the quality of vocational education training systems and advisory services in the field of agriculture. As a result competitiveness and quality of agricultural products has been increased. Also environmental protection has been enhanced. This conceptualized method of leading and controlling an organization has been transferred to partner organizations and adjusted according to local conditions, whereby the fundamental structures and process documentation remain identical to the original innovation, but the overall organizational structures are adjusted to the local needs

Description: In implementing the quality management system the first step of our institution was to identify the present situation and evaluate it according to the specific features. That was done with the help of the advisers of the Finnish Association of Rural Advisory Centers ProAgria (questionnaire of employees carried out). Later on ProAgria consultants acquainted the project team with the process of creating the quality management system and ISO standard, presented the standard of quality management systems implemented in their company. On the basis of the results of the employees questionnaire and the analysis of internal institution s documents the plan of means for improving the quality system was prepared according to which the Quality Management Handbook was written. Description of procedure for organizing and running training sessions, seminars and field days was updated. It included the procedures of training events and other educational activities (consultations, article preparation) intended for persons involved in agriculture and document forms required to carry out these activities. These forms are published on the website of the Service; they are used by the advisers of all districts when carrying out educational activities and providing consultations for persons involved in agriculture. There was also a qualification improvement scheme prepared for supplementing The rules for qualification improvement of employees of PI Lithuanian Agricultural Advisory Service (approved on ). The scheme depicts all processes and the most important procedures of the employee qualification improvement in a visual manner. Quality management (duration - 10 academic hours) was prepared, adapted to the employees of the Service, however, it can be easily adapted for other institutions as well. As one of the Service s strategic objectives is to introduce a quality management system of services, corresponding to ISO 9001:2000 standard, by 2013 this particular training subject was chosen. A group of 16 persons (representatives of administration, heads of departments, i.e. the persons participating in the implementation of the quality management system for services) was trained on Later on district employees will be also trained according to the adapted curriculum in order to present the objectives of the quality management system and its benefits for the organization. According to the initial project application plan training curriculums based on the developed detailed service guidelines were not prepared as the employees used some part of the activity procedures before and the renovated Description of procedure for organizing and running training sessions, seminars and field days is rather detailed, therefore, we abandoned the idea to organize training on this subject. Initially theses guidelines were developed for use in the Department of Further Education in the central office of LRATC. Project extension provided necessary time for updating and adjusting these guidelines for organizing training activities in the regional offices.
