1 Communication and Information Technology Services Job Description Job Title: Senior Web Analyst / Developer Grade: 6 Job Family: Work Base: Hours of Work: Responsible to: Responsible for: Relationships and Contacts: Job Purpose: Technical Chelmsford Full time Assistant Director - Architecture & Development Web Analyst / Developer Students Colleagues External organisations and professional bodies Suppliers To lead the initiation, development and realisation of the Anglia Online project, with responsibility for the technical viability, competence and corporate compliance of solutions. Principal Accountabilities: 1. Be responsible for leading the design and development of large, complex business critical web systems. 2. Lead technical development of Anglia Online project, ensuring consistency with specified requirements and that appropriate standards are adhered to. 3. Manage feasibility studies and translate business requirements into detailed technical designs for recommendation. 4. Provide expert advice on technical aspects of system design, development and implementation. 5. Manage technical progress, ensuring that change control is applied. 6. Maintain up-to-date knowledge of emerging technology trends and developments.
2 7. Translate logical designs into physical designs taking account of all aspects of our architectural standards and documentation requirements. 8. Undertake arrangements for the training and development of staff. 9. Such other duties temporarily or on a continuing basis, as may reasonably be required, commensurate with your grade. 3 Communication and Information Technology Services Senior Web Analyst / Developer Person Specification ESSENTIAL EDUCATION/QUALIFICATIONS A minimum of: Degree or equivalent, preferably in an IT or related subject (qualifications below degree level will be considered if applicants demonstrate solid experience and evidence of continuing professional development) DESIRABLE Certificate in Modelling Business Processes Information Systems Security Architecture Professional Sun Certification Programmes Cisco Certification Microsoft Certification EXPERIENCE Team leadership experience Substantial relevant experience in developing applications or infrastructure architectures Proficient at Level 5 in any Skills Framework for the Information Age (SFIA) Development Skill Experience of systems implementation Proficient in the Task of Business process improvement - Level 5 or at Level 5 in a related SFIA Skill Significant experience in the analysis of a range of business organisations across different market sectors Experience of change management KNOWLEDGE/SKILLS Expertise in web development, accessibility, usability, industry best practice and coding standards Familiar with the systems development life-cycle Excellent communication skills both verbal and written Ability to influence Good customer care Decision making ability Proficient in the SFIA Task of Emerging technology monitoring - Level 5, or at Level 5 in any SFIA Development Skill, and has held positions of responsibility in several major development projects of varied nature Proficient in the SFIA Task of Systems architecture - Level 5 Familiar with business process improvement, customer service and project management techniques Familiar with a range of analysis, modelling and design methods Broad current knowledge of IT standards, applications and trends Ability to facilitate the analysis of business processes, and articulate potential changes to business processes Detailed practical knowledge of organisational IT infrastructure and software development and maintenance methods,

5 Communication and Information Technology Services Senior Web Analyst / Developer Conditions of Service The terms and conditions of employment are the responsibility of the Board of Governors. These details are for broad information only and must not be taken as a complete or authoritative statement. In no way do they constitute a contract of employment. (a) Salary Grade 6, 32,796-40,335 per annum paid monthly in arrears by credit transfer. Commencing salary will be determined according to qualifications and experience. (b) Hours and Time of Duty The normal hours of work are 37 hours per week (Monday to Friday) at times as agreed with the Head of Department. If the nature of the work so requires, the jobholder may from time to time be required to attend meetings or do other work outside normal hours. Remuneration for overtime is not/may be payable. (c) Holiday The holiday year runs from 1 September to 31 August. In addition to the Statutory Bank Holidays, local discretionary holidays, and days when we are closed in the interests of efficiency, annual holiday entitlement will be 26 days. If employment commences part way through the holiday year, entitlement will accrue on a pro rata basis for each complete calendar month. Holiday entitlements for part-time staff will be calculated according to the number of days and/or hours worked. (d) Medical Unless otherwise stated, the appointment will be subject to medical clearance. (e) Pension The jobholder will be eligible to join the Local Government Pension Scheme. (f) Normal Retirement Age We operate a retirement age of 65. (g) Probationary Period The first 6 months of the appointment will be a probationary period during which your suitability for the position to which you have been appointed will be assessed. We
6 reserve the right to extend your probationary period if, in its opinion, circumstances so require. (h) Date of Appointment The position is available immediately once all conditions have been met. (i) Closing date The closing date for this job is 21 January 2008 (12 noon). (j) Fixed Term Appointment The position is available for 1 year in the first instance.
