COUNTY ATTORNEY JG S (Contractual) 1 Post 1) A citizen of Kenya 2) Bachelor s degree in Law from a recognized University 3) Advocate of the High Court 4) At least 8 years experience in Legal Matters 5) Valid practicing Certificate 6) Satisfy the requirements of Chapter Six of the Constitution Duties and Responsibilities 1) Principal Legal Advisor to the County Government 2) Drafting and Publication of Legislative proposals for the county Executive 3) Negotiating, Drafting, Vetting and Interpreting Local and International documents, Agreements and Treaties for and on behalf of County and its Agencies 4) Representing the County in Legal proceedings other than Criminal proceedings 5) Handle Public Interest Litigation and represent member of the public in matters of Public Interest 6) Prosecute 7) Advising the County on Constitutional and other Legislative Matters 8) Link between the County, other county governments and National government in liaison with the office of Council of Governors and the Attorney General 9) Monitoring Compliance & enforcement of Statutory Obligation 10) Custodian of County Contracts and other Legal Instruments

CHIEF OFFICER - FINANCE JG S ONE (1) POST (CONTRACTUAL) The incumbent shall be the Accounting Officer in the Department of Finance & Economic Planning and shall be responsible to the CEC in Charge of Finance & Economic Planning. 1. Be a Kenyan Citizen; 2. Have a Bachelor degrees in Economics / Business related field; 3. Possession of Masters degree in a business related field will be an added advantage; 4. Have a vast knowledge and experience of not less than 10 years in the public service or relevant field, five of which should be in a Management position; 5. Demonstrate thorough understanding of County development and objectives ; 6. Be a strategic thinker and result oriented; 7. Have excellent communication, organizational and interpersonal skills; 8. Have capacity to work under pressure to meet strict deadlines; 9. Satisfy the requirements of chapter Six of the Constitution; Duties & Responsibilities: 1. The Administration of Finance & Economic Planning in the department; 2. Development, Implementation of Strategic Plans and Sector Development Plans; 3. Implementation of Policies and Regulations; 4. Providing Strategic Policy direction for effective Service Delivery; 5. Ensuring compliance with National values and principles of good governance as outlined in Article 10 and 232 of the Constitution of Kenya; 6. Performing any other duties as may be assigned by the appointing authority 3. ASSISTANT ACCOUNTANT GENERAL JG P 1 POST Requirement Passed Part III of certified Public Accountants (CPA) Examination or its recognized equivalent. Master Degree in any of the following: - Commerce, Accounting, Business Administration, Finance or their equivalent qualification from a recognized institution. Registered with institute of certified Public Accountants of Kenya (ICPAK) and registration of Accountants Board (RAB) Three (3) years experience in the grade of Accountant Job Group N in the Public Service will be an added advantage.
3 Duties & Responsibilities 1) Will be deployed to the County Treasury 2) Monitoring Implementation of Accounting Standards and Systems for Compliance 3) Follow up on Audit Matters 4) Ensure Implementation of Public Accounts Committee Recommendations 5) Preparation of Management Financial Reports 6) Maintaining accurate and appropriate Accounting records, reports and returns 7) Interpretation and Implementation of Financial resulting and Procedures 8) Authorizing payments, sign cheques within set limits 9) Supervising, Training and Deploying accounts staff 10) Any other duty related to accounting as may be assigned by the supervisor from time to time. 4. CHIEF ACCOUNTANT JG M ONE (1) post Degree in commerce (Accounting or Finance Option) and passed Part II of certified Public Accountants (CPA) Examinations. Certificate in management course lasting not less than four (4) weeks from the Kenya Institute of Administration or any other recognized institution. Served in the grade of Senior Accountant Job Group L or in a comparable and relevant position in the Public Service for a minimum period of three (3) years. Responsibilities Will be deployed in Accounting Unit/County Treasury. Preparation of timely and accurate management reports. Planning, directing, coordinating and supervising. Safe custody of county assets and records under him/her. Authorizing payments and signing of cheques subject to set limits 5. SENIOR ACCOUNTANT JOB GROUP L (2) POSTS. 1. Bachelor degree in commerce (accounting or finance option), Business Administration (Accounting option from a recognized institution or any other relevant qualification adjudged to be its equivalent from a recognized institution and have passed part II of Certified Public Accountants (CPA) Examination or its approved equivalent. 2. Certificate in computer applications 3. Served in the grade of Accountant I Job Group K or in a comparable and relevant position in the public service for a minimum period of three (3) years. Duties & Responsibilities:
4 1. Will be deployed in a finance department to assist the Chief Accountant 2. Preparation of timely and accurate management reports. 3. Planning, directing, coordinating and supervising areas of control. 4. Other duties may include authorization of payment and signing cheques subject to set limits. 5. Verification monitoring, and custody of accountable documents. 6. ACCOUNTANT I JG K TWO (2) POSTS 1. Bachelor Degree in commerce (accounting option) 2. Passed part II of CPA examination OR 3. Passed part III of CPA (K) examination or its approved equivalent qualification. Duties and Responsibilities 1. Deal with accounting operations in accounting section. 2. Verification of vouchers and committal document in accordance with laid down rules and regulations. 3. Data capture and maintenance of books of accounts. 4. Ensure safe custody of county records and assets under him/her. 5. Preparation of financial reports 7.CO-OPERATIVE AUDITOR JG K (2 Posts) 1) Bachelor Degree in any of the following; Commerce (Accounting/Finance option) Economics (Upper 2nd),Mathematics, Statistics or Co-Operative Management from a recognized Institution Or Certified public Accountants (CPA) Kenya part III or Certified Internal Auditors (CIA) part IV from a recognized Institution 2) Certificate in Computer Applications from a recognized Institution Duties & Responsibilities 1) Examining books of Accounts of Co-operative Societies in accordance with the law, rules and regulations 2) Auditing books of accounts 3) Preparing and submitting audit reports to the immediate supervisor.
5 8.ANIMAL HEALTH ASSISTANTS JG H (8 Posts) 1) Certificate lasting not less than two (2)Years in any of the following: Disciplines, Animal Health, Environmental Health, Animal Health & Production from a recognized Institution 2) Registered by the Kenya Veterinary Board 3) Certificate in Computer 4) Demonstrate Merit and shown ability in work performance and results 5) Served in the grade of Animal Health Assistant for at least three (3)Years. Duties & Responsibilities 1) Demonstrating on Milking techniques and External Parasite control techniques 2) Carrying out Vaccination, closed Castration, Dehorning, Deworming, Disbudding, Docking, Debeaking and Hoof trimming 3) Carrying out treatment of animals 4) Participating in disease search and reporting 5) Undertaking Artificial Insemination and Meat Inspection 6) Enforcing slaughter house hygiene and meat transport regulations 9.PLANTS OPERATOR III JG D (6 Posts) 1) Kenya Certificate of Secondary Education (K.C.S.E) Mean grade D Plain or equivalent qualification from a recognized institution 2) Suitability Test for plant operators Grade III 3) Valid Driving License free from current endorsements for class(es) of machines. 4) Able to operate at least two (2) plants of difficult rating C; 5) First Aid Certificate Course lasting not less than one (1) week from st. John. Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution; and 6) Shown merit and ability as reflected in work performance and results Duties & Responsibilities 1) Operating Machines of difficult rating C 2) Assisting Machine attendants in identifying possible breakdown; 3) Liaising with mechanics for servicing and making daily oil checks 4) Maintaining the Cleanliness of the plants
6 10.CHIEF MEDICAL SPECIALIST- MEDICAL SUPERINTENDENT JOB GROUP S Key Qualifications and Competence The successiful candidat should have the following;- Age between years. Must be a medical practitioner of not less than 15 years of medical practice and duly registered by the Medical Practitioners and Dentists Board (of Kenya). He/she shall hold Post-graduate specialist qualification duly recognized by the Medical Practitioners and Dentists Board for at least eight (8) years. Considerable Experience in Management and Administration in tertiary health institution for at least five (5) years. Certificate of Good Conduct. Must be an advocate for high quality healthcare standards, a good diplomat, team player and negotiator in order to drive Additional qualification in Management such and Diploma in Business Administration Strategic Leadership and Health Systems Management (HSM), from a recognized training institution will be an added advantage. Duties and Responsibilities To provide visionary leadership and direction to the organization and to ensure that hospital policies and mandate are implemented fully and effectively in line with the strategic plan. To ensure prudent management of resources for the achievement of the hospital s mandate and strategic Objectives; To ensure that the hospital s Strategic plan are implemented efficiently, the performance contract objectives and targets are negotiated, achieved and reported in time and the annual operations plan and budgets prepared and submitted in compliance with statutory requirements. To oversee and direct development and implementations of the hospital s strategic initiatives and capacity building in line with goals and aspirations of Kenya s Vision 2030 and the National Health Sector Strategic plans. To provide the needed transformational leadership of Embu Level 5 Hospital to meet citizens expectations in line with the new constitution of Kenya.
7 To initiate, establish, strengthen and oversee inter-institutional collaborations and strategic partnerships for the realization of the hospitals mandate and strategic objectives. To ensure that hospital s staff remains motivated to discharge their responsibilities effectively and efficiently and in compliance with human resource management policies and practices. To establish and sustain effective relationships with the Board of Management, The Government, parent Ministry, regulatory bodies, partners/ collaborators, funding agencies, the media, other stakeholders and staff in the interest of the hospital and the clientele. To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the hospital.
