A shorter drive north will take you through some spectacular stretches of rugged coastline and smaller townships through to Oamaru in the Waitaki District. Or take a trip south to Balclutha and from there head out to enjoy the scenic coastal route and the bush of the Catlins. 2 Job Description January 2015 Job Title: Reports To: Directorate: Location: Managing: Director Corporate Services and Chief Financial Chief Executive Corporate Services Dunedin Directorate managers & other staff as assigned Primary Objectives To lead, direct, manage and ensure the professional quality and timely and efficient delivery of the Council s financial, administrative, IT, legal and business functions. To contribute actively and constructively to the Executive Management Team. To contribute to and support the strategic direction of the Otago Regional Council. Key Tasks/Accountabilities 1. Provide innovative, positive and professional leadership and carry out the responsibilities of the position to ensure that the primary objective is achieved. 2. Ensure the obligations of the Council and staff are met under the Local Government Act, the Rating Powers Act, the Finance Act and all other relevant legislation under which administrative, management and financial requirements, obligations and liabilities may arise. 3. Ensure the competent, accurate and secure management of the Council s financial responsibilities, IT, records, business functions and assets. 4. Responsibly exercise management and financial delegations assigned and ensure that delegations to the staff of the Directorate are appropriately exercised. 5. Promote co operation and co ordination between staff groups and engender team spirit. 6. Identify areas for improvement within the directorate and within ORC in general. 7. Provide professional advice to the Council, the Chief Executive and staff on the functions of the Directorate and on legislation affecting those functions. 8. Control and report on statutory and non statutory plans, work programmes and financial estimates for the Directorate. 9. Prepare reports for and attend meetings of the Council and Committees as required.
3 10. Participate in community consultation and meetings. 11. Formally manage and report on projects undertaken by the ORC. 12. Undertake the duties as may be directed through the Council s Audit and Risk Committee. 13. Assist with civil defence and emergency response if required. 14. Ensure compliance with occupational health and safety legislation and the Council s health and safety policies as they apply to the functions of the Directorate. 15. Undertake such other functions as may reasonably be assigned to fulfil the primary objectives, or to promote the competence and integrity of the Otago Regional Council. Staff Management Responsibilities Effectively lead, manage and support Directorate staff. Encourage and provide for the ongoing personal and professional development of staff. Assist with the recruitment of staff as delegated by the Chief Executive. Ensure ongoing staff performance evaluation, using performance objectives and performance reviews, ensuring appropriate mentoring, coaching and support. Maintain clear and formal delegations of responsibilities with Directorate staff. Authorities The Director will be assigned executive and financial delegations consistent with meeting all of the responsibilities of the position. Functional Relationships The ORC promotes a team approach. The Director must establish and maintain strong relationships with the following: Within the organisation: Chief Executive, Directors and Human Resources Manager Councillors Corporate Services Managers and staff Managers and staff of other directorates Chair of the Finance & Corporate Committee Chair of the Audit & Risk Committee. Outside the organisation: TLA s within the Otago Region and other Regional Councils Port Otago Community organisations and special interest groups Residents of Otago, landowners, members of the public Auditors, suppliers, contractors and Council advisors Iwi Any other body or person as is necessary to fulfil the primary objective effectively.
4 Person Specification The following attributes and experience are sought for the position: Knowledge Sound knowledge of accounting and financial management and current best practice. Sound knowledge of financial legislation. Knowledge and understanding of current business practice and of contract management. Qualifications A relevant tertiary degree. Full membership of the Institute of Chartered Accountants of New Zealand. Experience and Professional Skills Extensive experience in a financial role at senior level in the public or private sector. Commercial skills and experience. Experience in leading, mentoring and managing staff to achieve desired results. Special Personal Attributes Self motivation and the ability to lead, motivate and develop staff. Strong relationship building skills. High level conceptual, analytical and problem solving skills. Excellent written and oral communication, presentation and negotiating skills with the ability to advocate the Council s viewpoint in a positive manner. An understanding of business analysis and systems. Ability to lead and or participate effectively in project teams. Well developed computer skills. Ability to organise and prioritise work to meet deadlines. Innovative, with a solutions based approach. Willingness to work and to travel outside normal hours when reasonably necessary to meet the requirements of the position.
