2 Monday, February 26, 2007 The New National Electrical Safety Code (NESC): An Overview of the Code and Significant Changes in the 2007 Edition Recommended CEUs.7/PDHs 6.5 Course Overview The 2007 edition of the National Electrical Safety Code (NESC) was published in August The NESC is the national standard for safety in the design, construction, operation, and maintenance of electric utility systems. The course instructor will explain the origins of the NESC, its fundamental applications to electrical distribution systems, and the important changes that are effective with the 2007 edition. Course Highlights NESC purpose, organization and application NESC compliance, legal liability, and risk management Significant revisions contained in the 2007 NESC Rule interpretations and sources of help for compliance Recognition and correction of code violations Code interpretation and compliance issues contributed by course participants Who Should Attend Electric utility engineers, designers, technicians, and field personnel who are responsible for, or who make decisions concerning, distribution systems. The course is conducted at a practical level and is appropriate for degreed engineers and engineering technicians, as well as non-degreed high school graduates with a general knowledge of the electric utility system. A copy of the NESC is included in the registration fee and will be given to all participants on-site. Course Level Basic/Intermediate. This course does not have prerequisites nor does it require advance preparation. Course Schedule This one-day course will be held from 8:30 a.m. to 4:30 p.m. on Monday. About the Instructor R. John Miner is a registered professional engineer and an accomplished executive manager and educator with over thirty-five years of experience in the electric utility industry. He is president of Collaborative Learning, Inc. of Austin and San Antonio, Texas, a firm that presents management and technical education programs and, through Collaboration Unlimited, provides management consulting services to the electric utility industry. Before forming his own company, John worked as a management consultant with a nationally recognized consulting/engineering firm, served as chief operating officer for the Austin, Texas, Electric Utility Department, as general manager of the Rochester, Minnesota Public Utilities, and as an assistant professor on the faculty of the University of Houston s College of Technology. John has been an APPA course instructor for over 20 years and has served as Chair of APPA s T&D Committee. He has conducted hundreds of educational programs for various audiences in thirty states and five overseas locations. His technical seminars and workshops for utilities have covered such topics as application of the National Electrical Safety Code (NESC), overhead and underground distribution systems, electric system planning, construction, operations, and maintenance. He has also served as an expert witness on litigation involving electrical accidents and compliance with the NESC. During his career, John has been responsible for transmission and distribution projects ranging in voltage from 2.4 kv to 500 kv and for the operation of transmission and distribution systems totaling more than five hundred miles of transmission and ten thousand miles of distribution lines. John earned a bachelor of science degree in electrical engineering, with honors, and a master of science degree in engineering science, both from the University of Toledo. He is a member of Tau Beta Pi and Eta Kappa Nu engineering honorary societies. John is a senior member of the IEEE and past chair of the IEEE Committee on Technology Accreditation Activities. John is also a past member of the Technology Accreditation Commission of the Accreditation Board for Engineering and Technology, an organization responsible for the accreditation of engineering technology programs at colleges and universities throughout the U.S.

Copies can be purchased from the Institute of Electrical and Electronics Engineers, Inc., at or by calling 800/ The IEEE product number is SH Course Overview Overhead distribution continues to be the predominant method that electric utilities use to deliver electricity to end-use customers. Even though underground distribution is required in some situations and preferred for its out-of-sight aesthetics, it is often impractical in both new installations and replacements because of its higher initial cost. For as long as overhead distribution has been around, there are many engineers, designers, lineworkers, and technicians who have only a limited understanding of the planning, design, installation, and maintenance principles that drive today s overhead distribution practices. In a time of increasing concern for economics and service reliability, it is essential to gain a full understanding of these principles before attempting to change or improve current practices. Even if your knowledge of overhead distribution is limited, this course will help prepare you to update your utility s standards, make better design decisions, reduce construction costs, and enhance both safety and service reliability. An important element of this course is coverage of provisions in the new 2007 National Electrical Safety Code (NESC) that affect overhead lines. The course will also feature a half-day field trip hosted by a local public power utility. The field trip is expected to include the observation of a variety of overhead line construction types, construction equipment, materials and supplies handling, work management, engineering design and mapping processes, and system operations. Course Highlights At the conclusion of this course, participants will be able to explain: Advantages and disadvantages of overhead distribution Design criteria and regulatory requirements for overhead lines National Electrical Safety Code requirements for overhead distribution lines (general requirements, clearances, and structural requirements based on the 2007 NESC) Key structural and electrical components of overhead distribution lines How to select an appropriate overhead line conductor for the application (electrical characteristics, mechanical characteristics, and economics) How to properly design and install an overhead distribution line conductor (sag and tension) Functions and types of overhead distribution line structures How to properly design and install distribution line structures Purposes of grounding and proper methods for grounding overhead distribution systems Insulation and insulation coordination on overhead lines Lightning protection and proper application of lightning arresters on overhead lines and equipment Accepted standards and practices for inspection, testing, and maintenance of overhead distribution line conductors, components, and structures (including NESC and OSHA requirements) Who Should Attend Electric utility engineers, designers, technicians, and field personnel who are responsible for, or who make decisions concerning, overhead distribution systems.
