1 Guernsey Federation of Secondary Schools St Anne s School, Alderney Headteacher JOB DESCRIPTION The States of Guernsey Education Department is seeking to appoint with effect from 1 st September 2015 an ambitious, committed and well-qualified Headteacher for St Anne s School, Alderney. This unique post offers the successful individual the opportunity to lead an all age school of 135 children aged 4 16 within the community of the Island of Alderney and be a key member of the Guernsey Federation of Secondary Schools in the Bailiwick. The Headteacher is the leader of the school community and the principal representative of the school in its relationships with the States Education Department, the School Committee, the staff of the school, and the parents of its students. The Headteacher is responsible for the internal organisation, management and control of the school. In carrying out these duties the Headteacher is expected to consult, where it is appropriate, with the Education Department, the School Committee, the staff of the school and the parents of its students. As Headteacher of St Anne s, the post holder will be responsible for the quality and efficiency of both primary and secondary education and will lead St Anne s in its provision of outstanding teaching and learning. The three island High Schools, the Guernsey Grammar School & Sixth Form Centre (11-18), and St Anne s School in Alderney are part of a federated model of partnership led by the Federation Executive Leadership Team and line managed by the Director of Education. The drivers in secondary phase education for this visionary change are: Quality of educational experience and outcomes Equality of opportunity and access Efficient and effective use of resources The post holder is based at St Anne s School, Alderney. They are required to maximise opportunities for collaborative working, teaching and learning across key stages and shared professional development across schools. It is essential that the post holder works collaboratively and effectively with the Federation and supports cross-school initiatives with participation as is reasonable for the context of St Anne s. The post holder leads the school s Senior Leadership team; may assume leadership accountabilities on specific areas of the Federation; and has line managerial responsibility for the Deputy Headteacher in the school.
2 We are looking for an experienced leader who has high expectations of themselves, with a proven track record of outstanding teaching and learning, the ability to raise standards of achievement and to make a significant difference to the lives of young people. The candidate will have excellent communication skills, the ability to foster productive relationships with staff and an understanding of effective performance and management of staff. Visionary leadership and significant change management experience in an educational context will be required to develop outstanding provision for all learners, 4-16, of St Anne s. Whilst putting the learner outcomes at the centre of any change, leadership of St Anne s will require excellent communication and effective links within the Island community. Aims and Purpose of the Job To be responsible for the school and its strategic leadership, accountable to the Director of Education To play a full and active role in the Federation, promoting its ethos and values To be responsible for ensuring learning is at the heart of the school and for creating, maintaining and developing the conditions which enable students and teachers to achieve high quality teaching and learning in school To lead on the improvement of standards in the school; ensuring all learners making expected progress To continuously monitor, evaluate and review every aspect of the school and account for its efficiency and effectiveness To promote due regard for inclusion, safeguarding, equality and diversity, promoting the welfare of children and young people and to follow the child protection procedures adopted by the States of Guernsey To ensure collaboration across the Federation and with other schools locally and nationally and in virtual reality in order to share expertise and bring positive benefits to our students To ensure effective collaboration and partnership working with the College of Further Education enabling a coherent, effective and efficient Post 16 offer for the young people of the Bailiwick To maximise the experience and skill of the school s Senior Leadership Team and develop leadership potential for the future To maintain a strong profile as leader and champion the Federation and the school To work closely and collaboratively, as necessary, with the College of Further Education, Headteachers of Les Voies and Le Murier Schools (Special Schools) as a member of the Federation s Executive Leadership Team To work within the policy framework and to the standard defined by the States of Guernsey Education Department To undertake appropriate professional duties which may be delegated by the Director of Education Strategy and Policy To be an active member of the Federation s Executive Leadership Team formulating its overarching strategic aims, objectives, ethos and curriculum and be accountable for their successful implementation in school and across the Federation To be accountable for the implementation of States and Education Department strategy and policy in school To be accountable for the School Development Plan and for the agreed objectives set down in the Federation s Strategic Plan
3 To set appropriate priorities for expenditure, allocation of funds and ensure effective administrative control over school resources Leadership of the school To lead, motivate, support, challenge and develop staff in order to secure and sustain continuous improvement and staff well-being and to be committed to continuing professional development of staff within the school whilst maximising the opportunities for collaborative working across all federated schools To provide strong strategic leadership to staff within the school to ensure that the school delivers the highest standards of learning To lead, inspire and line manage the school s Leadership Team and provide clear, firm direction and support for all staff To lead by example to create an inspiring, motivational, professional work environment consistent with the Federation s values and aspirations To motivate others to create a shared learning culture that promotes inspired teaching and outstanding learning within a positive climate and to empower them through the distribution of leadership To promote and maintain a culture of high expectations for self and others To develop effective relationships and communications which underpin a professional learning community that supported everyone in school to achieve To be an outstanding ambassador for the school, the Federation and the Bailiwick of Guernsey Managing the school To deploy people and resources efficiently and effectively to meet specific objectives in accordance with the School Development Plan and within financial and other resource constraints To ensure the ongoing development of an organisational structure which reflects the Federation s values and that enable effective and efficient operations To ensure that evidence-based development plans and policies are based on rigorous self-evaluation and promote continuous school improvement To manage the financial and human resources effectively and efficiently to achieve the Federation s educational goals and priorities, and ensure effective administration and control of schools budgets as required within regulatory framework of the Education Department To formulate and ensure implementation of the overall aims and objectives of the school and its policies To use and integrate a range of technologies effectively and efficiently to provide timely, robust and relevant data to support, manage and report on the school To ensure that communication mechanisms are in operation effectively in school to ensure that all staff are involved in the School Development Plan and are kept informed of key priorities and developments To be accountable for the security, and effective and efficient management, of the school site within the school s human, financial and physical resources To ensure that school strategies and procedures for delegated staff matters such as induction, performance management and professional development are implemented effectively and in line with States and Departmental policies
4 To work with the Director of Education to recruit and retain a high-calibre teaching staff to be deployed effectively to improve the quality of education Teaching and Learning To work with the Director of Education and Education Support Services to secure and sustain effective teaching and learning, monitoring and evaluating the quality of provision and using available data to set priorities for improvement in School To drive a continuous and consistent school-wide focus on students achievement, using data and benchmarks to monitor progress To ensure implementation of the Bailiwick Curriculum meets the needs of all students in school To ensure that students develop life skills and achieve personal development outcomes in order to learn effectively and with increasing independence and confidence To establish creative, responsive and effective approaches to teaching and learning To set high expectations and challenging targets for the school community To monitor, evaluate and review school s practice and promote improvement strategies To tackle under-performance at all levels To be accountable for implementing and promoting among students, self-discipline, good behaviour and proper regard for authority at all times during the school day when students are present on the school premises and whenever the students are engaged in authorised school activities, whether on the school premises or elsewhere; making such measures generally known within school and ensuring that they are implemented To create a culture and ethos of challenge and support where all students can achieve success and become engaged in their own learning To ensure the school s pastoral policies are in line with the Federation for the well-being of students, and are fully implemented Leading Professional Learning and Development To lead the performance management process, including the performance management of the Deputy Headteacher and the leadership team, and identify staff training needs To lead and contribute to the development of the Federation of Secondary Schools by sharing professional learning, expertise, and skills with others, and participating in collaborative learning opportunities To be a reflective practitioner regularly reviewing own practice, seek advice and support from others, set personal targets and take responsibility for own development in order to take the school forward To lead and coach staff in professional development activities and evaluate the outcomes To be well informed of both local and national developments and participate in cross- phase working throughout the Bailiwick Community Partnerships To collaborate with tertiary providers and the wider community in order to share expertise and bring mutual benefits to enhance provision and promote positive relationships To promote positive strategies for challenging prejudice and bullying To ensure a range of community-based learning experiences To collaborate with other agencies and third sector organisations to ensure that the needs of the
5 student and the community are met To ensure that school development planning takes account of the diversity, values and experience of the school and local community To create and maintain effective partnerships with parents to support and improve students achievements and personal development To develop effective links with the community to extend the curriculum, enhance teaching and broaden learning opportunities Health, Safety and Welfare To comply with procedures on all matters concerning child protection, health, safety and welfare, confidentiality and data protection in accordance with the Education Department s policies and procedures, and to report all concerns to an appropriate person To take responsibility for personal health, safety and welfare and that of others who may be affected by your actions or inactions To commit to uphold the Education Department s environmental policies and aspirations for sustainable learning provision Responsible to Director of Education The Headteacher will be line managed by the Director of Education Accountable for Leading the delivery of high quality, creative and inspiring teaching and learning The progress of all for those students for whom you have responsibility Raising standards within the school and across the Federation Leading the performance management process and specific line management of the Deputy Headteacher Improving and extending professional effectiveness in partnership with the Federation Ensuring that staff accountabilities are clearly defined, understood and agreed and are subject to rigorous appraisal, review and evaluation Ensuring that parents and students are well-informed about the curriculum, attainment and progress and about the contribution that they can make to achieving the school s targets The efficiency and effectiveness of the school to the Director of Education and others, including students, parents, staff and the wider community Delegated budget management and deployment of resources Creating a safe environment for students and to have concern for their welfare and wellbeing whilst under your guidance The job description is subject to the general conditions of service for Headteachers as set out in the Education Department s Terms and Conditions for Teachers in Guernsey.
6 The above duties are not exhaustive but the job description is current at the date shown, and is a guide to the work the post holder will be required to undertake. This job description will be kept under review and may be subsequently amended or modified in discussion with the post holder to meet changing circumstances. The post holder is therefore required to hold an Enhanced and Barred DBS Certificate and be registered with its Status Update Service March 2015 PERSON SPECIFICATON Required Desirable Knowledge and Experience Significant and successful recent education management experience at Headteacher or Deputy Headteacher Level Ability to think strategically and take a leading role in developing and communicating a collaborative vision of excellence and equality that sets high standards for every student and member of staff Proven track record of developing and implementing innovative solutions to complex problems and successfully managing and implementing change initiatives Evidence of recent experience of leading whole school improvement initiatives that have had a demonstrable impact on student attainment A wide knowledge of current and proposed education initiatives Proven track record of high quality, inspirational class teaching within the 4 16 age range and the capacity to apply such skills across all ages Comprehensive understanding of the development of learning of the Foundation Stage and its impact on later years Ability to translate a vision into a development plan with ambitious and challenging goals and implementing it successfully Evidence of having developed and successfully implemented an innovative and inclusive curriculum Strategies to engage the whole school community in the systematic and rigorous
