1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 30 th of Oct Country: Amman, Jordan Description of the assignment: The Governance and Peacebuilding (G&P) Cluster is seeking a programme analyst to support the team in various tasks Post Title: Consultant to work as Programme Analyst on Governance and Peacebuilding in the Arab States Starting Date: 11 th of November Duration: Location: Up to a maximum of 100 working days over a period of 6 months (Nov- April); until the 30th of April 2017 Amman, UNDP Regional Hub Arab States Duty station Project: Amman, Jordan Amman Regional Hub for Arab States CONTEXT/BACKGROUND The Governance and Peacebuilding (G&P) and Gender Clusters Arab region are part of the UNDP regional hub for Arab States, based in Amman. The regional hub provides technical assistance, programming and policy advice to country offices in 17 Arab countries, with the 18th located in the occupied Palestinian territory. As two of the thematic arms of the regional hub in Amman, the G&P Cluster tailors its assistance to the needs and priorities of its country offices and to regional projects and initiatives to ensure quality programming in the areas of conflict prevention and peacebuilding, inclusive political processes, rule of law, public sector reform,, HIV, Health and Development. The Gender Cluster focuses on advancing women s rights, foster wider engagement of women in political processes and respond to women s needs in conflict and humanitarian settings, as well as catalyse interventions at different levels of influence to enhance women s positioning in decision making forums.

2 The G&P and Gender Clusters pools expertise at global, regional and national level, including technical advice, comparative experience, deeper knowledge and understanding of the region, opportunities for regional reflections, peer to peer learning and corporate tools, such as conflict and development analysis and risk assessments. Furthermore, G&P and Gender Clusters effectively evaluate and respond to governance, peacebuilding and gender needs by coordinating and creating synergies with each other. FUNCTIONS The Governance and Peacebuilding (G&P) Cluster is seeking a programme analyst to support the team in various tasks. These include: (1) Contribute to the work of the Gender Equality in Public Administration project, and to support the Consultant working on data collection and analysis to fill in remaining gaps from the first stage of data collection (max 30 working days); (2) Support the organization of a Crisis Response workshop on the Restoration of Core Government Functions (20-22 Nov in Amman), including to ensure the inclusion of the role of gender equality in recovery processes. Take notes and draft initial workshop report (max 10 working days); (3) Conduct Research of knowledge and advocacy products in the field of Gender and human rights instruments in the Arab States; This will include conduct a mapping and an overview of main CEDAW and UPR recommendations received by countries (18 countries plus Qatar and Oman) and conducting country profiles with the synthesis of the main highlights (maximum 20 working days); (4) Support the preparation of a workshop on SDGs and the role of National Human Rights Institutions. The workshop is expected to take place the week of the 11 th of December and it will last days (maximum 20 working days). (5) Support the preparation of a consultation on Peacebuilding and Youth. The workshop is taking place in early December for a total of 2 days. Additionally conduct research and provide support in the Prevention of Violent Extremism (PVE) Agenda as necessary (maximum 20 working days) Expected Outputs and Deliverables The expected outputs and deliverables are outlined in the below table: Payment Deliverables/ Outputs Target Due Dates Review and Approvals Required

3 Gender Equality in Public Administration project 1. Assist approaching and following up with government institutions/ agencies/ departments housing data on civil servants, including by drafting correspondence, putting responses in system, and ensuring rapid and diligent follow-up. Collect and support the analysis and management of the collected data. In-depth regional research on the state of women s leadership, including a systematic mapping of existing laws, policies and initiatives (including ongoing and recently closed UNDP projects). Support the organization of a regional consultation on Youth and Peacebuilding, that will bring together the 18 countries of the region the first week of December. Tasks will include drafting concept note, invitations, agenda, producing meeting report; as well as related needed support on the PVE agenda. 5 The consultant s work based in Amman working period of 100 working days only, with certain periods being able to be home-based. In the case of ad hoc travel being required during the assignment, UNDP will cover travel costs in accordance with its Rules and Procedures under unforeseen travel request. Along this line, the selected consultant should only address costs required delivery of works needed as per the above table in her/his proposal respectively. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education Advanced Degree (MSc or PhD) in development studies, human9 rights, law, gender, governance and peacebuilding, social sciences, communications, international relations or other development or communications-related area of study; Professional Experience Minimum 2 years of relevant professional experience one or more of the areas of gender, governance (with particular emphasis on public administration reforms), and/or data collection Minimum 2 years experience with extensive online research Minimum 2 years experience with quantitative research and data collection Desirable Language: Knowledge of decision-making processes in public policy, public service delivery, institutional capacity building, human resource management policies, professional ethics and/or civil service reform would be desirable. Minimum 2 years of experience as researcher on governance, peacebuilding, human rights and/or gender issues, in addition to conducting analysis and editing relevant articles and products; Experience in writing for development-related organizations, research centres, or multilateral institutions required; Substantive understanding of and/or background in one or more of the following areas of specialization: achievement of the Millennium Development Goals (MDGs) and the process to define a post-2015 development agenda; democratic governance; human rights, gender, conflict prevention; Proven record in copy editing and/or producing knowledge in the area of international development; Previous Experience of working with UN is an asset, including knowledge of UN terminology, language and style. Fluent in English (written and oral). Knowledge of Arabic would be an advantage.

6 Competencies: Excellent research, analytical and writing skills demonstrating complete fluency in English language and working knowledge of Arabic; Demonstrated accuracy and attention to detail; Ability to be flexible and respond to changes as part of the review and feedback process; Strong interpersonal skills and the ability to communicate and work well with diverse and multicultural supervisors and staff members Demonstrated ability to meet deadlines and work under pressure. 7 EVALUATION Individual consultants will be evaluated based on the following methodologies: Step I: Screening and desk review: Individual consultants will be evaluated based on the following methodology Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting: Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP; Personal CV or P11, indicating all past experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references; One sample of work you consider to be the best and most relevant examples. Financial Proposal that indicates the all-inclusive fixed total contract price Shortlisted Candidates will be then assessed and scored against the following evaluation criteria. Evaluation of Candidates (max 100 points): Minimum 2 years of experience as researcher on governance, peacebuilding, human rights and/or gender issues, in addition to conducting analysis and editing relevant articles and products; 30% Experience in writing for development-related organizations, research centers, or multilateral institutions required; 30% Proven understanding of the global Sustainable Development Agenda, in particular the areas of democratic governance; human rights, gender, conflict prevention; 30% Previous Experience of working with UN is an asset, including knowledge of UN terminology, language and style. 10% Step II: Final evaluation The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each: Technical proposal: 70%; Financial proposal: 30%
