Introduction / Background The African Development Bank (AfDB) has set up the Initiative for Risk Mitigation in Africa (IRMA) to encourage and strengthen the ability of AfDB to implement the best and most cost-effective risk mitigation solutions both on a portfolio and on project-by-project basis. This is achieved through (a) knowledge generation and communication on available instruments and tools, (b) provision of targeted technical advice on risk evaluation and coverage instruments and (c) enhancing the capacity of the AfDB to provide coverage mechanisms in its private sector operations portfolio (including infrastructure projects). Capacity Building and Awareness Creation of the availability of risk mitigation products and of the way these instruments can be used are an important component of the IRMA s work plan. IRMA collaborates with the Loan Syndication and Co-Financing unit of the Private Sector Operations Department (OPSD) in the effort of crowding-in the market of potential investors for private sector investment in Africa. The activities in the Capacity Building and Awareness Creation areas entail the design, planning and delivery of workshops, seminars and conferences. During the last 18 months, IRMA designed and delivered directly 7 risk mitigation workshops in the Continent, contributed to the internal trainings of the Bank and sourced resource persons to several other initiatives, in collaboration with other departments and facilities of the Bank (FTRY, the PPP Hub, ALSF). While IRMA is currently scheduled to terminate at the end of 2015, various stakeholders within and outside of the Bank have expressed an interest in having IRMA continue its activities beyond that date. As a result, 2015 will be a critical year for IRMA, requiring efforts to research, prepare, deliver and follow up on proposals to potential new donors, as well as for the existing donor (the Government of Italy). In 2015, IRMA plans to continue its programme of risk mitigation workshops. Additionally, IRMA intends to support the design and delivery of other institutional events promoted by the Bank. This may include the design, implementation and delivery of the 2nd Annual Syndication & Co-Financiers Meeting (an investor event in London at which different presentations and panel discussions will be conducted), as well as additional ones organized by other departments such as FTRY and OPSD. On the basis of the above, it has become necessary to contract a new consultant to provide support in the administration, logistics and communication areas. 2. Main activities and deliverables

2 Under the supervision of the Manager of OPSD and in coordination with the other Consultants working on IRMA, the Consultant will carry out the following activities under the IRMA: 1. Support IRMA s personnel in the design, implementation and delivery of IRMA s capacity building and awareness creation activities. 2. Support IRMA s personnel in the design, implementation and delivery of OPSD institutional events across the Continent and beyond. 3. When appropriate, building on the existing database, as well as on the basis of his/her independent research, prepare a preliminary list of the people and institutions to be invited at the Bank events and workshops and submit it to the approval of the Bank management; 4. Prepare and update on a periodic basis status reports on the expected attendance to the events planned by the Bank; 5. Be available to attend the events, if deemed necessary by the management of the Bank; 6. Support the continuation of IRMA beyond 2015 through research, analysis, reporting and proposal writing with respect to potential new donors, as well as other tasks related to outreach to those donors and other external and internal stakeholders; 7. Prepare other background papers, reports, analysis and recommendations as needed; 8. Perform other tasks related to the Work Plan of IRMA. 3. Administration/reporting The consultant shall report to the Director of OPSD, and work under her supervision. 4. Duration of the assignment The consultancy project is expected to start approximately on or around February 9 th, 2015, and be completed over a period of six months, i.e. from February 9 th, 2015 to August 9 th, Qualifications and Experience required 5.1 The junior consultant must have: - Master s Degree in economics, political science, finance, communications or equivalent - A minimum of 2 years of relevant professional experience and a maximum of 5 - Familiarity with designing, monitoring and evaluating projects - Proven capacity to work in a team and to deliver outputs in a timely manner - Experience in regular and ad hoc reporting to internal stakeholders/external partners - Capacity to work effectively in both English and French - Prior operational experience in development institutions would be a distinct advantage - Ability to operate effectively as a team member - Competence in the use of standard software applications - Advanced competence in publishing-related software and PowerPoint would be particularly valued. 5.2 The selection criteria for junior consultants will be based primarily on the evaluation of their curriculum vitae, as well as their experience in undertaking similar activities with other firms and institutions and their availability. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, May 2008 Edition, revised on July 2012, available on the Bank Website at The African Development Bank Group is under no obligation to shortlist any individual consultant who expresses interest. It is expected that interested individual consultants shall already be registered or register in the Bank s DACON System for consultants. The link to the relevant registration is 6. Contribution of the Bank

3 In order to assist the junior consultant successfully to complete the assignment, the Bank will provide working space, access to the Bank s IT facilities and tools currently used by the Complex of the General Secretariat. 7. Remuneration The Consultant will be paid a competitive monthly lump sum for the entire period in accordance with Bank s scale set for Junior Consultants and commensurate with the number of years of relevant experience.
