1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 26/08/2013 Country: Timor-Leste Description of the assignment: National Database Consultant for DPBSC Library Project name: Support to the Department of Peace Building and Social Cohesion (DPBSC) Period of assignment/services (if applicable): 30 working days from 15 September 2013 Proposal should be submitted at the following address: UNDP Timor-Leste Procurement Unit UN House, Caicoli Street Dili, Timor-Leste or by to no later than 6 September Any request for clarification must be sent in writing, or by standard electronic communication to the address or indicated above. UNDP will respond in writing or by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants. 1. BACKGROUND The Ministry of Social Solidarity and UNDP launched at the end of 2010 the Peace Building and Social Cohesion Department under the National Directorate of Social Assistance. The aim of this Department is to institutionalize the experience and knowledge gained in Peace-Building under the National Recovery Strategy Hamutuk Hari i Futuru. UNDP is assisting MSS in establishing the Department and developing its capacity to deliver on its mandate for Peace Building in Timor-Leste. The Department comprises three units in Dili district dialogue and mediation, monitoring and training and community stabilization- and two regional teams in the districts of Baucau and Ermera. The Department of Peace Building has engaged youth in Timor-Leste in conflict resolution trainings, mediation and community stabilization activities. The proposal of implementing a Training of Trainers in participatory theatre offers a possibility of working with youth and existing groups in conflict prevention through arts, giving a special focus on preventing electoral violence, since Presidential and Parliamentary elections are scheduled for 2012.

2 The consultant is expected to develop database system to manage books for DPBSC. The consultant will work under the direct supervision of the Department of Peace Building and Social Cohesion project manager. 2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK SCOPE OF WORK: Develop a book inventory database system with user-friendly software; Install the database into the host computer; Develop and finalize the user manual for the database system; Train staff for database usage; Suggest equipment and devices for library management; Suggest necessary action on the Library establishment. OUTPUTS/DELIVERABLES: A book inventory database system User manual of the database Providing at least one session of training for database management Final report with recommendation and suggestion of usage of database and library management PAYMENT: One time lump sum payment will be done after submission of all deliverables. 3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: -Higher Diploma in IT, Development of Database related fields; II. Professional experience: -More than 3 years working experience in developing inventory system or database; -Demonstrated knowledge on the management of Library Information, Technology and software; -Demonstrate communication and writing skills; -Self-driven and able to deliver results within minimum supervision; -Previous experience in implementing in developing software for the Government is strong advantage; -Previous working experience with UNDP or any other UN agency is an advantage III. Language: - Fluency in English skills is necessary in addition to Tetum;

Competencies: -Demonstrates integrity by modelling the UN s values and ethical standards. -Advocates and promotes the vision, mission, and strategic goals of UN. -Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability -Treats all people fairly without favouritism. 4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please note that all documents must be uploaded in one single form. 1. Technical proposal: (i) Explaining why you are the most suitable for the work and justifying your knowledge on IT assessment; (ii) Provide detailed methodology on how you will approach and conduct the work 2. Financial proposal, inclusive of air fares 3. Personal CV including past experience in similar projects and at least 3 references 4. Signed P11 5. FINANCIAL PROPOSAL Lump sum contracts The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. For the field trip within Timor-Leste, the UNDP pays per diem according to UN rate. Please do not include this cost in your Financial Proposal.

EVALUATION OF BIDS Individual consultants will be evaluated based on the following methodology: Cumulative analysis The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%], * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 60/100 points would be considered for the Financial Evaluation Criteria Weight Max.
