Non refundable cost of tender fee amounting to Rs (Rs tender document fee +Rs %) must be sent to us in the form of Demand Draft in Favor of Footwear Design and Development Institute (FDDI), KOLKATA along with the bid, failing which the tender will not be considered. The sealed tenders as per the terms and conditions of the tender document available on our website MUST reach us by 1100 Hrs. on May 18, Footwear Design and Development Institute (FDDI), Kolkata reserves the right to reject any or all tenders without assigning reasons thereof. 2 RFQ for Provisioning, Installation and Commissioning and Maintenance of 6 MBPS (1:1) Internet Leased Line Link FDDI proposed to procure a 6 MBPS (1:1) uncompressed, unshared and uninterrupted INTERNET Leased Line Link in due course to be installed in our premises at KOLKATA. All eligible Internet Services Providers (ISP s) are requested to provide technical and commercial quote for the Provisioning Installation and Commissioning and Maintenance of the above said link in the Annexure A (Checklist), Annexure B (Technical Bid) & Annexure C (Commercial Bid) formats. TERMS AND CONDITIONS FOR TECHNICAL BID: 1. Bid Security (EMD): The Bidder shall furnish as part of its bid, a bid security (EMD) for an amount of Rs. 10, (Rs. Ten Thousand Only) which shall be interest free. The bid security shall be in the form of a demand draft drawn on any Scheduled Commercial bank payable at KOLKATA. The Bid Security shall remain valid for six months longer than the bid validity period. Any bid not accompanied with the prescribed bid security, shall be rejected by the Purchaser as non responsive. The bid security of unsuccessful Bidders will be returned as promptly as possible within 30 (Thirty) days after opening of the Price Bid. The bid security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement. The bid security may be forfeited: (a) If a Bidder: (i) Withdraws or deviates or alters its bid during the period of bid validity specified in the Terms & Conditions for Technical Bid. (b) In the case of the successful Bidder, if the Bidder fails to: (i) Sign the Contract 2. No Deviation Permitted. 3. The validity of the Bid should be 45 days from the date of opening of Bid. 4. Bidder must be a category A Internet services Provider. The bidding company must have the requisite infrastructure and recourses to successfully execute the order and provide service in FDDI and should have a valid category A ISP license from Government of India. (Attach a copy of license, validity certificate) 5. The bidder must have DOT License to setup and operate international gateways. They must have distributed min. 155 Mbps of International Internet bandwidth to its clients. (Attach certificate). 6. The bidder should be able to provide Internet connectivity to FDDI from its nearest POP connected through more than 45 Mbps of Internet bandwidth. (Attach Certificate signed by the Authorized Signatory &counter signed by any of the prominent client). 7. In case, the bidder being the current ISP, the bidder must provide the alternate route to RFQ for 6 MBPS (1:1) Internet Leased Line Link at FDDI, KOLKATA Page 2

3 the International Internet Gateway to that is already in place. (Attach necessary Document.). However, FDDI reserves the right to choose the gateway as the choice for the proposed link 8. In case, the bidder being the current ISP, the bidder must provide the alternate last mile to that is already in place. (Attach necessary documents.). However, FDDI reserves the right to choose the last mile as the choice for the proposed link. 9. The bidder must have to provide at least 16 public IPs (IPV 4) from the same IP Pool. 10. The bidder should have a fully functional customer service center in this region, which is operational 24 Hrs. (Attach certificate). 11. The bidder should provide the list of existing customers in Kolkata subscribing to 6 MBPS or above Internet bandwidth through the bidder. 12. The bidder would act as a single point of contact for establishing and maintenance of the connectivity and ensure that the total loop provisioning does not violate regulations as laid by Government of India/ TRAI in respect of such links/ networks. Bidder will be responsible for Liaoning and making all the payments towards the local loop charges/ rentals/ WPC charges etc. 13. The technical quote should be provided strictly in the formats as per Annexure B. 14. The bidder is required to offer Service Level Agreement (SLA) for the proposed Link along with a guaranteed uptime commitment in excess of 99.5%. 15. The bidder is required to maintain the line for a minimum period of one year with provision of extension of the services upon mutual agreement. 16. The bidder in the technical quote should explicitly state the features offered by them for the INTERNET links highlighting service level terms such as uptime, reliability, latency period, No of IPs offered: IPs offered by the ISP should not be listed in any of the DNSBL test offered freely by many websites namely, necessary documents), Throughput, RTD, Packet Drops, Scalability etc. 17. The bidder shall supply the Internet Bandwidth through Ethernet Media only. The bidder should also ensure to supply: A. Free of charge on lease basis B. A terminal device such as router to monitor the status of the link. 18. The bidder is also required to explicitly mention the equipment proposed to be supplied with the line from their end, however no additional charges shall be payable for any terminal equipment deployed by the bidder to render the service. 19. The bidder is required to strictly follow the formats as per Annexure B while submitting the technical bid and also take note that no price/ tariff should be mentioned in the technical bid. 20. The technical bid should be supported by a brief proposal document clearly stating the strengths & weaknesses of the bidder along with highlighting their presence, infrastructure. 21. The bidder is also required to submit a copy of the SLA offered which clearly highlights the service level terms and conditions. However FDDI reserves the rights to modify the RFQ for 6 MBPS (1:1) Internet Leased Line Link at FDDI, KOLKATA Page 3

4 SLA. 22. The bidder shall provide a MRTG login ID for monitoring the bandwidth usage etc. 23. The bidder shall furnish a letter of authorization clearly indicated by written power ofattorney accompanying the bid on a non judicial stamp paper. The bid shall be typed and printed in indelible ink and shall be signed by the Bidder or a person or persons duly authorized to bind the Bidder to the Contract. All pages of the bid, including all Photostat copies, except for un amended printed literature, shall be initialed by the person or persons signing the bid. 24. The technical bid needs to be duly signed and stamped by the authorized signatory of the company. 25. In case the technical bid is not found compliant, the commercial bid will be summarily rejected and FDDI reserves the right to offer no explanation to the bidder. 26. The bidder shall ensure that all revision of tariffs (Recurring) if any based on the TRAI/Industry regulation shall be passed to FDDI without any delay. TERMS & CONDITIONS FOR COMMERCIAL BID: 1. The quotation should clearly indicate the different components of the total charges Recurring (Annual) and Non recurring (onetime) including bandwidth and equipment supplied. 2. The commercial bid should be provided strictly in the formats as per Annexure C. 3. The bidder is required to quote all prices strictly in Indian Rupees only. 4. All taxes should be quoted category wise in the commercial bid. Please note that during commercial evaluation FDDI will consider the total price inclusive of taxes. 5. All recurring charges shall be paid on Quarterly advance basis. Every invoice shall be accompanied by the previous quarter, link performance report including uptime statistics. 6. The commercial bid needs to be duly signed and stamped by the authorized signatory of the company. 7. In case the commercial bid is not found compliant, the technical bid will be summarily rejected and FDDI reserves the right to offer no explanation to the bidder. 8. The period of the services would be three years from the date of successful installation; however FDDI reserves the right to negotiate the prices on lower side after completion of every service year. TERMS & CONDITIONS OF P.O.: 1. In the event of the order being placed on the bidder, the provisioning, installation & commissioning and operationalization should be completed within 4 weeks from the date of the order otherwise the order stands cancelled and FDDI reserves the right to RFQ for 6 MBPS (1:1) Internet Leased Line Link at FDDI, KOLKATA Page 4

5 withhold all payments. 2. The bidder is required to offer uninterrupted services for a period of one year from the date of installation certificate duly signed by the Institute s representatives. 3. In case of any breach in the services level agreement terms, FDDI reserves the right to cancel the order and claim the extra amount if paid to the bidder. Either party can serve a 90 day notice to terminate the agreement. 4. FDDI will not consider any plea of upward revision of price/tariff during the one year contract period. However, the bidder will immediately implement all downward price/ tariff revision without any delay. In case of any change in statutory taxes the same will be on the FDDI s account. 5. The bidder is also required to provide contact details escalation chart from time to time (inclusive of address, telephone nos., etc.) of personnel from their end who will act as point of contact in case FDDI needs to contact the bidder for any / all issues pertaining to the operations and maintenance of the INTERNET link. TERMS & CONDITIONS OF PAYMENT: The payment terms and conditions are as follows: % of the total one time charges on successful installation, commissioning &testing of link % of the total recurring charges as advance upon successful implementation of link based on submission of installation certificate duly signed by the Institute s representative % of the total recurring charges as advance based on submission of satisfaction certification duly signed by the Institute s representative for remaining three quarters. 4. The payment would be made to the ISP through a local cheque payable at KOLKATA. The Bidders are required to submit the Technical and Commercial bids in separate envelopes clearly super scribing on the envelop Technical Bid for 6 MBPS INTERNET LINE and Commercial Bid for 6 MBPS INTERNET LINE and address their bids to Manoj Kumar Yadev Kolkata Leather Complex Gate no. 03; South 24 Parganas ; Contact : ; E mail : manoj0303@fddiindia.com. The last date of submission of bids would be 11:00 Hrs. on May 23 rd, 2016 and the technical bids will be opened on the same day at 11:30 Hrs. All bids should be submitted at the tender drop box at Institute s Reception. Any bid submitted after the time and date specified above will not be accepted and the Institute will not accept request for change in submission date.
