4 Characterizatin f Private Sectr Prperties in Dwntwn Ottawa Intrductin Invest Ottawa and the Ottawa Centre EcDistrict (OCED) recgnize that Public Wrks and Gvernment Services Canada (PWGSC) Energy Services Acquisitin Prgram (ESAP) is examining the business case fr the mdernizatin f the Natinal Capital Area (NCA) district heating and cling. The ESAP business case will examine the ptins fr energy prvisin in the dwntwn cre. It des nt include supplying energy t private sectr buildings as a primary bjective. This reprt identifies the private sectr space that culd be cnnected t the district energy system, especially nce it has been mdernized, in an effrt t help establish the benefits f cnnecting t nngvernment buildings. Purpse f the Study The purpse f the study was t: better understand the characteristics f the existing stck f buildings nt wned r ccupied by the federal gvernment f Canada; and Study Area t cllect data that wuld help t determine the feasibility f ffering district heating and cling t private sectr buildings currently nt cnnected t the system. The study area fcuses n buildings that culd be cnnected t the upgraded district energy system being planned fr federal gvernment leased and wned buildings in the dwntwn cre. The study area frms a rectangle with the fllwing streets frming the brders: Wellingtn, Bay, Glucester and Elgin. The buildings at City Hall and ther large buildings clse t the study area culd be linked t district energy in the future but they were nt included in this study. Survey Results A Stakehlder Survey was cmpleted t intrduce private sectr landlrds t the EcDistrict cncept and t begin the stakehlder engagement prcess. Survey Implementatin The survey cvered tw main areas: Building Specific Data Cllectin - Cllecting private sectr data fr buildings within the space with a fcus n prviding: the flr space and majr ccupancy type; the peak heating and cling lad f thse buildings; Ottawa Centre EcDistrict and Invest Ottawa p. 1

Awareness f the EcDistrict - Raising awareness f the EcDistrict cncept and its ptential benefits. Landlrd representatives will be asked specific questins t determine their current level f understanding f the benefits f cllabrative infrastructure, and their willingness t explre the feasibility f wrking tgether as members f the Ottawa Centre EcDistrict. OCED staff cntacted apprximately 50 building wners and managers, prperty manager and htel general managers t seek infrmatin abut their buildings. Abut 40 percent were willing t share infrmatin. Where infrmatin was nt prvided it was pssible t use alternative surces t btain the year f cnstructin and the area f each building in square ftage (SF). The figures fr ffice space, retail and restaurant space was cnfirmed in interviews and is cnsidered accurate. Htels and residential prperties are measured by rm ttals. Tw frmulas were used t estimate SF. Fr Htels The team estimated 600 SF per rm t accunt fr a rm average f 400 SF plus hallways and cmmn areas. Advertised meeting rm space was added t this ttal. Fr Residential Buildings An estimate f 1,000 SF per rm was established using existing data. Results Building Specific Data The data cllected was brken dwn t estimate: the ttal space nt currently included in the plans fr the district energy expansin; the amunt f space fr which there is ptential interest in cnnecting if the business case is strng and the service is reliable; The amunt f space that is unlikely t be cnnected due t recent installatin, nn-cmpatible systems, r ttal space less than 10,000 SF; and The amunt f space which may r may nt be a ptential fit but where the current wners r peratrs chse nt t participate in the study (nn-respnsive). The prject allwed the OCED staff t intrduce the initiative and t start the prcess f building a netwrk. It shuld be nted that the Building Owners and Managers Assciatin (BOMA) Ottawa met with staff frm the OCED n several ccasins and helped t prmte the wrkshp. Wrkshp Results A Stakehlder Wrkshp was held n February 18, 2014 t raise awareness f benefit f cllabrative infrastructure, and in particular district heating and cling. 7 Characterizatin f Private Sectr Prperties in Dwntwn Ottawa Wrkshp Implementatin The OCED designed and implemented a wrkshp t: intrduce the EcDistrict and demnstrate hw district energy fits int ur plans fr cllabratively develping green infrastructure; highlight the benefits f district energy using examples frm arund the wrld; and prvide sme insight int the business case develped by ESAP t supprt the upgrade f the current district energy system using a public private partnership. The OCED invited apprximately 50 building wners and managers, prperty manager and htel general managers, BOMA Ottawa, the Canada Green Building Cuncil, staff frm the City f Ottawa and staff frm Carletn University t participate in the sessin. The wrkshp was a success with almst 30 participants attending ur sessin. Prperty wners and managers cmmented that: It was interesting and I think if we start small it will grw. Gd presentatin tday, thanks fr setting it up. Cleared up a number f questins. The way frward lks prmising. After the wrkshp a number f participants agreed t participate in the survey prcess and t cntinue t fllw up n prject develpments. Cnclusins Right nw apprximately 4.8 millin SF culd be added t the prpsed district energy system prvided that there is a strng business case. Apprximately 4.2 millin SF may be suitable fr being added t the prpsed district energy system but at present the building wners r managers have nt respnded t requests fr infrmatin r t meet fr the purpses f discussing district energy. Only 10% f the surveyed building stck has been ruled ut cmpletely. Htels and Residential are almst 4 millin SF. This is ff peak lad. There are als several ther htels and residential twers just west f Bay and just suth f Glucester near Elgin. It may be pssible t cnnect ther large residential twers t the prpsed district energy system if they are clse enugh t make the cnnectin ecnmically feasible. Only 1 f the 6 planned cmmercial prperties (marked in the table as future ffice) has cmmitted t its HVAC system thereby ruling ut a cnnectin t the prpsed district energy system.
