1 NOTTINGHAMSHIRE POLICE JOB DESCRIPTION Job title: Department/Location: Responsible to: Responsible for: Project Manager Information Services Solutions Manager N/A Date: September 2013 Library no./hmic classification: JOB PURPOSE Responsible for leading, managing, co-ordinating, implementing and closing projects in line with Nottinghamshire Police s Prince based project management methodology. The Project Manager role will have a high level of responsibility to mediate between Programme Managers and staff to plan, implement and execute IT project/s and work packages to deliver the Force s vision and priorities for improvement. There will be a requirement to work within the governance of the project management methodology, ensuring quality assurance, project planning, risk management and issuing progress reports in a timely and efficient fashion. PRINCIPAL ACCOUNTABILITIES Participate in the organisation s Performance Development Review (PDR) process and take responsibility for identifying your own professional and career development needs. Lead and manage allocated project/s through the project lifecycle from project conception to project closure in line with the Nottinghamshire s Prince based Project Management Methodology, directing project teams, allocating and monitoring tasks, motivating staff and appraising individuals performance. Develop and define project scope, detailing key deliverables, building the business case, project implementation planning, providing timely highlight reports to support the project management methodology to deliver Force improvements. Ensure delivery of associated communications for team members and stakeholders in a timely and clear fashion, taking responsibility for the definition, documentation and successful completion of projects, monitoring associated efficiency savings, allocating project

2 resources and motivating and managing the team members Define and manage the project quality controls to manage risks, issues, benefits realisation for projects and associated work packages, project planning to identify milestones, critical paths to enable highlight reporting on exceptions and change issues throughout the lifecycle of the project aligned to the programme governance. Define and assemble appropriate project resources to support the project governance, ensuring supporting project documentation are prepared and available. Formally report and attend project boards to provide timely and accurate updates on the project/s and product progress. Work with the Programme Support Office and other specialist departments to define, propose and manage project finances, resources, technological requirements, policy, information impacts, research and performance project tolerances. Ensure that realistic project, quality, and risk plans are prepared and maintained for projects and work packages. Produce and resource project work packages working closely with those assigned to complete them to ensure they are delivered within predetermined timescales and tolerances and within set quality expectations. Maintain effective financial and project progress forecasting, and reports as appropriate. Co-ordinate response to quantified risks, which may involve acceptance/retention, transfer, reduction or avoidance/elimination. Assist with development of agreed countermeasures and contingency plans. Monitor status of risks, and report status and need for action to senior management. Ensure that a change control procedure is in place, and actively used to assess the effect of changes to the project/s on costs, timescale and/or resource needs and report these to project sponsors. Act as quality assurance to ensure that products are delivered within predetermined quality expectations as defined by the Customer to be recorded by the Programme Management Office. Work closely with the Programme Management Office to identify benefits producing Project Closure Reports highlighting areas of improvement, lessons learned and audit trails for post implementation review.

3 DIMENSIONS Technical: A requirement to have high level technical knowledge of project management to complement your existing experience, knowledge and skills in IT. Sphere of activity: The impact of this role is Force-wide and the post holder will be expected to develop constructive working relationships and communication links with programme managers, Senior Responsible Officers, colleagues across departments and external stakeholders in relation to key aspects of the project/s. Other: The post holder will need to offer flexibility to working hours and location as required by the responsibilities. Must be knowledgeable and experienced in the identification, assessment and management of project risks, which could result in time or cost over-runs, or failure to deliver products which are fit for purpose. Must be able to analyse and compare product delivery against specified criteria to determine the best solution to the business need. METHOD OF ASSESSMENT EDUCATION/QUALIFICATION Educated to degree level or have significant relevant experience. Ideally PRINCE2 trained or Senior Manager experience in programme or project management. SKILLS AND ABILITIES Must be able to demonstrate objectivity and understanding of problems or situations to work through solution solving taking into account priorities, constraints and the availability of necessary information. Must be able to demonstrate being pro-active, flexible, open minded and innovative in style; willing to experiment with new ideas and implement change. Must be able to prepare written reports to a high standard and be able to present these to the appropriate audience. Must be highly skilled in planning, organising, working under pressure and working on own initiative. Must be able to show good analytical and problem solving skills, demonstrating sound judgement and due consideration of all relevant factors. OTHER Committed to Customer Care.
