7 Why we need The Stockholm bypass To make life easier in a growing region Fuse together north and south single market for homes, jobs and services Develop more regional cores Reduce the vulnerability of Stockholm s transport system New opportunities for public transport on and outside the bypass Environmental benefits thanks to less congestion, more space for public transport and a better urban environment

42 Sale of rock masses The Swedish Transport Administration intends to sell the rock masses from the main tunnels as follows: The total sales volume amounts to approximately 19 million tonnes of rock masses. The Swedish Transport Administration owns the rock masses that are excavated from the rock tunnel contracts. (however, for early contracts concerning work tunnels, the contractor owns the rock masses) The Swedish Transport Administration can as an option also own the rock masses that are excavated from above-ground contracts. The Swedish Transport Administration signs contracts concerning the sale with one or more buyers of the rock masses with a reception in the region responsible for the necessary permits, reception and storage of the rock masses. The contractors for rock tunnels transport and deliver the rock masses to the Swedish Transport Administration's assigned buyers

48 Procurement forms The Stockholm bypass project procure in accordance with the Swedish Public Procurement Act (LOU). The majority of our contract procurements are above the threshold value. This means that all procurements are published in the EU database Tenders Electronic Daily (TED). Selective procurement - prequalification will be selected when many bidders can be expected, or for reasons of time pressure

49 Our tender request documents As a starting point, all technical qualifications and contract documents are drawn up in Swedish. If a need is demonstrated, individual documents as well as complete acts can be translated into English. We follow the industry's common standard agreements for contracts such as AB 04 and ABT

50 Contract forms Somewhat simplified, the contract forms can be summarised as follows. Rock tunnels and work tunnels are procured as build only contracts, based on BQ. Bridges and concrete tunnels for junctions are procured as design-build contracts. Roads and reconstructions of existing installations are procured as build only contracts based on BQ. Installations in tunnels are procured as design-build contract, based on system and functional requirements
