1 1 ( 6 ) Newsletter: Construction Information, No June 2010 Premiere for the newsletter about construction and disruption In connection with the start of the construction of the New Karolinska Solna (NKS) University Hospital, we are starting this newsletter focusing on how the construction is progressing and with information about upcoming disruptions. The idea is for the newsletter to be published approximately once a month, although this may become more regular when necessary. Brief update mails will be sent in between the newsletters. Status procurement the NKS project A new allotment decision for the procurement regarding the NKS project was taken by Assembly on 8 June As previously decided, a project company consisting of Skanska and British Innisfree will plan and construct as well as operate and manage the hospital up until 2040, in collaboration with Coor Service Management. The allotment decision is supported by all parties in the County Council Assembly. Construction area and construction phases The construction of NKS will be executed through a number of different construction phases. The first construction phase, Phase 1, is scheduled to start on 1 July at the earliest and is expected to last until the beginning of August. Phase 2 takes over from the 9th of August and is expected to last until the end of the month. These dates are subject to change, in which case we will publish supplementary information. Phase 1 consists of construction areas 1A and 1B and affects the area to the west and south of the Thorax building facing onto Solnavägen. The first phase will involve the construction area being cordoned off by means of a high security fence to ensure that no unauthorized persons can gain access to the area and thus run the risk of injury. In Phase 2, starting on the 9th of August, a larger and more permanent construction area will be cordoned off. There will be gates with coded passes for Skanska staff at the construction entrances. This construction area will stretch from Solnavägen in the west, E4/E20 in the south, the Hospital park in the east (just west of the M8) and the Thorax building/l7/m1 in the north, see map, below. Sjukhusringen will be closed between Norrbacka and the Thorax building/l7. Oljeberget will also become a cordoned construction
2 2 ( 6 ) area during Phase 2 making up a separate construction area, when the construction of the new technology building and a new multi-storey car park gets under way. Map Phase1. 3 3 ( 6 ) Road diversions In Phase 1 no roads will be affected in the hospital area, but the paths leading from Solnavägen up to Thorax N2 and the residential area, through the construction area 1A and 1B, will be closed (see map Phase1 above). In Phase 2, (starting on the 9th of August ) the approach road from Solnavägen to the Thorax main entrance will be diverted, so that you turn immediately left after the approach road from Solnavägen, as per the map Phase 2 above. The route to the Thorax entrance will then continue around the corner of the Thorax building by N1/N11 and connect to Sjukhusringen between the lab block and Oljeberget. Sjukhusringen will be closed between Norrbacka and the Thorax building/l7. There will be a turning area (as today) with the possibility for ambulances, visitors, transportation services, and taxis to drop off and pick up passengers in front of the Thorax entrance. The bus stop for the shuttle bus between Karolinska University Hospital in Solna - Huddinge will also be located at this turning area. Parking spaces During Phase 1 (between 1 July and the start of August) the parking lot at Oljeberget will be open (until 9 August) as well as the parking area adjacent to the E4/E20. Simultaneously, work will begin to create 50 new parking spaces for visitors in front of the Thorax entrance, which should be ready by the end of July. However, the 32 existing parking spaces for visitors in front of Thorax, which are located within (building area 1A), will be closed when the building work starts. To compensate for this loss of visitors parking, approximately 20 staff parking spaces at Oljeberget will be transformed to parking spaces for visitors. The remaining parking area for visitors behind Thorax (construction area 1B) will be closed at the beginning of August. Overall, there will be a reduction of about 35 parking spaces during Phase 1. During Phase 2 (starting on the 9th of August) the parking area at Oljeberget and parking areas adjacent to S1 Norrbacka (a total of 33 parking spaces) will be closed completely. The number of parking spaces facing the E4/E20 (Parking lot B on the map) will be increased from 150 to 350 parking spaces to compensate for the closure. There will also be a certain degree of redistribution between visitor and staff parking. Parking spaces within the hospital area will vary during the construction period, both in terms of numbers and location. From the construction start up until Phase 2 the number of parking spaces in the hospital area will decrease by about 120 parking spaces, compared with today. From November 2010 until November 2012, when the new multi-storey car park at Oljeberget will be ready, a further 165 or so parking spaces will disappear from the area. The issue of parking is complex and the capacity to create more parking spaces within and adjacent to hospitals area is very limited, but work is under way to create additional temporary parking spaces.
4 4 ( 6 ) Demolition of buildings During Phase 2 the demolition of the balconies of Thorax N2 and N8 (formerly the MR center) will take place. This demolition phase will take about 5-6 weeks and is planned to start with a less disruptive demolition at the beginning of August progressing to more disruptive demolitions throughout August. It is mainly the demolition of the N2 balconies which will create some noise and vibrations in the N2-building, which unfortunately will affect both staff and patients. Measures to minimize noise and vibrations will be implemented, at the same time as the units seek to relocate patients and staff who are closest to the demolition area. The idea is to release the balconies from the N2 building as soon as possible (which is the most disruptive phase), before the medical care activities get into full swing again after the summer towards the end of August. Locum will be responsible for the demolition of the eastern part of K6 (close to Karolinska vägen). The aim is to open up a new approach road to the hospital area, between K6 (western part) and K5, and then continue between Oljeberget and L4/L5. The interior demolition work has been ongoing for some time, and the exterior demolition work will start around midsummer. This is expected to last approximately 2 months. At the end of Phase 2 (which will last until the end of August) the demolition of S1 (the west wing of Norrbacka) will take place. This demolition is expected to take about 15 weeks. More information about this can be found in upcoming newsletters. Noise, blasting & dust The noisy construction activities will mainly consist of rock drilling, blasting, loading and transportation. Blasting will take place at predetermined times and about three times a day. The construction area will be completely free from noise between 22:00 and 07:00. During Phase 2, the noisy activities will primarily consist of the demolition of the N2 balconies in Thorax building and N8 building, next to Thorax. This will affect mainly staff and patients in N2 and N3 (see previous section on Demolition of buildings). Skanska complies with the Swedish Environmental protection Agency's guiding values for noise, and control measurements will be carried out regularly during the construction period. During the first year, an estimated 225, 000 cubic meters of earth and rock will be excavated from the construction area which will generate an intense period of construction traffic averaging 1 vehicle movement per minute. In order to reduce the amount of transportation, rocks and stone materials will be crushed on site as soon as possible, so that they can then be used for the next ground-laying work. Measures to dampen noise such as walls and protection will be constructed when necessary. All windows in the Thorax building have been replaced by more noise resistant windows. Like all construction work, this will also generate dust and dirt. Skanska will work proactively to limit and reduce dust as much as possible. For instance, it will water the
5 5 ( 6 ) construction area regularly and use the central vacuum system at the blasting pit. Outgoing construction traffic will pass the wheel washers to reduce dust and dirt on adjacent roads. Regular inspections of the dust levels will be carried out. Construction establishment with 2, 000 construction workers and officials When the hospital construction is in full swing, in about two years, about 1, 800 construction workers and about 200 officials will be involved in the NKS project. This will make up Sweden's largest construction establishment, with 278 construction cabins on four floors. No parking facilities will be provided for the construction staff in the hospital area, nor in the construction area. Skanska is considering the possibility of providing a bus service for its personnel to and from a nearby parking area and to bring about an increased frequency of SL's bus service to and from the hospital. The majority of all construction staff will bring their own lunch and are rarely expected to dine at the hospital's lunch restaurants. Work around Solnavägen The construction of NKS will, together with the construction work at KI and the Norra Station area, affect the traffic and accessibility on Solnavägen. Construction traffic will increase, resulting in more traffic intersections as well as speed reductions (30 km/h). Pedestrian and cycle paths adjacent to the Thorax building will be closed and road users will be directed to the KI side. Furthermore, the bus stop at KI (northbound traffic) which is currently in the NKS construction area will be moved closer to Solnabron (preliminary August 2010). Demolition work at the Karolinska Institute, along Solnavägen, is due to start in the summer of 2010, ahead of the construction of the new KI auditorium in December Adjacent work in the Norra Station area Due to road diversions at the Norra Station area, the Swedish Transport Administration (Trafikverket) has closed the ramp from Klarastrandsleden to Solnabron. This took place between the night of 13 and 14 June. Diversions signs are in place for the alternative route. A temporary bridge alongside the existing Solnabron will be built and will be ready in April The preparatory work for this has just got under way. When the temporary bridge is in place, the old bridge will be demolished to eventually make way for the completed Solnavägen which will then be built on top of the new tunnel roof.
