2 The task of the Swedish Transport Administration is responsible for the long-term planning of the transport system for road traffic, rail traffic, maritime shipping, and air traffic is responsible for construction, operation and maintenance of the state road network and national railway network works for accessibility in public transportation through for example award of public service obligation contracts on national level rules on questions regarding state grants to the maritime shipping sector

16 Some words about working in Sweden Focus on results Project personnel is very focused on achieving the project objectives and to solve problems hindering the production. Non-hierarchic Every member of the contractor s team is expected to be sufficiently enpowered and not have to ask his superior in every issue. 19 EU-strategy for the Swedish Transport Administration The supplier market is one of the most important areas in the EU-strategy for the SwedishTransport Administration (STA). In order to make more foreign suppliers eye business opportunities in Sweden, and hence increase the competition in our procurements, STA visited five Embassies/Chambers of Commerce during 2011 We will continue our work by visiting more countries, arranging Trade Missions in Sweden,publishing a newsletter and so on

29 How we procure 1(5) The Swedish Transport Administration is an authority and by law must endeavour to procure goods, services and contracts in competition. The Swedish Transport Administration works in both the 'classic' sector (road-related operations) and the 'utilities' sector (railway-related operations). This means that we have to follow the Public Procurement Act for road-related operations and the Act on Procurement in the Water, Energy, Transport and Postal Services Sectors for railway-related operations. These acts are based on EU Procurement Directives
30 How we procure 2(5) A number of fundamental EU principles therefore have to be observed when carrying out every public procurement in the EU. It means that we have to treat all suppliers in a similar and non-discriminatory way. We also have to carry out our procurements in an open way. Procurement regulations and procedures apply depending on whether the value of the procurement is over or under certain threshold values
31 How we procure 3(5) Electronic procurement A new electronic procurement system has been introduced in the Swedish Transport Administration CTM. The system allows tenderers to submit electronic tenders. The introduction of an electronic procurement system fully conforms to the requirements that the Government places on government bodies and authorities via its e-administration action plan. In short, it means that new technology for electronic administration will be used to streamline operations and ease the process for companies

33 How we procure 5 (5) Bribes, conflicts of interest and corruption The Swedish Transport Administration works actively to combat all forms of bribes and corruption. During contacts between customers and suppliers, offers of extra benefits are sometimes made to promote relationships. This includes everything from meals and gifts to event visits and trips. In Sweden all of these can be classed as bribes according to the Swedish Criminal Code. Anyone who receives or requests a bribe can be prosecuted for accepting bribes, while someone that gives or offers a bribe can be prosecuted for corruption. The regulations on bribes and corruption in the Criminal Code include all employees, irrespective of their job
34 How to become a supplier 1 (6) The first stage in becoming a supplier to the Swedish Transport Administration is to keep updated on the procurements that are currently being carried out and which ones are being planned in the area your company operates. By law the Swedish Transport Administration must advertise its procurements in a publicly accessible database. The advertised procurements can also be found on our website. We use the prequalification system TransQ for some of our procurements. The fact that we use TransQ for procurements over the threshold value is advertised once a year on a publicly accessible database in Sweden and on the EU database TED. The advert contains a list of all goods, services and contracts that we expect to procure
35 How to become a supplier 2 (6) When you submit a tender to the Swedish Transport Administration you have to show that your company manages its accounts and pays taxes and fees. If we discover that a supplier has been found guilty of criminal activities, corruption, fraud or money laundering, we will exclude them from our procurements. We can exclude suppliers that have started bankruptcy or liquidation proceedings or have been banned from engaging in business
36 How to become a supplier 3 (6) Sometimes submitting tenders to the public sector can seem complicated. We would therefore like to give you advice on how to submit tenders. Read the enquiry documentation carefully and in good time. Also read through any supplements, questions and answers that appear during the tendering period straightaway. Call attention to anything that is missing or incorrect in the documentation as early as possible during the tendering period. Ask questions as early as possible if anything is unclear. Check all important dates. If you need to extend the tendering period, apply for this in good time. But bear in mind that this will not necessarily be granted
37 How to become a supplier 4 (6) Produce your tender by following the instructions set out in the enquiry documentation. Attach the documents, certificates and appendices that are required for the tender. Take note of the requirements that we place in the enquiry documentation and make sure you meet them even if you do not think that the requirements are relevant for you. Submit the tender (in the CTM-system) Make sure that the tender arrives at the Swedish Transport Administration at the right time. We will not accept any tenders that come in too late - they will have to be discarded. Please contact us if you have any questions!

39 How to become a supplier 6 (6) TransQ is an Internet-based supplier register and prequalification system that is run by the company Achilles for the leading Nordic transport organisations. An annual administrative fee is charged in order to be registered in TransQ Using TransQ allows us to have a quicker and more efficient procurement process, as the suppliers that are in TransQ have been checked and approved as suppliers for the Swedish Transport Administration. When the prequalification system is used (railroad), the Swedish Transport Administration's buyers select which suppliers will have access to the enquiry documentation. This choice is based on the categories in TransQ that best correspond to the good, service or contract that is being procured

61 Reasons for the Hallandsås Project A tunnel through the Hallandsås Ridge will increase the capacity of the West Coast Line. Weight of freight trains can be doubled. 24 trains per hour instead of the current rate of four trains. The speed of the trains will increase from 80 to 200 kilometres per hour. Safety will improve since 20 dangerous level crossings will be eliminated
