1 POSITION DESCRIPTION Head of Human Molecular Pathology Title: Campus: Program: Unit/ Department: Responsible to: Unit Head Human Molecular Pathology The Alfred Pathology Human Molecular Pathology/APS Director Alfred Pathology Service ALFRED HEALTH Alfred Health is the main provider of health services to people living in the inner southeast suburbs of Melbourne and is also a major provider of specialist services to people across Victoria. The health service operates three outstanding facilities, The Alfred, Caulfield, and Sandringham. ALFRED PATHOLOGY SERVICE Alfred Pathology Service (APS) provides a comprehensive range of pathology testing, consultation services and collection services to clinicians and patients of Bayside Health. The Service has 5 units (Anatomical Pathology, Clinical Biochemistry, Haematology, Microbiology and Human Molecular Pathology), each headed by a Unit Head. APS has the core laboratory at The Alfred as well as a small local laboratory at Sandringham hospital. APS has several collection centres and is responsible for specimen collection of about 50% of its samples. A dedicated computing group supports the computing needs of APS. The services of APS include routine and esoteric laboratory testing with complete specialist support for test interpretation. Due to the nature of the associated hospitals activities, there is emphasis on the support of trauma and emergency services, the support of organ transplantation - especially heart and lung, the support of HIV and AIDS related diagnostic services and support of bone marrow transplantation services. The various APS units are affiliated with Monash University and most Consultants hold honorary or substantial teaching appointments. APS is actively involved in educational and professional development training programs for under-graduate and post-graduate students, medical students and registrars. Units are also involved in and support a wide range of research activity in association with hospital clinical units, Baker IDI, Burnet Institute, Monash University and other groups. APS actively supports ongoing professional development and research within areas of diagnostic interest. Page 1 of 5

2 POSITION SUMMARY The Unit Head/Section Head Human Molecular Pathology is responsible for: 1. Provision of diagnostic and consultative services in Human Molecular Pathology which are of the highest standard 2. The Head of human molecular pathology will coordinate and support activities in teaching, training and research in the relevant areas. 3. Responsible for assessment of different diagnostic modalities to optimise the support for clinical activities of Alfred Health in regards to molecular technologies. 4. Support the Director, Alfred Pathology Service in operational matters of Human and financial resource management Teaching, training and research Quality activities including Alfred Health clinical governance programmes Other activities as requested by the Director, Alfred Pathology Service. 3. Support the strategic priorities and values of Alfred Health KEY RESPONSIBILITIES KEY CAPABILITIES: Clinical Management General Provide strong clinical leadership for the Section and clinical leadership within Alfred Health. Develop and maintain active clinical links with other Services/Units necessary for delivery of patient care Anticipate potential problems, try to identify solutions & assist others to think through solutions to problems Appropriately delegate responsibilities With the support of the Senior Scientist manage the resources of the Section to maximise its productivity and ensure that budgetary and service delivery targets are met. Provide leadership in budget setting and financial management for the Section Participate in, and contribute to the administrative functions of the Hospital including active participation in recruitment and retention of senior and junior medical staff. Planning & Service Delivery Develop services in accordance with the strategic direction of Alfred Health. Promote and foster the reputation of human molecular pathology within the Alfred Pathology Service Facilitate the ongoing development of human molecular pathology services and the introduction of new technology in accordance with Alfred Health policies in order to ensure high standards of care for all patients. Participate in the planning of the Pathology Quality & Business Plan (QBIP) and supervise implementation of human molecular pathology relevant plans Effectively adapt to new situations or uncertainty and promote and support required changes by describing the reasons for change and support others through the change processes Set and agree clear objectives and expectations with team members Consistently achieve the key outcomes/results within own area of responsibility and within agreed timeframes participate in acquiring appropriate instrumentation to optimise the diagnostic functions of human molecular pathology Page 2 of 5

3 When required, participate in and contribute to the service review processes of Alfred Health. Clinical Practice Ensure the provision of timely, efficient and high quality diagnostic and consultative services in human molecular pathology. Maintain contemporary best practice, personal technical expertise, medical knowledge & clinical skills Assume responsibility for services performed in the section Improve service efficiency Ensure the human molecular pathology testing supports performance of medically appropriate patient care Ensure that there is prompt communication with other relevant clinicians and health care providers Use resources in a responsible manner having regard to patient priority and need. Ensure cooperation and liaison with clinical services or other agencies e.g. ACHS, NATA to provide diagnostic pathology data, consultation, peer review and other audit data from Human Molecular Pathology. Participate in and collaborate with appropriate and relevant hospital committees and working groups, to oversee management/quality activities of the Human Molecular Pathology Laboratory Represent Alfred Pathology to internal and external clients or client groups, as required. Ensure that the service provided by the Human Molecular Pathology Laboratory remains at the forefront of progress both in terms of range of diagnostic function and technical equipment appropriate to a tertiary specialist institution. Other clinical duties as directed by the Director of Pathology Clinical Governance Actively participate in College, ACHS and other relevant accreditation programs and support their implementation as required. Lead clinical audit and other clinical governance activities and reinforce the need for Unit/Department members to participate in clinical governance activities, risk management and audit Ensure staff are competent and adhere to scope of practice requirements Ensure that registrars and HMOs working in the Unit/ Department are appropriately supervised in accordance with the relevant Alfred Health policies and guidelines (eg Registrar/Fellow Operating Privileges) Participate in administrative procedures as they relate to the resolution of incidents and complaints. Effectively address performance issues in a timely manner Education & Research Enhance the academic profile of the Hospital via the fostering of teaching and research activities Contribute to the overall professional standing of Alfred Health Ensure the appropriate support of education and training programs for both undergraduate and postgraduate levels with the Section Take an active part in research and teaching programs of the department. Develop effective working relationships with Monash University, The Australian Centre for Blood Diseases and similar teaching and research groups affiliated to Alfred Health Participate in continuing professional development activities Page 3 of 5

4 Professional Behaviour & Communication Develop and maintain an effective multi-disciplinary team to ensure optimum patient outcomes Ensure effective communication is maintained between the Director of Pathology and other staff within the Unit/ Department. Ensure regular Unit/ Department meetings and interaction Promote and maintain good staff relations and develop staff potential so as to retain and attract high quality staff Address conflict and resolve issues constructively and improve areas of poor communication Take appropriately decisive actions where necessary Ensure Performance Developments plans are in place for all staff and regularly review staff performance Role model professional values including respect, compassion & integrity & question behaviours which are not consistent with these Maintain stable performance and a calm attitude under pressure Be familiar with and comply with relevant clinical and administrative policies affecting patient care and other related matters The appointee s performance will be reviewed regularly by Director of Pathology Performance Indicators: Participation in annual performance review to be undertaken by the Director of Pathology Undertake or arrange annual performance review of relevant Senior and Junior medical staff in accordance with Alfred Health policy Active participation and co-operation in annual quality monitoring, continual improvement and business planning activities including the setting of annual performance targets Convene section meetings and attend Pathology Management meetings as requested to fulfil the clinical and professional duties within the Hospital. Promote departmental collaboration with other relevant Alfred departments. Active participation in Unit/Department staff recruitment Undertake clinical audit and other clinical governance activities within the Unit/ Department and ensure these comply with any relevant Alfred Health policies Review Unit/ Department staff credentials and scope of practice in accordance with Alfred Health and Department of Human Services policy. Act on recommendations arising from College or other relevant accreditation visits Maintain familiarity with new technology and procedures relevant to Human Molecular Pathology Delegate duties appropriately when necessary, particularly during periods of absence. OTHER REQUIREMENTS FOR ALL ALFRED HEALTH STAFF: Ensure compliance with relevant Alfred Health clinical and administrative policies and guidelines. Comply with relevant privacy legislation. Protect confidential information from unauthorised disclosure and not use, disclose or copy confidential information except for the purpose of and to the extent necessary to perform your employment duties at Alfred Health. Comply with Alfred Health medication management and medication safety policies and guidelines. Comply with principles of Patient Centred Care. Comply with Alfred Health mandatory continuing professional development requirements. Comply with requirement of National Safety & Quality Health Service Standards and other relevant regulatory requirements. QUALIFICATIONS/EXPERIENCE REQUIRED Appointees must be legally qualified practitioners, registered or registrable with the Medical Practitioners Board of Victoria or its successor. Fellowship of the Royal College of Pathologists of Australasia. Demonstrable relevant knowledge and experience in Human Molecular Pathology. Meet Alfred Health requirements for credentialing and scope of practice in Human Molecular Pathology. A documented record of experience in teaching. A postgraduate degree (preferably PhD) utilising molecular biology technology. A strong research track record in human molecular biology. Position Description authorised by: Professor Hans G.
