1 JOB DESCRIPTION Job Title: Reports to: Location: Manager Safety Auditing and Accreditation Chief Executive Wellington JOB SUMMARY: The Manager Safety Auditing and Accreditation (MSAA) will be responsible for the management of Skills Active s programme to provide safety audit and accreditation to outdoor and adventure tourism operations in New Zealand under the OutdoorsMark brand. This role will include managing quality management systems to attain and retain appropriate recognised accreditation and high industry and public confidence in the OutdoorsMark scheme. The MSAA will also manage all full time, temporary and contract staff to effectively run the OutdoorsMark scheme. The MSAA will report to the CE, but will be expected to operate OutdoorsMark as an accountable business unit of Skills Active. This will entail reporting against a budget and business targets, identifying variances, risks and opportunities. There is a requirement of the role to develop and maintain strong working relationships with the key stakeholders of the OutdoorsMark programme. These include but are not limited to: WorksafeNZ, auditors, professional outdoor bodies and associations, outdoor operators. The MSAA will be based in Wellington but travel will be required within New Zealand to meet customer and business needs.
2 KEY RESULT AREAS: Key Result Areas Key accountabilities/expectations Team Leadership Lead and manage the OutdoorsMark team Establish clear direction, set stretch objectives, actively provide feedback on progress and bring out the best in team members. Ensure the team understands the vision, business plan and values of Skills Active Be aware of team members career goals and hold frequent development discussions, with a view to having a highly engaged team Engage effectively with Skills Active staff to ensure OutdoorsMark priorities are managed in line with other organisation priorities. Contribute to organisational and cross-team communication. Prepare quarterly activity reports for the Chief Executive that are suitable for presentation to the Board, as well as additional reporting that may be required from time to time. Auditor Management Develop and maintain a sufficient level of Auditors, Technical Experts and Auditor Senior Assessor Mentors (SAMs) nationally to meet needs Manage and record the continuing professional development of all auditors working with Skills Active and only engage those auditors who meet currency and scope requirements within Scheme rules, JASANZ accreditation requirements and any policies set by Skills Active Work with Skills Active Workforce Development Team to ensure the effective training of any new or existing auditors completing the Skills Active qualifications Work with the Quality Solutions Team to o determine and maintain requirements for registered sector Auditors o develop a suitable moderation plan for audits/auditors Sector Engagement Develop and implement a communications plan to keep internal and external stakeholders informed Identify key stakeholders, group these appropriately and then develop, implement and maintain engagement strategies in order to establish positive brand identity for OutdoorsMark in the outdoor and tourism sector Contribute to sector events/initiatives including attendance and/or presenting at the events and assisting planning of Skills Active's presence at the event to promote the OutdoorsMark programme OutdoorsMark Product Management Develop and manage a Quality Management System (and associated documents) that ensures processes and systems are documented and followed to ensure quality and consistent delivery of OutdoorsMark to clients
3 Meet appropriate accreditation requirements for OutdoorsMark to operate Work with the Skills Active Continuous Improvement Together Team (KITT) team to document all feedback, develop an action plan and then carry out that action plan to effect positive change Manage an advisory group made up of representatives of auditors, employers and Skills Active to take on board feedback and make changes to improve the product and the delivery of the product Certification Ensure an independent review of the auditing processes and reports Review the certification process for each client and make a certification decision Ensure the requirements of ISO17065 and the Adventure Activities Certificate Scheme are upheld during the certification process Ensure peer review of the audit reports Ensure that all certification processes and procedures are established, implemented and maintained Emergency Management Ensure there are clear policies and processes to manage any emergency situation, including serious incident related to an auditor, client or participant of a client Implement the plan with a high degree of efficiency while ensuring communication is appropriate and sufficient for the different audiences Planning and Budget Prepare and manage annual OutdoorsMark business plans and budgets Report regularly on audit volume, stages, finances, predictions and any other key result areas on a regular basis Report to SMT and Board when required against key outcomes and risks Manage and report on budgets including monthly and quarterly spend against budget Work within Skills Active financial policies, including delegated CE financial policies Administration and IT Maintain database of key clients in CRM and ensure that contact information, notes of key interactions, audit stage, financial records, and other key data are recorded and kept updated. 4 Outdoor Sector Working knowledge of the outdoor / adventure sector, key stakeholders, types of employers and political issues. Communications Communicate effectively verbally and in writing Confident at public speaking and giving presentations that are clear and effective Understanding of application of processes and concepts for engaging and working collaboratively with various sectors and groups Relationship Management Build rapport, trust and respect, and manage productive relationships with customers and key influencers (internal and external) Legislation and policy Understanding of Health and Safety Legislation, including the Adventure Activities Regulations and application of this to auditing processes Understanding of how audit processes work in terms of applicable standards and codes of practice. Maori Development a sound understanding of the application of Te Tiriti o Waitangi; and Able to understand te reo and tikanga Maori to forge relationships with whanau, hapu and iwi and kaupapa Maori organisations. 5 QUALIFICATIONS/EXPERIANCE Qualifications and experience relevant to the role: Strong relationship management and networking skills High level of Sector knowledge and/or experience Proven excellent written and oral communication skills Strong project management skills, including management and co-ordinator of project team members Policy writing skills Quality management system development Strong understanding of safety management and safety management systems Preferably meet the requirements of an adventure activity auditor, or have the background experience to work towards this standard People and staff management skills Well-developed influencing skills Industry Training knowledge and experience, in particular a demonstrable understanding of how the education/training sector works Understanding of the New Zealand Qualifications Framework (NZQF) Knowledge of Quality Assurance systems and processes A current full drivers licence is required for this role
