2 GENERAL INFORMATION This post is based in Altnagelvin Area Hospital which is situated on the outskirts of Londonderry in an area of outstanding natural beauty. It was opened in February 1960 and was the first new hospital to be built in the United Kingdom after the Second World War. It is the largest district hospital in Northern Ireland and has the widest range of specialties outside Belfast Health and Social Care Trust. There are approximately 450 beds on the site covering specialities including Trauma and Orthopaedics, ENT, and Maxillo-Facial surgery in addition to the usual District General Hospital (DGH) specialities. It is designated as a Cancer Unit and is potentially the trauma unit for the Western part of the province. Altnagelvin Hospital has undergone refurbishment and continues to develop at a significant pace. There are new Outpatients Department, Medical Imaging Department, Intensive Care Unit, High Dependency Unit, Theatre complex and purpose built Day Surgery Unit. A purpose built rehabilitation unit for the Young Chronic Sick patients was opened on the hospital site in April The new South Wing has recently opened accommodating Obstetrics, Gynaecology, Paediatrics and Cardiology and an Oncology and Radiotherapy unit is planned. There is a dedicated Breast Screening Department, which also provides facilities for a rapid access one-stop breast clinic. There is an established and developing on site Chemotherapy Unit. There is an established team of Consultant Radiologists with expertise and facilities for the full range of diagnostic and therapeutic procedures. In addition to Conventional Radiography, Bone Density Scanning, Venometry, Fluoroscopy, Computed Tomography, Nuclear Medicine, Ultrasound including Doppler, Digital Angiography, Interventional Radiology, Diagnostic Coronary Arteriography and an MRI scanner are also provided. With a well established image link to neuroradiology/neurosurgery at the Regional Unit in Belfast, there is frequent contact between the hospitals. The Radiology Department offers a wide range of conventional and interventional radiology, which is increasing rapidly. The Pathology Laboratory Department offers a fully comprehensive service with each of the major disciplines staffed by experienced Consultants supported by skilled technical staff. There is a fully equipped Medical Photography Department. The New South West Hospital in Enniskillen opened in June 2012 and will offer a wide range of acute services as well as Ophthalmology out-patient services.

4 STUDY AND TRAINING: There is a Post-graduate Medical Education Centre attached to the hospital, and a staffed Multi-Disciplinary Library with comprehensive information services to support clinical practice, teaching, learning and research. Full participation in CME activities is encouraged, with study leave being granted whenever possible. LIBRARY FACILITIES: The MDEC Library is part of the N.I. Health and Social Services Library system and provides services to WHSCT as well as to anyone eligible to use the Queen s University Library. It is located in the Multi-disciplinary Education Centre on the Altnagelvin Area Hospital site. The MDEC Library provides a wide range of print and electronic material in the areas of medicine, dentistry, nursing, allied health and social work. Online Resources HONNI (Health on the Net Northern Ireland) HONNI is the website designed specifically for Health and Personal Social Services (HPSS) staff in Northern Ireland. It provides a single access point to relevant resources on Medicine, Dentistry, Nursing & Midwifery, Pharmacy, Psychology, Social Work, Allied Health and Health Management. These includes databases and electronic journals such as British Nursing Index, Child Data, CINAHL, Cochrane, EBSCOhost, HMIC, MEDLINE, MIDIRS, Otseeker, PEDro, OVID, Proquest Medical Library, ZETOC. HONNI also provides HPSS staff with easy access from a single location to a wealth of relevant information, including clinical guidelines and healthcare subject gateways. 5 WESTERN HEALTH AND SOCIAL CARE TRUST ALTNAGELVIN AREA HOSPITAL JOB DESCRIPTION 1. JOB TITLE: CONSULTANT IN MEDICAL OPHTHALMOLOGY 2. JOB PURPOSE: To provide optimum quality of effective and efficient services in Ophthalmology within the contract resources available to the WHSCT..3. JOB ROLE: To share in the collective responsibility for the provision of the services for patients within the Ophthalmology Department. To provide leadership within their own speciality team. To contribute to the development of excellence in clinical practice through research, audit, undergraduate and postgraduate training. MINIMUM QUALIFICATIONS/EXPERIENCE Applicants must hold full GMC Registration and licence to Practice Applicants must be a fellow or a member of one of the Royal College of Surgeons or Royal College of Ophthalmologists and have their name included on the GMC Specialist Register or Doctors in training must be within 6 months of attaining their CCT or Doctors who would be deemed eligible within 6 months for inclusion on the Specialist Register prior to taking up the appointment will also be considered. PRIMARY RESPONSIBILITY Prime responsibility is for patient care, best diagnosis and team leadership. The successful applicant will also be involved in Clinical Governance, education and training. KEY CLINICAL TASKS The prime clinical responsibility is to be accountable for the continuous care of his/her patients and, as part of this responsibility, undertake shared rota arrangements for the ophthalmology rota ensuring appropriate standards of care for patients and standards of education for junior staff at all times. Will promote and develop multi-disciplinary teamwork within the speciality and will communicate effectively with all agencies and personnel involved in providing ophthalmology services.

6 Will work together with his/her ophthalmology colleagues in the further development of ophthalmology services in the area. Will be responsible for providing procedures relating to the specialty and will develop same in keeping with medical advances. The post-holder will be expected to work collaboratively with neighbouring Trusts in keeping with best clinical practice, regional strategy and Trust policy. The post-holder will play an integral role in the development of ophthalmic services, as future will dictate, especially in the field of clinical networking e.g. outreach macular clinics. The post-holder will help devise and implement appropriate methodologies to balance referrals and workloads and to collaborate with the community in the achievement of this. KEY ORGANISATIONAL RELATIONSHIPS Altnagelvin is a major District General Hospital within the WHSCT which also includes the new South West Hospital in Enniskillen and Tyrone County Hospital, Omagh. We have close working relationships with the NHSCT for the delivery of Ophthalmology services. The Health and Social Care Board commission ophthalmology services from the WHSCT. The person appointed will be a member of a ten person Consultant Ophthalmology Team which provides the full range of emergency, diagnostic and surgical services within the Ophthalmology Services contract. We are currently providing local outpatient services in Limavady, Omagh, Enniskillen in the WHSCT and Coleraine and Magherafelt in the NHSCT. THE WORK OF THE DEPARTMENT The Ophthalmology Department has all the modern facilities for comprehensive clinical, surgical and diagnostic services with its own dedicated outpatient clinic, day case unit and ophthalmic theatre. FACILITIES Facilities include departmental offices and secretarial support.

7 STAFFING The Directorate of Specialist Surgery is lead by a Lead Clinician and lies within the Surgical Directorate in Acute services. The current establishment of Ophthalmology posts is as follows: 1 Specialist Registrar 2 Senior House Officers 2 Part-time Medical Practitioner with a Special Interest 8 FT Consultants - Mr P Hassett (Lead) Mr B Cartmill Mr D Mulholland Mrs R Brennan Mr C Collins Mr A Orakzai Mr J Church Vacant 2 less than FT Consultants Miss C Cooke Miss J E Sinton DUTIES OF THE POST WHSCT is anxious to recruit an enthusiastic, expert and energetic Consultant whose skills will be complementary to the existing team and who will be committed to ensuring that the WHSCT, in an increasingly competitive environment, continues to serve its population with high quality accessible ophthalmology services. The future of the service is dependent upon the successful collaboration of a wide range of skills and the person appointed will work in liaison with all colleagues to ensure the optimum quality of care. The Trust has reviewed management arrangements to ensure that Clinicians remain fully involved in the responsibilities and accountabilities of the service. The post-holder will be managerially accountable to the Chief Executive of the Trust for the successful performance of their responsibilities as an Ophthalmology Consultant and will, in collaboration with Consultant colleagues in other disciplines, work in co-operation with the Clinical Director and Lead Clinician, or his or her appointed deputy, to ensure performance in contracts have been achieved. The professional standards within the Service Contracts are set and monitored by the Medical Director. The successful candidate will be accountable for the maintenance of such standards to the Medical Director.

8 The Trust plays a significant role in medical education. The successful candidate will be expected to participate fully and enthusiastically in this activity. The post-holder will participate fully in medical and clinical audit and is expected to develop research interests and ensure that by means of continued medical education, skills and expertise are maintained. The Trust is committed to fully resourcing nationally agreed CME requirements to facilitate this.

10 ON CALL No on call INTERPERSONAL The post-holder will be required to undertake the administrative responsibilities associated with the care of his/her patients and to contribute to the smooth running of the department. INFORMATION The post-holder will liaise with the Performance and Planning Directorate on the preparation, collection and dissemination of statistics and other information in relation to the provision and planning of this service. DECISION MAKING The post-holder will be expected to keep up-to-date with innovations and ideas within the Profession and the Health Service which will be shared with other professionals with a view to improvement of the service. The post-holder will ensure that the resources available within the Department are allocated and utilised with maximum effectiveness and efficiency. In this monitoring role the post-holder may be involved in the development and provision of measures of performance to enable the Trust to assess the extent to which efficiency and effectiveness is being achieved within the Trust Contract with its commissioners. ADMINISTRATION OF DEPARTMENT The post-holder will be expected to undertake administrative duties associated with the care of his/her patients and to contribute to the smooth running of the department. The Consultant will have a continuing responsibility for the care of patients in his/her department. EDUCATION, TRAINING AND PERSONAL DEVELOPMENT The post-holder will: Play a significant role in medical education. The successful candidate will be expected to participate fully in undergraduate and postgraduate teaching and to promote knowledge of ophthalmology amongst colleagues. The WHSCT participates in the teaching of ophthalmology to medical students. The successful candidate will be expected to participate fully in the programme. Respond to external requests for teaching on issues related to ophthalmology, where possible within the service needs. Participate in in-service training for Trust staff.

11 Seek to develop research-based practice within statutory services and in combination with outside academic institutions. The post-holder will maintain his/her own personal development through:- - Maintaining a high level of specialist knowledge in ophthalmology, extending his/her professional and management knowledge and skills. - Fulfilling the relevant commitment to continuing professional development/continuing medical education. - Actively participate in clinical audit. - Encourage research within the specialty. CLINICAL GOVERNANCE Under Clinical Governance, NHS organisations are accountable for continuously improving the quality of the service provided and safeguarding high standards of care. Consultant Medical Staff are responsible for providing high quality, evidence based care and treatment to their patients. To enable this to be achieved, it is essential that Consultant staff provide leadership and participate in the essential elements of clinical and social care governance. This includes involvement in:- Audit Promoting and sharing good practice Quality standard setting Risk Management Incident reporting Promoting evidence based practice Continuing professional and personal development RESEARCH The successful candidate will be encouraged to contribute to, and participate in, original and on-going clinical research. APPRAISAL/REVALIDATION The post-holder, as with all career grade staff within WHSCT, will undergo annual appraisal. The Lead Clinician or their appointed deputy, on behalf of the Medical Director, will normally perform this appraisal. The post holder will be expected to conform to current and any future GMC guidelines on revalidation and recertification. CONTINUING MEDICAL EDUCATION The post holder will be expected to keep up-to-date with innovations and ideas within the profession and to follow the recommendations of the Royal College of Ophthalmologists on continuing medical education.

12 MAIN CONDITIONS OF SERVICE Remuneration This post will be subject to the Consultant Terms and Conditions of Service (Northern Ireland) 2004 and the appointment will be made on the Consultant salary scale Registration and Defence Registration with the GMC must be maintained. The WHSCT is financially responsible for medical negligence occurring in the course of a practitioner s employment with the Trust. The successful candidate will be responsible for making his/her own arrangements to provide cover for non-nhs work. Home Location A Consultant is required to reside within a reasonable distance of their principal place of work, to be agreed with the employing organization and must be contactable by telephone. Private Practice Schedule 6 of the Consultant Terms and Conditions of Service (Northern Ireland) 2004 will apply. Occupational Health He/she will be required to undergo a pre-employment medical by the Occupational Health Department before taking up the post. The candidate shall be required to produce a Certificate of Medical Fitness for Exposure Prone Employment. General Candidates selected for interview are encouraged to visit the hospitals to which the appointment relates and WHSCT will, on request to the HR Department make the necessary arrangements, in conjunction with Director or Acute Services or Mr Pat Hassett, Lead Ophthalmologist. Appointment to this post is available immediately.
