6 Comments on emission standards and fuel quality In countries where the second hand cars importation is forbidden, the S content in gasoline must be harmonized with Euro 5 standards (*). There are not an harmonization in diesel quality and HDV standards (*). Where the 50 ppm S diesel is available at local level, there are chances to reduce the emission of public transport. (*) Using World Wide Fuel Chapter as reference

7 Comments on emission standards and fuel quality Second hand cars importation is an issue in Caribbean and Central America, and also in Southamerica: Countries with some progress always have the risk of a step back; No restrictions to importations jeopardize the benefits of fuel improvements.

8 Regional Activities Peru: National task force Priorities: Clean fuels supply / national decision about invesments in refineries (New Law declares the upgrade of national refinery as a national priority and open the door for private participation); Emission standard and fuel quality hamonization: Type approval for vehicle/engine model. Annual Workshop on Clean fuels&vehicles from 2012: June 9th, 2014: Presentation and discussion of National Strategy for Clean Fuels and Vehicles

9 Regional Activities Paraguay: National task force leaded by Comission of Natural Resources of National Congress Promotion of more clean diesel: 500 ppm S standard in 2013; delayed this year. Law project for air quality protection define better conditions for emission and fuel quality standards Approved in first discussion in April, Final discussion in July. Air quality studies to demostrate the impact of diesel vehicles. Media work to get attention about transport and air pollution

10 Regional Activities Uruguay: Task force leaded by Ministry of Housing and Environment; 50 ppm S diesel available from March, 2014 (national refinery upgrade with loan from Venezuela with agreement about crude oil supply). Priorities: Emission standard and fuel quality hamonization: Type approval for vehicle/engine model. Take the chances of clean diesel promoting the use of DPF on buses (CCAC)

11 Regional Activities Caribbean: Subregional Conference on More and Efficient Vehicles, February Fase out of leaded gasoline ready in all the region; Diesel standard is ppm; Barbados has 50 ppm S. Jamaica has supply of 50 ppms. Gasolines below 100 ppm S Priorities: Promotion of 50 ppm S diesel in Public Transport; Second hand cars importations restrictions

12 Plans for 2014/2015 Different priorities in sub regions: South America: Fuel quality and emission standards harmonization (target of 50 ppm S, Euro V) Creation of more capacities in Type approval of vehicles/engines models; Introduction of more advance vehicle technologies in buses. Caribbean: After first sub regional conference, start up of national activities (Jamaica, Barbados, St Lucia); Focus on clean diesel and second hand cars importation. Central America: First sub regional event; Start with national activities (Guatemala).

13 Looking Forward We will face process to turn over huge bus fleets during the coming years Sao Paulo will replace buses up 2020 Santiago will replace up to 2020 Lima extension of BRT projects. Those buses will stay until Potential health benefits are enormous Latin America developed the concept of Bus Rapid Transit Buses, Availability of 50 ppm S at city level give the opportunity for more advance technology in BRT (diesel Euro VI?, massive introduction of DPF, electric mobility). Opportunities for sinergies with CCAC. Type approval is a key issue to address; Creation of more capacities and horizontal cooperation are needed.
