1 ENVIRONMENTAL MANAGEMENT PLAN INTRODUCTION SYDNEY METROPOLITAN BUS SERVICE CONTRACT (SMBSC) 1 Busways has been awarded the contract to provide bus services in the Sydney Metropolitan Bus Service Contract (SMBSC) 1 area which includes Blacktown, Penrith and Windsor. Busways has been operating buses in the Blacktown area for more than 70 years. The SMBSC involves taking over the services previously operated by Westbus (Penrith) and Hawkesbury Valley Coaches (Windsor). The annual bus patronage is more than 16 million and Busways uses 300 buses and employs over 300 people to provide the services in the contract area. Busways is committed to providing quality bus services to the community that exceed customer expectations. This includes minimising our impact on the environment through the efficient use of our resources in the provision of bus services. Public transport makes a positive contribution to the environment. A bus only needs to be carrying 6 passengers to be more energy-efficient on a per passenger km basis than a single occupant car. BUSWAYS ENVIRONMENTAL MANAGEMENT RECORD Since our first Environmental Management Plan in 2008 we have implemented many actions that have and improved our environmental performance. These have included: Active participation in the RTA s Clean Fleet program Implemented a recycling program across depots and Head Office for: paper; ink cartridges; mobile phones; oils; thinners; metal; batteries; and coolants Installed sensor lights in offices and workshops Raised employee awareness of environmental issues through training and newsletters Limited air conditioning in offices to core hours Implemented purchasing preference for carbon neutral printers to produce our timetables Installed rainwater tanks at depots Implemented program of replacing old hot water systems in workshops with energy efficient heat pump systems Worked with bus builders to improve fuel efficiency through reducing the weight of bus bodies 1
2 TfNSW ENVIRONMENT AND SUSTAINABILITY POLICY FRAMEWORK In May 2013, TfNSW issued its Transport Environment and Sustainability Policy Framework. 1 It outlines TfNSW s approach to improving the environmental sustainability of the transport portfolio. The framework will be implemented across the transport cluster. This includes developing strong and trusted relationships with its partners to ensure transport services and infrastructure meets the expectations of its stakeholders value for money, innovation and environmental performance. 2 The Framework includes indicators and targets. TfNSW intended to prepare action plans around the indicators and targets by June As at February 2014, these plans have not been made publicly available. The framework is being used as a reference document for Busways Environmental Management Plan. 4 BUSWAYS ENVIRONMENTAL MANAGEMENT PLAN The Environmental Management Plan has been built on a review of: Busways Environmental Plan The TfNSW Transport Environment and Sustainability Policy Framework Energy saving strategies in US transit agencies 4 Environment management plans by other operators. The Plan outlines actions that ensure that we meet our obligations under the following Acts and regulations: Protection of Environment Operations Act 1997 Protection of Environment Operations (General) Regulation 2009 Protection of Environment Operations (Waste) Regulation 2009 Protection of Environment Operations (Clean Air) Regulation 2009 Protection of Environment Operations (Noise Contrtol) Regulation 2009 Sydney Water Act 1994 Diesel National Environment Protection Measure (NEPM) The Manager, Marketing and Sustainability has responsibility for overseeing the implementation of the Plan. However, all managers and staff will need to work together to achieve the outcomes. The Plan will be reviewed annually to ensure that it aligns with TfNSW objectives and takes account of developments in environmental management. 4 Transit Cooperative Research Program, Energy Savings Strategies for Transit Agencies, TCRP Synthesis 106,
