Our Hosts for the NAFC s 45 th Annual General Meeting (AGM) and 27 th National Annual Youth Forum is the Ontario Federation of Indigenous Friendship Centres (OFIFC) and the 29 Friendship Centres in the Province of Ontario. The 27 th National Annual Youth Forum will be held from July 23-25, 2016 at the Native Canadian Centre of Toronto, 16 Spadina Road, Toronto, ON. 2 HISTORY OF THE ONTARIO FEDERATION OF INDIGENOUS FRIENDSHIP CENTRES (OFIFC) In 1971, the Ontario Federation of Indigenous Friendship Centres (OFIFC) formed in direct response to the growing needs of Indigenous people, assisting those who relocated from remote reserve communities to urban centres throughout Ontario. Today, 84% of Indigenous people in Ontario live off- reserve in small towns and large urban city centres, seeking a better life and contributing to the urban landscape. Representing a network of 28 member Friendship Centres in Ontario, the OFIFC is Ontario`s largest off- reserve Indigenous service delivery structure. With a collaborative emphasis on research, policy development, program implementation and evaluation, the OFIFC is positively transforming the lives of Indigenous people in areas of healthy child and youth development, education achievement, employment and training skills acquisition, housing and homelessness, justice, health and mental health. Over 500 Friendship Centre staff provide services in 28 Friendship Centres and key delivery sites throughout Ontario. All are trained in program outcomes, cultural competency, governance, community engagement, and professional development. Every year, over 120,000 units of service are collectively provided to urban Indigenous people throughout Ontario, from Atikokan to Windsor. Friendship Centres in Ontario are trusted community hubs for many urban Indigenous people who increasingly are participating in the evolving dynamic of Canada`s largest province by regaining their culture, dignity and pride. Mobile: Fax: bjackson@nafc.ca AGM HOST HOTEL & VENUE ACCOMMODATIONS: The NAFC s 45 th Annual General Meeting and 27 th National Annual Youth Forum host hotel will be the Chelsea Hotel, Toronto. Hotel guest room accommodations for both the 2016 AGM and Youth Forum will be at the Chelsea Hotel. The Chelsea Hotel, Toronto (formerly the Delta Chelsea Toronto and briefly the Eaton Chelsea) is the largest hotel in Canada, located in Toronto, Ontario and is located at 33 Gerrard Street West. The hotel has something for everyone with a total of 1,591 guest rooms and suites on 26 floors with 5 basements and 18 elevators. It was planned as a residential condominium building by Toronto architectural firm Crang and Boake but it opened as a hotel on October 15, The Chelsea Hotel is located within the Downtown Yonge area of downtown Toronto, and is situated between the College Station and Dundas subway stations on the Yonge- University Spadina Line. In addition to the 1,590 guest rooms and suites and four restaurants, the hotel also has a full spa, meeting areas, conference rooms, an underground parking garage, a KidZone (as the hotel bills itself as a family- friendly destination), and an indoor swimming pool which has Toronto's only downtown, indoor 130 feet corkscrew waterslide. 6 The NAFC has blocked off a total of 1100 guestroom nights starting on Saturday, July 23, 2016 through to Friday, July 29,2 016 at the following discounted guest room rates: Chelsea Rooms Single & Double rate $139; Triple rate $169 and Quad rate $199. These rates are quoted in Canadian funds and applicable taxes, levies and fees are additional to the room rate quoted. Each extra person sharing a room will be charged an additional $30 per night. There will be no charge for children up to and including the age of eighteen (18) years who share with their parents. Maximum occupancy per room is four (4) adults and children. The Chelsea Hotel, Toronto is pleased to provide a smoke- free environment. Check in time is 3:00 pm. Every reasonable effort is made to accommodate guests arriving before the check- in time, however rooms may not be available until 3:00 pm. Check out time is 11:00 am. Requests to check out time after 11:00 am should be directed to the Assistant Front Office Manager, on the day of departure. Should it be possible to extend a late checkout, a late departure charge may be applicable. Delegates will be responsible for making their own reservations directly with the hotel. The hotel will be providing the NAFC with a private web link for our delegates National Association of Friendship Centres to reserve our special contracted rate. Delegates may also call the hotel directly, toll free or locally at (416) Delegates must identify themselves as part of the NAFC to take advantage of our discounted group rate and call prior to June 30, 2016 in order to qualify for our group rate and ensure availability. Callers who do not identify their affiliation with the NAFC will be quoted the prevailing rates and the hotel will not make any rate adjustments after the check- in. The cut- off date for reservations will be June 30, Individuals must cancel their reservation at or before 4:00 pm Toronto time, on the day of arrival in order to avoid forfeiting one (1) night s room and tax charges. All expenses with respect to attending the NAFC AGM or Youth Forum, including guestroom arrangements, will be the responsibility of the guest/friendship Centre/PTA to cover and clear upon departure. 9 EXPENSES: Friendship Centres and PTAs are fully responsible for all of their delegates, youth and observer expenses for and during the Youth Forum and AGM (i.e. meals, hotel, transportation, including Airfare, taxis, shuttle and incidental costs (i.e. deposit for use of telephone in hotel room, etc.). The NAFC will reimburse each Friendship Centre and PTA for one youth delegate s travel only to attend the AGM. The youth delegate must be a registered voting delegate for the AGM, must be between years of age and must be in attendance at the AGM. Expense claims for the travel reimbursement will be available in the AGM kits and need to be submitted within four (4) months following the AGM (November 29, 2016). AGM WORKSHOPS: This year, our hosts the OFIFC will be sponsoring and offering pre- AGM workshops prior to commencement of the NAFC s 45 th Annual General Meeting. Workshops will take place at The Chelsea Hotel on Tuesday, July 26, 2016 from 9:00 am 4:00 pm. All delegates and observers are encouraged to attend. Lunch will be provided and sponsored by the OFIFC. 10 Every year the NAFC, in conjunction with the Aboriginal Youth Council (AYC), hosts an annual Youth Forum for the Youth members of the Friendship Centre Movement. With input and feedback from the youth membership, the AYC chooses workshops for the Forum, while the host Friendship Centre typically selects a theme. Social and fundraising activities are organized among the host Centre, AYC and National Office. The 27 th Annual Youth Forum will be held July 23-25, 2016 at the Native Canadian Centre of Toronto (NCCT). Friendship Centres and PTAs are encouraged to send youth, between the ages of years of age, to attend the 27 th Annual National Youth Forum held just prior to the NAFC AGM on July 23-25, Only two youth from each Friendship Centre and PTA can have voting privileges. The same applies as with your AGM voting delegates - guest room accommodations and all expenses must be provided by the Friendship Centre and/or PTA. The Friendship Centre Youth Movement continues to grow rapidly and its strength can be attributed to the participation of Youth within local Friendship Centres and their respective regions. The Aboriginal Youth Council (AYC) utilizes the Youth Forum to discuss ideas at a national level and hold their elections. The Youth Forum is an opportunity for the Friendship Centre Movement (FCM) youth to connect with each other and build solid relationships that may not be possible via telephone or . The FCM youth and the AYC get to experience their own form of an Annual General Assembly and can feel like their voice is heard. The Annual Youth Forum provides the opportunity for the youth to be involved and give direction to the initiatives of the Aboriginal Youth Council (AYC). In addition, the Annual Youth Forum: Provides a national youth voice to the NAFC; Generates ideas for youth programs; Creates unity; Promotes and facilitates communication and information sharing; Fosters education and leadership training; Provides youth with skills and knowledge to increase their employability; Provides a place for decision making that affects youth; Promotes volunteerism; Identifies current youth issues on a community level and nationally; Promotes social conscience and responsibility on a number of relevant issues; and, NAFC 45 th ANNUAL GENERAL MEETING 2016 PAGE 10

11 Assists local youth in finding a place within the Friendship Centre Movement, including both cultural identity and general identity as a young person The following positions are up for election this year at the Youth Forum: AYC President (2- year term) AYC Secretary (2- year term) All youth delegates running for AYC Executive positions must have the following three (3) items: 1) A letter of support from their local Friendship Centre and/or PTA, supporting their nomination to run for an AYC Executive position(s); 2) A letter of intent to run for position(s), and; 3) Their Letter of Credentials. The Annual Volleyball Tournament will be held on Monday, July 25, Location and further details will be provided once the volleyball tournament has been confirmed and finalized. Chaperones are not available through the Aboriginal Youth Council (AYC), the NAFC, the Youth Forum, OFIFC or the Native Canadian Centre of Toronto. An adult should accompany all delegates under the age of 18 years during the Youth Forum and evening social activities. The chaperone could be a delegate who is 18 years of age or older from your Friendship Centre or another Friendship Centre within your region. The Aboriginal Youth Council is also requesting the Friendship Centre Movement to donate to the Youth Forum. Items such as promotional articles to be distributed as prizes and giveaways, a monetary contribution or items for the Annual Silent Auction would be greatly appreciated to help make the annual event a success. An information package regarding the 27 th Annual National Youth Forum will be distributed once more details are confirmed and will be posted on the NAFC website. When completed, you can send the registration form by mail or to or send to the NAFC national office once your youth delegates have been confirmed on or before July 22, TRANSLATION: Simultaneous translation in French and English is provided in the AGM assembly room and during the Annual Youth Forum (if required). For this reason, delegates are requested to present identification in order to pick up a receiver for use during these meetings. Receivers must be returned to the technician at the end of the meetings. There is a charge for any lost or receivers not returned to the technician s booth. RECORDING OF PROCEEDINGS: Proceedings will be recorded. The record of the AGM proceedings will be held by the NAFC national office as an official record for a period of three (3) years. ELDERS: Elders will be invited by the Ontario Federation of Indigenous Friendship Centres to be a part of the Youth Forum and AGM. Friendship Centres and PTAs are welcome to bring Elders and/or traditional people as they see fit. Please note that the costs to bring Elders to the AGM are at the expense of your Friendship Centre and or PTA. NAFC BUSINESS OFFICE: There will be an NAFC Business Office on site at the Chelsea Hotel Toronto where delegates, NAFC 45 th ANNUAL GENERAL MEETING 2016 PAGE 12

13 attendees, and observers can direct all questions. The office is there to assist delegates, attendees, and observers during the AGM and National Youth Forum. CAUCUS/BREAKOUT ROOMS: There will be caucus/breakout rooms available at the Chelsea Hotel Toronto during the Youth Forum and AGM for Friendship Centres, PTAs, Senate, AYC to meet. MEMBERSHIP FEES: All Friendship Centres and Provincial/Territorial Associations are reminded, if you have not already done so, to forward your membership fee of three hundred dollars ($300) to the NAFC National Office. As has been the past practice, invoices will be sent out from the national office for the annual membership fee directly to each Friendship Centre and PTA. As per the NAFC Constitution and By- Laws, membership fees ($300) are due and payable no later than the 31 st day of May in each year, and if the said fees are not paid by that date, the member in default shall automatically be expelled from the Association until such time as the arrears are paid to date. If membership fees are not paid in full, your voting delegates are not eligible to vote during the Annual General Meeting. REGISTRATION: Pre- registration for delegates, youth delegates and observers is strongly recommended and encouraged for participants attending the NAFC AGM. For those delegates not able to pre- register, registration will take place on Tuesday, July 26, 2016 from 9:00 a.m. - 7:00 p.m. at the Chelsea Hotel Toronto. The Friendship Centre Movement will be able to register your delegates online. 14 All Friendship Centres and PTAs are requested to register online. If you are unable to register online, please complete the registration form included with this memorandum. When completed, you can send the registration form by mail or to or send back to the NAFC national office once your delegates have been confirmed on or before July 22, Registration will be closed on Wednesday, July 27, 2016 at 12:00 p.m. (noon). At that time, all voting delegates must be registered and have submitted their registration form and/or proxy form for eligibility to vote or carry a proxy vote. PROXY FORM: Please be advised that according to the NAFC Constitution and By- Laws, delegates exercising proxy votes shall be entitled to hold no more than four (4) proxy votes at one time. A delegate who is not able to attend a meeting or a delegate who must leave a meeting early may assign his or her vote to any other delegate in attendance at the AGM. Such assignment must be made in writing and must be deposited with the Secretary of the Association, or the Credentials Committee, if any, at the time the delegate who wishes to exercise the proxy registers and the assignment must set out when the proxy takes effect. This means that only registered delegates can be assigned to hold a proxy. Observers cannot be assigned a proxy vote. Only youth delegates may be assigned youth proxy votes. Regular voting delegates may not be assigned youth proxy votes. However, youth delegates may proxy both delegate and youth proxy votes. Proxies must be submitted before required deadline of Wednesday, July 27, 2016 at 12 noon. A Proxy Form Letter is provided with this memorandum. Any delegate(s) who is unable to attend and would like to proxy their vote(s), please note that you will still be required to complete the attached proxy form and send by mail or to the NAFC national office before July 22, 2016 (registration@nafc.ca). The online registration system does not allow for delegates to proxy their votes. However a voting delegate will still need to register online and then submit the proxy form indicating who they are going to proxy their vote(s) too. Please ensure your youth delegates to the NAFC AGM are provided with a copy of the AGM meeting kit. Please note that this is a first draft of the AGM Agenda and it is subject to change. OTHER: Guest speakers and dignitaries will be invited by the NAFC and the OFIFC to speak and welcome delegates to Toronto, ON on Tuesday, July 26, 2016 during Opening Ceremonies or at some other time on the agenda.
