PUBLIC COMMENT LIGHTNING ROUND COMMENTS & REPORTS a. Steve Twiig expressed his cocer for the Democratic Party-cotrolled State Legislature, especially with regard to the Propositio 13 issue. b. Heirich Keifer told of the cotiuig efforts to save the SouthWest Museum. c. Rusty Millar would like to see evolutio of a policy by which LANCC motios ad policy statemets are actively directed toward the decisio makers ad the Public. For istace, he would like to see a policy statemet o the City Reveues collected or deferred for the ew owership of Dodgers & Frachise Fees support for ESPN ad Foreig Laguage Chaels. d. Nia Royal spoke of the LA Clea Sweep project e. Daiel Wisema got a roud of applause (for Grayce) whe he spoke of her as PERMANENT Geeral Maager. Cidy Cleghor aouced a special meetig i the Sulad-Tujuga Area. 6. The L.A.N.C. COALITION (aual) ELECTION OF OFFICERS Cidy Cleghor (LANCC Electio Supervisor) told us of the rules that gover these electios ad recet activities, icludig: #1 The Cadidates have all filed i a timely maer ad have bee qualified. #2 Oe perso is authorized to vote for each of these positios from each NC. 34 NCs were represeted ad the 50% plus oe majority (18) elects. #3 Each of the cadidates was give 1 miute to address the group. a. The ew LANCC PRESIDENT is Terry Gomes. He accepted the gavel ad assumed the coduct of the meetig.

Daiel Wisema spoke of steps ecessary to recreatio of the YNC Chael 35 Programs. Chael Supervisor Toy Ighai will wat a formal request from DONE. We will prepare 30 miute programs, usig recordigs of NC meetigs, o-locatio video of NC projects ad studio-based programs. Other NC Stakeholders with TV Productio experiece iclude Stephe Box, Michael Cohe, David Heradez ad others. We already have a library of timeless programs to assure regularity. Grayce welcomed the idea. 8. SPECIAL PRESENTATIONS: BONC (Board of Neighborhood Commissioers) - Commissioer Leoard Shaffer a. BONC is recommedig a chage of postig policy requirig Brow Act compliace (3-day, 72-hour otices) ad that oe of the 5-7 postig locatios be the NC s Website (or, perhaps, a cetral website created by DONE for all NCs. b. BONC is supportig a policy which recommeds allowig 5-miute presetatios (separate from Public Commet) o NC-approved statemets by official/authorized NC Spokespersos at all City Coucil ad Committee meetigs. c. BONC is supportig the DONE Budget request to maitai curret fudig (i.e. o 10% cut for DONE s Allocatio or the aual NC allocatios) d. RAPID RESPONSE TOPIC: $3 billio STREET REPAIR PROPOSAL Accordig to Dr. Leamer, the author of the attached UCLA paper, Mitch Eglader ad he had discussed the possibility of a Bod Measure Proposal for L.A. Streets several times over the past year. City Coucil Motio (CF # S1), below, was proposed, i haste, i just the last week or two so that it could be submitted for the May 2013 Electios. The proposal, below, has bee co-authored by seve of the 15 Coucil Members ad, therefore, is almost certai to pass. 1. Mitchell Eglader 2. Joe Buscaio 3. Paul Krekoria 4. Tom LaBoge 5. Paul Koretz 6. Herb Wesso 7. Jose Huizar Dr. Leamer s paper follows the CF documet. It is ot a study but the poit-of-view of these UCLA Aderso School of Maagemet faculty members. This proposal has already passed through the Rules & etc. Committee ad will be cosidered by the full Coucil o Wedesday, Jauary 9, a. Jack Humphreville oted that it is oe a may City Coucil actios desiged to raise more reveue from already over-taxed, uder-coviced ad exhausted voters. It is fiaced by a parcel tax (tetatively to be about $ 120 for a home valued at $ 350,000). b. Daiel Wisema poited out that this is a resurrectio of Bill Robertso s FY2006 Proposal for a 5 year, $ 285 millio fud for sidewalks repair. Today s proposal applies to our City s Streets ad he wodered whether or ot the sidewalks were part of the proposal as well. c. Steve Twiig spoke for seiors (ad others o a fixed or low icome) who will be impacted more severely that some other groups. 8 d. Iva Speigel raised the issue of prior otice ad o a timely basis. He said this was aother example of problems i the Water Shed / NC Respose Motio (CF # S7) which LANCC s cosidered, opposed last Jue. He drafted laguage for a positio by LANCC. Mr. Speigel s laguage was discussed ad several amedmets proposed ad passed. The fial laguage was put ito a MOTION as follows: Los Ageles Neighborhood Coucil Coalitio Resolutio o Proposed $3 Billio Street Repair Bod Measure Coucil File S1 Whereas, the City Coucil believes that the Neighborhood Coucils do ot iform their stakeholders about Coucil iitiatives; Whereas, the City Coucil requests better participatio i city issues by Neighborhood Coucils; Whereas, Coucilmember Parks held hearigs at the Educatio ad Neighborhoods Committee regardig Neighborhood Coucil participatio i city issues; Whereas, yet agai, the City Coucil, without ay warig or advace otice, itroduced a motio o Jauary 4, 2013 to place a three billio dollar bod measure o the May ballot, thereby agai silecig their stakeholders voice i this matter; Whereas, LANCC has already adopted ad trasmitted a positio to the City Coucil askig for 60 days time for Neighborhood Coucils to be able to weigh i o issues; Therefore: Be it resolved that this body motios ad approves that the Executive Committee immediately trasmit LANCC s oppositio to the City Coucil actio precludig the Neighborhood Coucils from weighig i o the ballot measure. Furthermore, the LANCC demads that a City Coucil decisio o this item be postpoed for 60 days util the 95 certified Neighborhood Coucils have a opportuity to hold a Brow Act compliat meetig ad report back to the Coucilmembers with their stakeholders views. After adjustmets for several amedmets, the above MOTION was PASSED by a Uaimous Vote (29 Ayes, 0 Nays, 0 Abstais). 10. RAPID RESPONSE TOPIC: SALES TAX Ballot Measure Recet City Coucil actios have resulted i placemet of a Bod Measure o the March 2013 electio proposig a oe-half cet icrease i the Sales Tax i order to reduce the City s recurrig Structural Deficit (estimated at $ 216 millio for FY ). Coucil believes that this would geerate aother $ 200 millio, ext year. a. Jack Humphreville has writte the OPPOSITION ARGUMENT which will appear with the ballot materials. He claims it was a back-room deal, hastily put together by Harvey Eglader (a major property ower) ad Coucil Presidet Herb Wesso. Jack sees this measure as just

9 aother burdesome expese for everyoe ad ot busiess friedly. He believes that it may drive busiess away. The $200M it may produce may help decrease the first year s Structural Deficit but it does ot solve the City s reletlessly icreasig Budget Deficits. All reforms implemeted by the City, to date, have bee isufficiet ad ieffective to achieve that ed. This is Jack s proposed Oppositio Argumet: ================================================================== Los Ageles Neighborhood Coucil Coalitio Resolutio i Oppositio to the Icrease i Our Sales Tax to 9.5% Jauary 5, 2013 Whereas the City Coucil has placed Measure A o the March ballot; Whereas Measure A, if approved by a majority of the voters, would permaetly icrease the City's sales tax by a half a cet to 9.5%, oe of the highest rates i the atio; Whereas the City Coucil placed Measure A o the ballot without adequate hearigs ad without seekig iput from the charter authorized Neighborhood Coucils ad other citizes; Whereas the regressive sales tax has a disproportioate impact o lower icome families; Whereas the icrease i the sales tax will drive busiesses, jobs, ad cosumers away from Los Ageles ad will cofirm the City's busiess ufriedly reputatio; Whereas the proposed sales tax icrease has o suset clause ad will therefore be a permaet tax eve if the ecoomy improves; Whereas the icrease i the sales tax will geerate $200 millio compared to the $300 millio icrease i labor costs ext year; Whereas the City has ot egaged i real budget ad pesio reform as persoel expeses are projected to icrease by over $750 millio over the ext four years, icludig a 50% icrease i required pesio cotributios to $1.3 billio; Whereas the City will have grated a wage icrease of 35% to its curret employees from 2005 to the ed of the curret cotract; Therefore, the Los Ageles Neighborhood Coucil Coalitio resolves that the icrease i the City's sales tax to 9.5% is ot i best iterests of the citizes of Los Ageles at this time ad urges a NO vote o Measure A. ================================================================== Jack cotiued: Furthermore, LANCC urges City Hall to egage i meaigful pesio ad budget reform where the City develops ad adheres to a Five Year Fiacial Pla, approves two year balaced budgets based o Geerally Accepted Accoutig Priciples, ad over the ext 10 to 15 years, repairs ad maitais our streets, sidewalks, ad the rest of the City's ifrastructure ad fully fuds its pesio plas.

10 b. Daiel Wisema spoke of the City s eed for fuds ad the poor ways it uses the moey it has. He said that these issues are beig cosidered by the NC Budget Advocates. They are collectig data ad developig cocepts which will be prepared for formal (face-to-face) presetatios to the Mayor ad City Coucil ad made public i their aual White Paper. He ivited all to participate i the NCBA13 activities. (This brief statemet was made i lieu of a formal item, the NCBA REPORT, o today s ageda.) c. Gle Bailey wodered whether or ot NCs ca take a political advocacy positio o a ballot issue like this. Grayce Liu respoded that this questios may eed City Attorey approval. RAPID RESPONSE TOPIC: STORM WATER MANAGEMENT/PARCEL TAX Ballot Measure aka CLEAN WATER, CLEAN BEACHES MEASURE preseted by Russ Brydo (L.A. Couty Flood Cotrol District) at the DWP Meetig, today. The hadout, below, glorifies the expected results of this proposal. The Daily News said (Jauary 6, 2013): that the Proposal would impose parcel taxes o L.A. Couty property owers to raise about $275 millio a year so the couty ca afford to meet risig stadards for Storm Water cleaup. Whether or ot the cleaup is ecessary ad the taxes are justifiable, the way the questio has so far bee put to property owers is a oily mess, the wrog way to get a accurate readig of public opiio. Most people became aware of the proposed tax

11 whe they were mailed a otice of ext week's meetig about it. The otice calls it a "fee," but that's sematics. Some recipiets complai the otice looked like juk mail. Those who opeed the evelope ad read the whole three-page letter leared this was step oe i the couty Board of Supervisors' bid for approval for the tax. Step oe: The couty is askig property owers who oppose the tax to register their disapproval by mailig back a tear-off "Protest Form" or by comig to the public hearig o Ja. 15. Step two: Assumig a majority of the couty's more tha 2 millio property owers do ot express disapproval, the proposal is likely to be implemeted by the Couty Board of Supervisors ad our Sewer Fees will be raised. I other words, people who do't wat to accept the added parcel tax measure must actively protest ad over half of the Couty s 2+ millio property owers must all make the same actio to avert the Board of Supervisors from submittig this Ballot Measure. This will be frustratig to the property owers who try to resist passage. These uprecedeted ad difficult methods may prompt a egative respose from the public.

TOPIC: Preparatios for ext year s NC CONGRESS A MOTION was MSP to assig Cidy Cleghor ad her associates to FORMALLY REQUEST that we hold a NC CONGRESS i FY ad to move forward with plas for that Cogress.
