2 CHC50702 Diploma of Community Welfare Work Workplace training is your first step to improving your career and embracing a new qualification without leaving the office. About this document Firstly, this document is useful. It s not a marketing tool. Treat it as pre-reading for your course and you ll start your learning with confidence and familiarity. Community Service Training Package Overview of Training Packages What is a Training Package? A Training Package is an integrated set of nationally endorsed competency standards, assessment guidelines and Australian Qualifications Framework (AQF) qualifications for a specific industry, industry sector or enterprise. Each Training Package: provides a consistent and reliable set of components for training, recognising and assessing people s skills, and may also have optional support materials; enables nationally recognised qualifications to be awarded through direct assessment of workplace competencies; encourages the development and delivery of flexible training which suits individual and industry requirements; and encourages learning and assessment in a work-related environment which leads to verifiable workplace outcomes. How do Training Packages fit within the National Training Framework? The National Training Framework is made up of the nationally agreed quality arrangements for the vocational education and training sector, the Australian Quality Training Framework (AQTF), and Training Packages endorsed by the National Training Quality Council (NTQC). How do Training Packages encourage flexibility? Training Packages describe the skills and knowledge needed to perform effectively in the workplace without prescribing how people should be trained. Training Packages acknowledge that people can achieve vocational competency in many ways by emphasising what the learner can do, not how or where they learned to do it. For example, some experienced workers might be able to demonstrate competency against the units of competency, and even gain a qualification, without completing a formal training program. With Training Packages, assessment and training may be conducted at the workplace, offthe job, at a training organisation, during regular work, or through work experience, work placement, work simulation or any combination of these. 3 Skill requirements The particular skill requirements of the industry will be reflected in compulsory and elective units of competency Essential skills will include: - effective, relevant communication and interpersonal skills - appropriate use of personal authority and influence - analysis and assessment - relevant literacy skills to meet reporting requirements. Essential knowledge will include: - factors affecting work in the industry (including social, legislative, statutory, political, economic and cultural factors) - philosophy and accepted practices of a particular work area - strategies for addressing individual differences (including those related to cultural, physical, economic, developmental, social and health issues) - legal and organisational requirements relating to duty of care, confidentiality and ethical practices Coverage for Specific Groups in the Industry The Qualifications Framework has been developed to ensure that there is no embedded bias or discrimination for any individuals or groups. It aims to ensure that: entry level qualifications reflect realistic jobs and do not present barriers to new industry entrants by defining unrealistic qualification requirements real career pathways and progressions through job roles are identified via the qualifications structure and the defined scope of coverage of individual units the structure of the Qualifications Framework does not necessarily embed pre-requisite qualifications or units that may have the effect of excluding industry entrance or progression the literacy and numeracy requirements that are identified match job requirements rather than training requirements. It will be the responsibility of the training provider to tailor training to meet learner needs qualifications and units are culturally inclusive and where necessary identify skills required to work within specific communities or with specific groups VETIS pathways have been identified to facilitate transition from school to work New Apprenticeship pathways are identified to provide for structured entry-level pathways and promote access to industry jobs qualifications and units address the needs of unpaid and paid workers in the industry qualifications and units are written in a way that will enable flexible delivery of training and assessment to ensure the needs of existing workers are addressed specific attention has been given to ensuring the needs of Indigenous communities will be addressed in the skills development framework. 4 Diploma of Community Welfare Work Overview of this qualification Workers in this role are usually also involved in service delivery, either direct client work and/or health promotion and community development projects. Workers at this level operate at an advanced skill level and may also have responsibility for the supervision of other staff and volunteers. Workers at this level are required to have an understanding of Indigenous culture and history and to work with local communities in the provision of services. Course Structure The Diploma of Community Welfare Work is comprised of 19 units of competency consisting or 15 Compulsory units and 4 Electives (these units can be chosen from other qualifications. CHCCD15B CHCCOM4B CHCCM3B CHCCS402A CHCCWI3B CHCGROUP3C CHCINF5B Develop and implement a community development strategy Develop, implement and promote effective communication techniques Develop, facilitate and monitor all aspects of case management Respond holistically to client issues Work with clients intensively Plan and conduct group activities Meet statutory and organisational information requirements Working with a range of individuals and in the community to facilitate public awareness and resolution of a range of issues. Applying higher level communication skills required for effective operation in the workplace. Facilitating all aspects of case planning. The focus of the work is assisting clients to address their own issues. On completion of this unit, the worker will be able to respond appropriately to clients that have complex issues. Delivering of targeted specialised client services based on individual case management and intervention. Participating in, establishing and leading a range of informal and formal groups in a variety of settings. Ensuring the information system of the organisation is effective and efficient. 5 CHCNET3B Develop new networks This unit describes the ability to liaise and facilitate linkages between all community services including specialist and generalist services in the community to ensure support of people in need. CHCOHS401A CHCORG28A CHCORG6B Implement and monitor OHS policies and procedures for a workplace Reflect and improve upon professional practice Coordinate the work environment On completion of this unit, the worker will be able to accurately implement and monitor defined OHS policies and procedures for a work place or area, within scope of responsibilities. The worker will also be capable of coaching the team in participating and contributing to OHS management issues. The worker will be able to perform duties as a safety committee member or a team leader in an organisation. This unit describes the knowledge and skills required evaluate own work, continuing selfdevelopment and effective supervision within an ethical code of practice. Undertaking supervisory and coordinating activities in work groups in community service organisations. CHCPOL3A CHCPOL4A CHCAD3A Undertake research activities Develop and implement policy Undertake systems advocacy Implementing research relevant to operations of the organisation. Developing and applying policy initiatives in the workplace. Describes the competency required to advocate to ensure that the rights and needs of consumers and clients issues are maintained within the broader rights and needs of the general community. Learning Materials CSIT learning materials are from a wide range of resources. The range of material is from academic text books to magazine articles. The study material is mostly supplied by CSIT while you are studying. However, there are some qualifications, which request that you purchase a text book for your studies. This purchase material will be useful in your employment and support you in a range of the self pace learning units of the course. Do I have to work in the City? No, If you are studying from a regional or rural area, you will receive a full induction into the qualification by your personal qualified teacher. Your teacher will ensure you have the material for the program and all your resources to complete the qualification. You will also make a series of appointments with your teacher for one-on-one fortnightly telephone, or face to face sessions to keep you motivated and on track with your learning agreement. How do I get assessed? As you progress through the course you will be expected to complete assessment tasks allocated by your teacher and submit them within the required timeframe. 6 activities should be attempted and submitted unless otherwise authorised by your teacher (e.g. you have made arrangements to apply for Recognition of Prior Learning). To achieve your qualification you must provide evidence that you meet the competency standard for each unit. Competence means having the skill and knowledge to correctly carry out a task, a skill, or a function to the required standard. This includes an ability to apply the required skills, knowledge and attributes in a workplace context. Your teacher will provide you with ample support and guidance regarding your assessment. Every unit also has an assessment outline to follow. Your teacher will review your evidence against the qualification s competency standards and assess your performance as either Competent or Not Yet Competent for each individual unit. Competent indicates that you have achieved the required competency standard. Not Yet Competent indicates that some aspect(s) of the competency standard have not been demonstrated at that point in time. It is to be in no way considered a fail and usually implies nothing more than a requirement to submit further evidence to demonstrate competency. If you are assessed as Not Yet Competent for any unit you will be provided with an opportunity to apply the feedback received from your teacher and submit further evidence for assessment. Portfolio of your work One of the ways you can demonstrate that you possess the required skills, knowledge and attributes is to compile a portfolio of evidence. A portfolio contains evidence that demonstrates your ability to perform a task, with the evidence mapped or cross referenced against the relevant competency standards. Evidence could be: Oral Questioning from Work booklet Certificates outlines from other non-accredited training organisations Internal Industry Training List Recognition of qualification issued by another RTO Formal Qualifications accredited Training Hardcopy or Electric Items of community service work This a 3 rd party report. Eg. This is a letter from someone else (usually a manager) that states your competence Submitting your work First you must complete all the assessments in the Assessment Outline or supply information for RPL, and then sign the bottom of the Assessment Outline before you sent it to us The assessment tasks can be completed on a word document, then you can print or save to CD. The last page called Record of Assessment must be electronically sign or print out and manual signed. Version Control V00032 November 2008 Page 6 of 7

7 The CD, printed material or assessment pages should be attached to the assessment package outline in a large A4 envelope, seal and the student name, student number be written on the front of the envelope. Just post it to CSIT and we will have it assess and give you feedback within three weeks. Your portfolio of evidence for RPL should be included will and other assessment take completed. If you are require to fill in the gaps will some assessment, then you have 21 days to complete this gap training to complete the unit. Assessment Extensions You are be expected to effectively plan and organise your portfolio of evidence, overcome barriers to completion and manage time constraints to submit your portfolio within the timeframe. Extensions will only be granted in extenuating circumstances. You will be expected to apply in writing (via , fax or post) to the CSIT Executive Director and request an extension at least 48 hours prior to your assessment deadline. English language, literacy and other skill requirements You should be aware that your assessment will require effective language, communication and interpersonal skills and the ability to write a range of documentation. However, we do offer special condition for people with a disability. All you need to do to receive assistance, is to provided a week after enrolment supporting documentation from appropriate qualified professional providing the following information: 1: the nature of the disability or medical condition and 2: the impact on your study. We will contact you to develop a plan that will assist you with your study. Upgrading through the Recognition of Prior Learning (RPL) RPL / Gap training combo is available to upgrade CHC02 qualification holders to CHC08. Upgrading to the new Certificate / Diploma is easy with CSIT RPL process and gap training options. MORE QUESTIONS?
