1 Proposed Terms of Reference for EIA Study Objective: In order to identify the environmental impacts due to construction and operation of the proposed project and associated facilities, a study will be undertaken to establish existing base line environmental conditions, predict impacts of the proposed project, suggest Environmental Management Plan and develop post project monitoring program. The Terms of reference (ToR) for conducting Rapid EIA study for the proposed project is described below: The components of the EIA study will include: Determination of baseline data using primary data generation and secondary data available from various government published reports on air, meteorology, water, soil, flora & fauna, socio-economics, infrastructure, sensitive areas (forests, archaeological, historical, etc.); Detailed description of all elements of the project activities during the operational phase. The elements to be analyzed will include the infrastructures of the project including drainage features, roads, waste collection, disposal and management and utility requirements. Identifying the sources of pollution and assessing the impacts on the environment due to proposed minor mineral mining. Preparation of EIA/EMP document with recom mendations on preventive and mitigative measures for limiting the impact on environment to the desired level during various stages of project. EIA Report: Executive summery Executive summary contains objective of the proposal, use of resources, justification of the project, etc. In addition, it will provide a compilation of EIA report, EMP and the post-project monitoring plan in brief. Project description: Justification of the project. Process description with process flow chart Land requirement for the project including break up of land requirement and its availability. Process and operation flow diagram. Quantity of fuel required, source and transportation, etc. Water requirement, Source, etc. Environmental Baseline Status The data for EIA study is proposed to be collected through field studies, literature review, and interaction with concerned Govt. Departments. The study area for the EIA study shall be the area within the 10 km radius of the periphery of the land to be acquired for the project. The data/information on Environmental Baseline Status will be collected as described below:

2 Land use The information on Land-use pattern will be collected from the Revenue Department, census of India book, District Gazetteer, SOI topo-sheets and satellite imageries. The land-use pattern will be classified as follows: Forest land Un irrigated Land Cultivable land Waste land, Barren land Irrigated agricultural land Water bodies Wet land, etc. Based on the remote sensing data, GIS information and satellite imagery, a detailed land use map of the study area will be prepared. Water Requirement & Source The quantity of water required by the project will be estimated. The sources of water and wastewater, if any, will be described in the report. Water quality & Resources The surface and groundwater sampling will be carried out at various locations in the study area. Fields studies will be conducted for one season as a part of the EIA study. Meteorology As a part of the REIA study, a micro-meteorological station will be installed near proposed project site. The parameters to be monitored shall include wind speed, wind direction, temperature, rainfall, cloud amount and relative humidity. The collected data will be used for preparation of wind rose diagrams and running the air quality model. Biological Environment Primary field study will be conducted to identify and enlist existing flora and fauna observed in the 10 km radius study area of the project. As a part of the study, secondary information on flora and fauna of the area will be collected from State Forest Department. The publications available in the form of maps and documents will also be collected and utilized. The data on the availability of various floral and faunal species in the study area will also be collected form Department of Forests and utilized. Socio-economic Environment The data on demographic profile in the study area will be collected using secondary data sources. The data to be collected is as follows: Demography Caste profile Literacy profile Occupational profile BASELINE ENVIRONMENTAL DATA GENERATION 1. Ambient Air Quality (AAQ): The baseline air quality will be monitored at various locations twice a week for one season for PM 10, PM 2.5, SO2 and NO x. AAQ

3 monitoring locations will be selected as per guidelines specified for selection of AAQ sites. Design of ambient air quality sampling network with regard to topography, population, sensitive locations, emission sources, background concentrations and possible impact zones, through application of screening air quality models for assessing air quality prior to start of baseline study. 2. Meteorological data: Micrometeorological data will be collected near project site for 3 months. Data will be generated for temperature, Wind speed, Wind direction, rainfall, cloud amount and Relative Humidity (min & max). This will be further supported by the meteorological data for the area of interest collected from nearest IMD Station and Trend analysis of micrometeorological data generated at the site. 3. Water Quality: Water samples, surface as well ground water, will be collected covering 10-km radius area. The samples will be analyzed as per IS-10500/IS and EPA Act as applicable. 4. Soil Quality: Soil samples will be collected from various locations and will be analyzed for the parameters such as texture, ph, salinity, electrical conductivity, organic carbon, NPK, Na, Mg, and Ca, etc. 5. Noise Levels: Noise monitoring will be carried by using well calibrated sound level meter on hourly observations for 24 hours at various locations. The monitored data will be compiled and statistical analysis will be carried out for L 10, L 90 and L eq. 6. Land use: Land use as per the district census handbooks will be analysed to identify the present land use within the 10-km radius area. Various land use classifications will be computed.. Accordingly a landuse map will be prepared. The study will be carried out through field visits and secondary sources of information. 7. Geology and Hydro-geological aspects: These aspects will be covered for the study area based on Secondary information sources (Geological survey of India and Central Ground Water Board, Delhi). 8. Ecological Studies (Terrestrial and Aquatic): Primary as well as secondary data will be collected for Flora and fauna of the study area through field visits and secondary data will be collected from concerned forest department. The survey will include assessment of the species diversity, density, abundance, etc. in the study area and formulation of ecological indices, assessment of likely effects on flora and fauna due to the project related activities, suggestions for conservation and protection of flora and fauna in the study area. 9 Socio-Economic aspects: Socio-economic aspects will be covered for the project area based on the Census documents and NIC database. Local and District administration will also be contacted for collecting the required data.

4 IDENTIFICATION OF SOURCES OF POLLUTION Data Generation This includes the following: Identifying the sources of pollution of air, water, land and noise; Quantifying the emissions from the pollution generating sources; and Quantification of solid wastes and likely disposal methods will be suggested. Sources of Pollution The likely sources of air, noise, soil and water pollution will be identified and quantified; The proposed pollution control measures envisaged in project area for fugitive dust, noise pollution and other environmental effects of each project activities will be assessed ; The present and proposed changes in land use pattern will be identified; and Based on various project activities, the likely impact on the environment attributes in project area will be identified by: o Estimating the air pollution levels for SPM, PM10, PM2.5, SO2 and NO x in the study area; o Estimating the source emissions for each project specific pollutants; o Predicting the noise dispersions for all the noise generating sources; o Predicting the impact of wastewater discharges, if any; o Studying the short-term and long-term effects on sensitive targets like endangered species, crops and historically/archaeologically important sites (if any). ENVIRONMENT MANAGEMENT PLAN A Rapid EIA Report based on one season field data generation will be prepared for the purpose of getting clearance from MoEF&CC. EIA/EMP will be prepared based on one season data. The Environment Management Plan (EMP) will include all the mitigative measures proposed under each significant environmental attribute. Anticipated Environmental Impacts: With the knowledge of the baseline conditions, Project characteristics, the intensity of construction activities and current critical conditions, detailed projections shall be made of the influence of planned units of the project on all the areas of social, physical and biological environment in the area. Based on the predictions, the critically affected environmental parameters will be identified for the proposed project. Environmental Management Plan (EMP): Environmental Management Plan will be developed to selectively mitigate the adverse impacts due to the construction and operation of various activities planned for the proposed project. Any modification needed to make the project environmentally compatible will also be suggested. EMP will include all the aspects covered during impact assessment phase as mentioned above.

5 Risk Analysis and Disaster Management Plan: A detailed risk analysis study comprising the following will be conducted: Identification of potential accidents Consequence analysis for each identified failure will be conducted Assessment of what the calculated risk levels portray. As a part of the study, a detailed onsite Disaster Management Plan shall be formulated as a part of the EIA Study. Environmental Monitoring Program Appropriate monitoring network as per regulatory compliance will be suggested. Conclusion Disclosure
