1 FACTSHEET ON SECURITY INDUSTRY CONFERENCE 2011 A: About Security Industry Conference (SIC) The Security Industry Institute (SII) organised the first Security Industry Institute Seminar 2010 for the security industry last year as an outreach session to the security agencies and in-house security employers. The seminar was well attended by about 240 participants, which saw a vast exchange of latest industry insights, knowledge and trends pertaining to the security sector. Representatives from the various supporting organisations, including SII, the Singapore Workforce Development Agency (WDA), Security Industry Regulatory Department (SIRD), Employment and Employability (E2i) and Security Systems Association of Singapore (SSAS) also presented on updated policy issues, new programmes and introduction on the latest security technologies / systems available in the market. This year, to elevate the platform further, SII organised the inaugural Security Industry Conference (SIC) for security agencies, in-house employers, security service buyers and other stakeholders of the security industry. The Security Industry conference theme is on Enhancing the Productivity Level of the Security Industry in Singapore. It is held on 12 October 2011 at the Suntec Singapore International Convention & Exhibition Centre in conjunction with the Safety and Security Asia 2011, an international safety and security technology and equipment exhibition organised by Conference & Exhibition Management Services Pte Ltd (CEMS). The conference is expected to attract a strong turnout of about 300 participants who are management-level representatives from security agencies, security in-house employers and corporations that include the security service buyers. Security companies will benefit from the conference through acquiring of new knowledge and measures that will enhance or improve the productivity level of their respective security operations / functions. 1/12

2 B: About SIC Speakers & Speaking Topics Invited key speakers and industry experts in the security industry include: KEYNOTE SPEAKER: PROFESSOR MARTIN GILL Director Perpetuity Research and Consultancy International, United Kingdom Professor Gill is the Director of Perpetuity Research and Consultancy International, a spin-off company from the University of Leicester where he is a Professor of Criminology. The company specialises in security management, risk management, crime and crime prevention. The Essential Comments of Truly Productive Security Professor Gill will draw upon interviews with security professionals across the world. He will provide a concise definitive explanation of Security Productivity and Security Risk, contextualising it for security companies and service buyers through understanding the impact of risk on productivity and essentially mitigating risks involved to enhance productivity. He will identify and outline the importance of the elements of a security programme. The most progressive security functions in the world are now looking at their role not as a business enabler; providing a service that is crucial to facilitating business operations. I am involved extensively in security training and it seems to me that the security world is hungry for new insights that provide for a more effective security service. Often opportunities are generated by new technologies, sometimes the focus is on improved practices which often start with a commitment to developing a strong security culture. A commitment to training and awareness is what most often separates the best from the good the average and the poor. (*AVAILABLE for media interviews upon request please contact IMSG) SPEAKER: MR EDILBERTO A CAPACETE JR Security Consultant, Philippines Mr Capacete has completed over 28 years with the Philippine National Police and was the previous Intelligence Operative Team Leader with the Manila Police District. He was involved in the gathering and interpreting of post blast evidence at many Improvised Explosive Device incidents throughout the Philippines as well as Asia. He is recognised by the Australian and American police and many antiterrorist agencies as a leader in the field of Improvised Explosive Device Disposal. 2/12

3 Case of Terrorist Bus Bombing in Manila, Makati City, Philippines in January 2011 Case study of a real terrorism incident - a bus bombing incident that happened on 25 January 2011 in Manila, Makati City, Philippines. 4 were killed and 20 wounded when a passenger bus exploded in the Philippines prime Makati City financial Metro Manila district. A powerful improvised bomb that was tucked under one of the seats of the bus caused the explosion. Mr Capacete is well qualified to comment on the bombing as he has experience as Chief Post Blast Investigator, National Bomb Response Team, Philippine Bomb Data Centre This case study serves as a reminder to the audience that terrorism threats are around the vicinity which thus highlights the vital importance of security. With the increasing manpower cost in country especially Singapore, productivity is certainly the key thrust most corporate and businesses should look at. However it is never easy to simply apply productivity in the security aspects without investing money and time in training and equipment technology enhancement. SPEAKER: MR TAN PUAY KERN Executive Director of Security, Marina Bay Sands, Singapore Mr Tan is responsible for security and investigations to the entire Marina Bay Sands Integrated Resort, including the casino, a museum, an Expo Centre, a retail mall, 3 hotel towers and a museum. He retired from the Singapore Police Force (SPF) in 2007 after serving 25 years. He held the rank of Senior Assistant Commissioner of Police then and has extensive knowledge and skills in law enforcement, crime prevention, security administration, incident and crisis management. Productivity Case Study on Marina Bay Sands Pte Ltd The role of a security officer in a modern integrated resort is not just about securing the property through access control procedures and systems. He has to perform a multitude of tasks in his daily routine. With limited resources, the only means to achieve success is through training, productivity and having happy security officers. 5 FACTSHEET ON SECURITY INDUSTRY & SECURITY WSQ A: About Security Industry The security industry comprises over 270 security agencies (SA) with more than 44,500 licensed security officers (SOs). The sector is projected to grow at a rate of 3-5% annually, in tandem with the projected economic growth of Singapore, with positions such as: Security Officers / Protection Officers / Enforcement Officers Auxiliary Police Officers Security Supervisors Aviation Screening Officer Operations Executives / Managers Security Consultants Chief Security Officer B: About Security WSQ Launched in 2006, the Singapore Workforce Skills Qualifications System for the Security Industry (Security WSQ) is a national credentialing system developed by WDA in collaboration with the security industry. It trains, develops, assesses and recognises individuals for competencies companies are looking for. The Security WSQ framework outlines the competencies required for different jobs in the security industry, and hence, sets the benchmark for all. It can be used to guide training, recruitment of new entrants, or even career progression pathways, which in turn, will help to raise the overall professional standards of the industry. Security WSQ teaches the relevant skills, often sought after by employers and service buyers. It covers unarmed security personnel and the auxiliary police force (or armed security). Each module can be taken at the learner s own pace, based on the learner s needs. When the learner has successfully completed each WSQ module, he/she will receive a Statement Of Attainment (SOA). Upon successful completion of the required number of modules, the learner will achieve a full Security WSQ qualification, which is available in 4 different levels (with accompanying occupational titles): Level 1 (Operational): WSQ Certificate in Security Operations Security Officers / Protection Officers / Enforcement Officers Security Screening Officers Level 2 (Operational): WSQ Higher Certificate in Armed Security Auxiliary Police Officers Level 3 (Supervisory): WSQ Advanced Certificate in Security Supervision Security Supervisors Level 4 (Managerial): WSQ Diploma in Security Management Operations Executives / Managers Security Consultants Chief Security Officer 5/12

6 Career Advancement through Security WSQ For those who are keen to join the industry, they may choose to enrol in the following two programmes available under the Security WSQ framework. 1. Security Officer Conversion Programme This four-month apprenticeship programme is specifically designed for individuals who are keen to join the Security Industry at the Operational Level. Candidates selected into the programme by the employers will first receive an employment offer and need to undergo both classroom as well as practical on-the-job training. Candidates will receive monthly stipend of at least S$1,500 during the entire programme. At the end of the programme, candidates will attain a full Security WSQ Qualification in the Certificate in Security Operations. 2. Security Supervisor Conversion Programme This six-month apprenticeship programme is specifically designed for individuals who are keen to join the Security Industry at the Supervisory Level. Candidates selected into the programme by the employers will first receive employment offer and need to undergo both classroom as well as practical on-the-job training. Candidates will receive monthly stipend of at least S$1,900 during the entire programme. At the end of the programme, candidates will attain a full Security WSQ Qualification in the Advanced Certificate in Security Supervision. Security WSQ trainees to date: Up to August 2011, more than 58,000 security personnel have been trained under the Security WSQ framework. Of which, more than 3,000 workers have attained a full WSQ qualification (Figures as of Jun 2011). 6/12

Funding for Security WSQ: Security WSQ training is heavily subsidised for Singaporeans who enjoy up to 95% funding under the Workfare Income Supplement (WIS) scheme. Non WIS Singaporeans or Singapore Permanent Residents enjoy up to 90% funding. 7/12

I look forward to rising to the operational management level within the next five years of my career. I welcome everyone to join the Security Industry. The sector is booming and the salary is better than before. Suraj Prakash Having more Security personnel with full Workforce Skills Qualifications certainly plays a significant role in the overall standard for the security agency, which will directly contribute to the industry as a whole. As an employer, we have to thank WDA for the initiatives and look forward to grooming more potential candidates and equipping our security personnel with relevant training that is essential to their career path. Rusli, Operations Director, Henderson Security Services Pte Ltd Training Pathway : EXEMPTED FROM Basic Licensing Units COMPLETED WSQ Advanced Certificate in Security Supervision (in Dec 2009) CURRENTLY PURSUING WSQ Diploma in Security Management (completing in Dec 2011) Career Progression: Security Supervisor (2008) Security Executive (promoted in Jan 2010 after completing WSQ Advanced Certificate in Security Supervision) Operations Executive (Jan 2011) Earmarked to handle greater responsibilities At the start of the 2007 global financial crisis, Suraj was retrenched from his job as a Sales Executive. Then, aged 24, he faced the responsibilities of supporting his retired parents with his younger brother. He turned to the security industry, which was thriving, to launch a brand new career. Shortly after joining the industry, he soon came onboard his current company, Henderson Security Services Pte Ltd, as a Security Supervisor. There, he was introduced to the Singapore Workforce Development Agency s (WDA) Security WSQ, which is based on industry standards, to be trained to become an security professional. Being a former Singapore Policeman NS man, he was exempted from basic licensing units such as Handle security incidents, Provide guard and patrol services. He immediately undertook his first WSQ Advanced Certificate in Security Supervision and 8/12

9 completed the course in December He was subsequently promoted to his next position as Security Executive in January 2010 that came with a pay increment. In January 2011, he was again promoted to his current position, Operations Executive, owing to his positive and hardworking attitude. Both promotions also brought him a $1,100 pay increment in all. Today, he supervises 11 security operations sites and manages 80 Security Officers. Relentless in his pursuit to upgrade his skills continually, Suraj is currently pursuing the WSQ Diploma in Security Management, which is due to complete in December this year. Come January 2012, he will be expecting his next promotion and pay increment. Then, he will handle greater responsibilities of running security operations in 15 sites and manage about 150 Security Officers. Suraj shared that the role of a Security Officer has expanded in recent years from merely providing protection services to operating security equipments e.g. CCTV, intruder alarms, etc. In addition, Security Officers on the frontline today are expected to be Service Ambassadors and soft-skills training such as handling customers enquiries and complaints, managing conflict or difficult situation are just as important. All in all, Suraj found that he has benefitted from the Security WSQ training thus far as being on the operations ground, he was able to apply what he has learnt from his courses. For instance, he could assess and address security risks through the measures he acquired and conduct security risk survey as well as plan and develop security risk control measures effectively. Moving forward, Suraj hopes to rise to the operational management level within the next five years of his flourishing security career. This has been Mr Suther s/o Naransamy Naidu s principle ever since he started his work life in the security industry since He started off as a security officer at the Imperial Hotel. Then, understanding the value of further education and training, he took up a module in hotel security with SHATEC in Even beyond his training, he worked hard to gain further hands-on experience to acquire more work knowledge which proved great career mileage to him later on. Over the years, he was steadily promoted from a security officer to security supervisor and eventually to chief security officer (CSO). In 1992, an opportunity came and he joined Cockpit Hotel as a CSO. For his efforts, the management of the hotel promoted him to be the operations executive for not only the security department, but the entire hotel. Four years later, Suther joined Miramar Hotel as yet another promoted position security manager. In 2005, Suther decided to explore another area of work and joined Top Guard Security Agency. Between 2005 and 2006, he recorded two major milestones in his career for receiving the Silver award in Service Excellence by Singapore Tourism Board (STB) & Singapore Hotel Association in 2005 and the Security Manager of The Year award by Security Association (Singapore) in Both awards truly brought him the recognition for all the hard work he had put in over the years. Finally in 2006, Suther joined his current company, Gallery Hotel, as the Security Manager. Never losing sight of the importance of continual education and training, he undertook the WSQ Diploma in Security Management, sponsored by his employer, at the Security Industry Institute (SII). With the Diploma education and training, as well as the support of patient and understanding trainers, Suther found that he could well apply the skills and knowledge acquired from the course to his job. The training drew from current trends in the security industry that enabled him to keep abreast of new evolvements and insights. He is also exposed to greater security knowledge in the commercial and private housing areas, which he was not involved in previously when he was in the hospitality area. Essentially although he has the real life work experience, the Diploma in Security Management taught Suther much more, especially the modules on conducting security survey and managing security agency within legal framework as well risk/threat analysis. With the support of the hotel management, Suther also made sweeping changes to Gallery Hotel s security system. Productivity and efficiency level surged as such and Gallery Hotel was awarded the Excellence Award in Security for the first time by the 10/12

11 Singapore Police Force together with STB and Singapore Hotel Association in Both Suther s superiors and subordinates look upon his training favourably. As he has grown in knowledge and competency to better dialogue with his higher management on critical issues as well as could impart his knowledge to his peers and subordinates. A strong believer in hard work coupled with perseverance and continual upgrading, Suther will strive to acquire yet greater knowledge and skills even into the golden years of his life to benefit his own career journey as well as his co-workers around him. B: SECURITY EMPLOYER MORRINE HENSON (Ms) Director, Alwatch Security Management Senior Vice President, Security Association (Singapore) We have sent more than 20 officers for WSQ training since The training has proved beneficial to our officers. They are much more focused during their duty hours and confident in their work abilities through the certification provided by the training. Morrine Alwatch provides security services for both commercial and residential areas. They first sent their security officers for the Security WSQ training in Reason being, they wanted to raise the performance standards of the company s security services. To date, they have sent more than 20 officers and will continue to do so going forward. The training has proved beneficial to Alwatch s security officers on the whole. There have been marked improvements in their performance. Now, their security officers on the ground are much more focused during their duty hours and are able to implement what they have learnt through the training. Their communication skills such as report writing and daily routine duties such as patrolling also display great pride and positivity through the values that they received through the training. Additionally, the training also brought intrinsic rewards to Alwatch s security officers. They are much more confident in their work abilities through the certification provided by training. On the whole, their sense of worthiness has grown towards their contributions to our national security compared to their pre-training days. 11/12
