This guide has been created by Film Flrida and the Gvernr s Office f Film and Entertainment t prvide yu with an utline t achieve that. Wrk with yur lcal film cmmissin t help cmplete it. It has been vetted by several underwriters and assembled under the guidance f Film Flrida s Hurricane Insurance cmmittee, with tw Flrida entertainment insurance specialists leading it. Fllw these guidelines and submit yur detailed plan with yur applicatin fr prductin insurance. It shuld help yu qualify fr prductin insurance during Flrida s trpical weather seasn, and pssibly see a substantial cst savings as well. Mre imprtantly, it can save lives. Saving lives, prtecting prperty, and mitigating the cst f yur windstrm insurance gd reasns t take the time t prepare prperly. YOUR HURRICANE PLAN: June 1 st t Nvember 30th It s imperative t have a plan f ACTION in place if yu sht in Flrida frm June 1 t Nvember 30 th, ppularly knw as hurricane seasn. Hwever, trpical strms can cause destructin and shuld be given the same cautins. Prductin cmpanies shuld put their hurricane plan in writing nt nly fr yur insurance carrier, but s that emplyees have a clear understanding f hw the cmpany will perate befre, during and after a strm. Businesses and individuals alike need t identify vulnerabilities ahead f time and take prtective measures. Page - 1 -

2 DETAILS OF YOUR HURRICANE PLAN Yur insurance specialist will need the fllwing infrmatin frm yu t present t the underwriters fr prductins planned during hurricane seasn. 1. Prductin infrmatin and dates Describe the type f prductin / prvide synpsis List dates f pre-prductin, prductin, and/r pst fr Flrida List lcatins, and any pre-existing preparedness plans, fr: Sundstages Prductin ffices Filming lcatins 2. Evacuatin Plans Are yur ffices, stages, lcatins, r cast r crew accmmdatins in a mandatry evacuatin zne? (NOTE: Utilize yur lcal film cmmissin t help determine fld znes, pre-determined evacuatin rutes, etc, fr yur prductin area!) List yur evacuatin and prtectin plans: Cast and Crew: Determine where they will g. Lcal: Will prbably have persnal hurricane plans, but will require sme time t implement them. Nn-lcal: Prductin shuld make plans t shelter them in a safe place, r t relcate them away frm the hurricane. Cntact htels in expected safe areas in advance, as they will bk up quickly befre a strm! Equipment and Vehicles: Yur plan shuld shw hw yu will keep them safe frm wind and fld hazards. A plan t return equipment befre a strm s impact will suffice. Watertight strage in a wind-safe structure shuld be cnsidered. Supply addresses and phne numbers f equipment rental huses and vendrs yu are using. Lcatins: Create a plan t secure yur lcatins, prductin ffices and sundstages. Determine alternates fr these facilities in the event any are damaged by the strm. Page - 2 -

3 EMERGENCY CONTACT LIST: Assemble emergency cntact infrmatin fr all cast and crew. Create a plan t re-cntact them after the hurricane has passed. 3. After-Strm Cntingency Plan Yur insurance carrier wants t knw yu have a plan in case yu are impacted by a hurricane: Are there shting lcatins that culd be nn-filmable after a hurricane? Are there suitable alternate lcatins in the area? List them. If yur prductin ffices are nt usable, have yu fund and are yu prepared t mve t anther site? Have yu access t generatrs if pwer is nt cmpletely available? Of majr equipment used, have yu arranged fr access t replacements fr strm-damaged equipment? 4. Designate Hurricane Plan Crdinatr & Staff Determine and prvide the member f the prductin team wh will be respnsible fr: activating the hurricane plan mnitring the weather advisries Name department heads wh will assist in implementing the plan, and wh they will be in charge f. 5. Disaster Kits Infrmatin abut creating a disaster kit shuld be prvided t all cast and crew. Disaster kits shuld include at a minimum, 3 days f supplies such as cash, fuel, first aid and medicines, fd and water, flashlights and spare batteries, clthing and bedding. The prductin shuld cnsider prviding sme f these fr cast r crew members wh might nt have the time t assemble them. WATCH VS. WARNING: WHAT S THE DIFFERENCE? A HURRICANE WATCH issued fr yur part f the cast indicates the strng pssibility that yu will experience hurricane cnditins within 36 hurs. This watch shuld trigger yur prductin s disaster plan (if nt sner), and prtective measures shuld be initiated, especially thse that require extra time such as securing a bat, leaving a barrier island, etc. A HURRICANE WARNING issued fr yur part f the cast indicates that sustained winds f at least 74 mph are expected within 24 hurs r less. Once this warning has been issued, yur prductin shuld be in the prcess f cmpleting prtective actins and deciding the safest lcatin t be. Page - 3 -

4 WHAT TO DO IF A HURRICANE WATCH IS DECLARED: Mnitr weather advisries cntinuusly. Majr advisries are issued by the Natinal Hurricane Center at 5 and 11 AM, and 5 and 11 PM, with supplemental advisries as needed. NOTE: Latest trpical weather updates are available at (That s the Natinal Weather Service s Natinal Hurricane Center website.) Fuel all vehicles. Re-check evacuatin plans. Re-check disaster kits. Prepare t secure lcatins, sundstages, prductin ffices, equipment and vehicles. Prepare t evacuate yur cast and crew. Prepare in advance, as means f travel and safe-area htels sell ut in advance f a majr strm. Travel -- Pre-bk flights, charter a bus, r bk ther means t safely mve yur cast and crew ut f harm s way. NOTE: Radways ften becme jammed and evacuatin can take many, many mre hurs than expected. Expect thse delays when planning yur evacuatin. Htels Bk rms in advance ut f the prjected path f the strm. A strm s hurricane impact can be felt fr a hundred miles r mre after landfall. Cntact the lcal film cmmissin fr fficial emergency annuncements, and t let them knw yur status. Lcatin filming permits will be withdrawn befre a strm s impact. Make sure all department heads are ready t implement yur plan. IF A HURRICANE WARNING IS DECLARED: Cntinue t mnitr weather advisries and fficial emergency annuncements. IMPLEMENT YOUR PLAN! Secure lcatins, prductin ffices, sundstages, equipment and vehicles against wind and fld damage (yur plan shuld list what s needed t d this.) Return equipment and vehicles where pssible t the vendr. Evacuate cast and crew t pre-designated safe shelter r away frm the hurricane-affected area. Distribute disaster kits t thse wh need them. Page - 4 -

5 Make sure the hurricane plan crdinatr and department heads have the latest emergency cntact lists, and are ready t implement the pst-strm cmmunicatins plan. Cntact the lcal film cmmissin fr fficial emergency ntices. RECOVERY FROM THE STORM: Implement yur cntingencies as necessary (as detailed in yur hurricane preparedness plan.) Re-establish cntact with all cast and crew. Assess damage, if any, t lcatins, prductin ffices, sundstages, equipment and vehicles. Assess any safety issues related t these facilities. Begin clean up f any damage t yur facilities. Implement cntingency plans fr specific alternate lcatins, ffices, sundstages etc. Cntact lcal film cmmissin fr fficial annuncements and t resume btaining film permits. NOTE: Plice, fire and emergency persnnel are ften unavailable t assist filming fr extended perids after a hurricane s impact. SAFETY AFTER THE STORM: DRIVING: Car accidents are the main cause f injury after a hurricane; treat all intersectins like a 4-way stp, because traffic lights will ften be ut f service. Cmbine yur trips and drive nly if it s abslutely necessary. ELECTRICAL DANGERS: Stay away frm all dwned utility lines and d nt drive ver them. D nt wade in fldwaters after a strm. LIMIT PHONE CALLS: Limit yur phne calls t necessary nes and nly call 911 fr life threatening emergencies. T ften emergency calls can t get thrugh because t many peple have tied up the few available phne lines r still-wrking cell twers. HURRICANE FACTS What Yu Shuld Knw Abut Trpical Weather What is a Hurricane? A hurricane is a type f trpical cyclne, which is a generic term fr a lw- pressure system that generally frms in the trpics. The cyclne is accmpanied by thunderstrms and, in the Nrthern Hemisphere, a cunterclckwise circulatin f winds near the earth's surface. Trpical cyclnes are classified as fllws: Trpical Depressin An rganized system f cluds and thunderstrms with a defined Page - 5 -

6 surface circulatin and maximum sustained winds* f 38 mph (33 kt**) r less. Trpical Strm An rganized system f strng thunderstrms with a defined surface circulatin and maximum sustained winds f mph (34-63 kt). Hurricane An intense trpical weather system f strng thunderstrms with a well-defined surface circulatin and maximum sustained winds f 74 mph (64 kt) r higher. During hurricane seasn, which runs frm June 1st t Nvember 30 th, cnditins in the trpics becme ptimal fr the develpment f hurricanes. Each year, an average f 10 trpical strms, develp in the trpics. Of these, 6 are likely t becme hurricanes. While many f these strms d nt affect the U.S. castline, the threat f a majr impact frm a hurricane is still a real cncern. In an average 3-year perid, rughly 5 hurricanes strike the U.S. castline. 7 TROPICAL WEATHER CATEGORIES The severity f hurricanes and the ptential damage they can cause are classified in different categries f severity accrding t the Saffir-Simpsn Hurricane Scale. Categry 1: Winds 74-95mph - Minimal damage t building structures. Damage primarily t unanchred mbile hmes, shrubbery, and trees; als sme castal rad flding and minr pier damage. Categry 2: Winds mph - Sme rfing material, dr, and windw damage t buildings; Cnsiderable damage t vegetatin, mbile hmes, and piers. Castal and lw-lying escape rutes fld 2-4 hurs befre arrival f center. Small craft in unprtected anchrages break mrings. Categry 3: Winds mph - Sme structural damage t small residences and utility buildings with a minr amunt f curtainwall failures. Mbile hmes are destryed. Flding near the cast destrys smaller structures with larger structures damaged by flating debris. Terrain cntinuusly lwer than 5 feet ASL may be flded inland 8 miles r mre. Categry 4: Winds mph - Mre extensive curtainwall failures with sme cmplete rf structure n small residences; Majr ersin f beach areas; Majr damage t lwer flrs f structures near the shre. Terrain cntinuusly lwer than 10 feet ASL may be flded requiring massive evacuatin f residential areas inland as far as 6 miles. Categry 5: Winds greater than 155 mph - Cmplete rf failure n many residences and industrial buildings. Sme cmplete building failures with small utility buildings blwn ver r away. Majr damage t lwer flrs f all structures lcated less than 15 feet ASL and within 500 yards f the shreline. Massive evacuatin f residential areas n lw grund within 5 t 10 miles f the shreline may be required. NOTE: Lwer categry strms can smetimes inflict greater damage than higher categry strms, depending n where they strike and the particular hazards they bring. In fact, trpical strms can als prduce significant damage and lss f life, due mainly t flding, trnades, dwned pwer lines and lightning. * Sustained winds -- A 1-minute average wind measured at abut 33 ft (10 meters) abve the surface. ** 1 knt = 1 nautical mile per hur r 1.15 statute miles per hur.
