The Transprtatin Standard applies t cnventinal and specialized public transprtatin prviders that perate slely in Ontari, namely: Cnventinal transprtatin services such as: Transit buses Mtr caches Rail-based transprtatin (e.g., subways, cmmuter trains, etc.) Specialized transprtatin services fr peple with disabilities It als applies t: Other transprtatin services prvided by: Public schl bards Hspitals Clleges Universities Municipalities, including thse that license taxicabs r that prvide cnventinal transprtatin services Certain ferries

6 6 Examples f Wh May Be Exempt There are transprtatin service prviders that dn t have t cmply. Thse wh may be exempt frm cmpliance include: Limusines and twn cars Shuttle vehicles, fr example at: - Airprts - Htels - Casins Faith-based rganizatin vehicles Tur buses and tur/charter bats Private schl transprtatin Rides and trlleys/trams (as in amusement parks) Federally regulated transprtatin services such as airlines, VIA Rail and Greyhund

7 7 Requirements fr Transprtatin Service Prviders There are sme requirements cmmn t bth cnventinal transprtatin service prviders and specialized transprtatin service prviders, such as: Making infrmatin available t the public n accessibility equipment and features f their vehicles, rutes, and services. Prviding accessibility training t emplyees and vlunteers. Nt charging a fare t a supprt persn accmpanying a persn with a disability when that persn requires a supprt persn. Meeting additinal transprtatin-specific requirements in their accessibility plans. There are ther requirements that are unique t each specific type f transprtatin prvider, as utlined n the next few screens.

8 8 Cnventinal Transprtatin Service Prviders Accessibility ften prvides universal benefits. Fr example, stp annuncements n cnventinal transprtatin vehicles benefit peple with and withut disabilities. Sme f the requirements fr cnventinal transprtatin service prviders: Technical requirements: Meeting technical requirements prvided fr accessible lifting devices, steps, grab bars/handrails, flr surfaces, lighting, warning indicatrs and alarms, and rute signage Fares: Nt charging peple with disabilities a higher fare than peple withut disabilities, and nt charging fr string mbility aids r mbility assistive devices, such as wheelchairs r walkers Stp annuncements: Prviding n-bard audible and visual stp annuncements Seating: Prviding clearly marked seating fr peple with disabilities Service disruptins: Supprting peple with disabilities during service disruptins by ffering alternative accessible arrangements, if necessary, and accessible cmmunicatin Cmpliance dates range frm July 1, 2011 t January 1, Fr mre infrmatin n the specific requirements and dates fr cmpliance, refer t the timelines tl fr details. 9 9 Specialized Transprtatin Service Prviders Peple with disabilities wh are unable t use existing cnventinal transprtatin services due t their disability may be eligible fr specialized transprtatin services, if available in their cmmunity. If nt available, generally the cnventinal transprtatin prvider will be required t prvide an alternative accessible methd f transprtatin. Sme requirements fr specialized transprtatin service prviders include: Develping an eligibility applicatin prcess and implementing the eligibility criteria set ut in the regulatin. Charging passengers n mre than the fare charged n cnventinal transprtatin services. Making specialized services available t eligible visitrs. Crdinating cnnectins with ther specialized prviders in neighburing municipalities. Nt restricting the number f trips that a persn with a disability can request. 10 10 Other Transprtatin Service Prviders Sme f the requirements fr ther transprtatin service prviders: Public schl bards: Public schl bards (as defined in the regulatin) that prvide transprtatin services fr students must prvide integrated accessible schl transprtatin services. If that is nt pssible, r if it is nt the best ptin fr a student because f the nature f his r her disability r safety cncerns, then the schl bard must prvide apprpriate alternative accessible transprtatin services. Public schl bards must als develp individual schl transprtatin plans fr each student with a disability. Hspital, clleges, and universities: When requested, hspitals, clleges, and universities that prvide transprtatin services, such as shuttle buses, must prvide accessible vehicles r equivalent services. Ferries: Operatrs f ferries (as defined in the regulatin) must meet specific requirements fund under the Transprtatin Standard, as well as under the federal Ferry Accessibility fr Persns with Disabilities Cde f Practice. 11 11 Duties f Municipalities Taxicabs Municipalities must cnsult with their accessibility advisry cmmittee, if ne has been established, the public, and peple with disabilities t determine the prprtin f ndemand accessible taxicabs required in the cmmunity. Municipalities that license taxicabs must ensure that wners and peratrs f taxicabs meet specific requirements, which include: Nt charging higher fares r additinal fees t a persn with a disability. Placing vehicle registratin and identificatin infrmatin n the rear bumper. Making available vehicle registratin and identificatin infrmatin t peple with disabilities in an accessible frmat, fr example, by keeping a large print and Braille cpy f the infrmatin n hand. 12 12 Duties f Municipalities Bus Stps and Shelters Municipalities that ffer cnventinal transprtatin services must cnsult n, and plan fr, accessible bus stps and shelters in their cmmunity. T determine what is needed t make bus stps and shelters mre accessible, municipalities must cnsult with: Their accessibility advisry cmmittee, if ne has been established The public, and Peple with disabilities Any planning r steps t meet the gal f accessible bus stps and shelters must be included in the municipality s accessibility plan.
