2 Hurricane Operatins Plan Quick Reference Guide This dcument has been prepared as a quick reference which summarizes actins t be implemented by varius cllege activities in respnse t the threat f a trpical strm r hurricane. The Citadel s cmplete Hurricane Operatins Plan may be viewed at: CONCEPT OF OPERATION Operatinal Cnditin Levels (OPCONs) guide and cntrl respnse actin. OPCON system crdinated and used by all State and Lcal authrities. Each OPCON level (5 thru 1) represents a level f preparedness and respnse. An area under OPCON 1 has received an evacuatin rder. OPCON levels are fficially declared by Cunty Emergency Operatins Center s Directr, in crdinatin with the State Emergency Preparedness Directr and/r the Gvernr s Office. Baseline: Respnse plan activated 72 hrs prir t strm impact. If an identified strm is predicted t be f an intensity that will likely warrant the mandatry evacuatin f Charlestn Cunty, that evacuatin is planned t ccur during daylight and at least 16 hrs prir t the impact f gale frce winds; hwever, the predicted strm intensity, speed, time f impact (day r night), area f impact, etc, will influence hw much time is actually allwed fr evacuatin in each case. OPCONs 4 thru 2 identify actin required prir t the impact f gale frce winds r ther ptentially dangerus cnditins. OPCON 5 represents nrmal, day t day peratins during trpical strm seasn: 1 Jun 30 Nv. All timelines are estimates nly! Each strm is different and will be impacted by varying cnditins. Be prepared as early as pssible.

3 OPCON 4 Cunty EOC Actin: Upn receipt f a Natinal Weather Service advisry indicating a ptential threat t the Suth Carlina cast within the next 72 hrs, the cunty EOC Directr will mve the cunty frm OPCON 5 t OPCON 4. Citadel s Respnse: A sn as pssible, the Emergency Cuncil meets in Bnd 514 (Bnd 295 Alternate) t discuss the strm s ptential and begin implementing respnse. All campus activities will begin taking apprpriate actin t prepare the campus fr a strm and be ready t execute respnsibilities as utlined within the Hurricane Operatins Plan and its Annexes: Envirnmental Health & Safety Officer establishes liaisn with Charlestn Cunty EOC. Telecmmunicatins installs/checks cmmunicatin lines/handsets in EOC, Alternate, and Emergency Cuncil Chamber The Cmmandant s Office begins preparatry activities fr pssible evacuatin f cadets (e.g. rifle cllectin, transprtatin & shelter arrangements) and ensures that Cadet Cmmanders have an updated cadet tracking/ accuntability rster. TAC Officers check tracking/accuntability rsters t ensure that all cmpany persnnel are included and have a frm f transprtatin ut f the evacuatin area, shuld evacuatin be necessary. Facilities, Engineering & Safety meets t review prcedures and crdinate actin and persnnel assignments as utlined in Annex E f the Hurricane Ops Plan. Resident Architect ntifies campus cnstructin cntractrs t prepare fr pssible prject site shut dwn. Inspectin f campus fr unusual r difficult items that will require remval r special cnsideratins fr securing make arrangements. Executive Staff frwards updated departmental ntificatin rsters t the EOC. Class and activity schedules assessed in preparatin fr pssible mdificatins. Preliminary Guidance published t Faculty, Staff, and Students.

4 OPCON 3 Cunty EOC Actin: When the Natinal Weather Service frecasts gale frce winds (39 mph+) r higher, flding, r ther ptentially dangerus cnditins are likely t impact Suth Carlina within hurs, the EOC will mve t OPCON 3. A trpical strm r Hurricane Watch fr the Suth Carlina cast may be issued by the NWS during this perid. Citadel s Respnse: The Emergency Cuncil meets t discuss the cllege s state f readiness and the ptential fr Vluntary r Mandatry Evacuatin. The campus EOC begins limited activatin. Cadet Cmmanders issue cpies f Crps f Cadets shelter in-place/evacuatin prcedures and make sure all cadets are familiar with actins t be taken (Appendix 2 t Annex D f Hurricane Operatins Plan). Regimental Staff ensures accmplishment f required crdinatin with campus activities (Mess Hall, Facilities, Engineering & Safety, and Infirmary). Crps f Cadets turns in rifles n later than 48 hurs frm landfall. Regimental Operatins Officer establishes a 24 hr. phne watch t facilitate the passing f current strm infrmatin t the Crps f Cadets. Begin shutdwn f nn essential buildings r systems. Cntinue campus inspectin, cleanup and securing f prperty, and pre stage emergency equipment and supplies (generatrs, chainsaws, plastic, tape, etc.) as utlined in Annex E f Hurricane Ops Plan. Relcate, elevate, cver r therwise prtect cllege vehicles, bats, valuable equipment, supplies and recrds. Cancel classes and mdify ther n and ff campus activity schedules, as apprpriate. Citadel emergency cmmunicatins web site peratinal prviding faculty, staff, students, parents with critical infrmatin ( All activities finalize prcurement f emergency equipment and/r supplies. Department Heads prvide time fr persnnel t take care f persnal needs.

5 OPCON 2 Cunty EOC Actin: When the Natinal Weather Service frecasts gale frce winds (39 mph+) r higher, flding, r ther ptentially dangerus cnditins are likely t impact Charlestn Cunty within hurs, the EOC will mve t OPCON 2. The NWS may issue a trpical strm r Hurricane Warning fr prtins f Suth Carlina. Additinally, the Cunty EOC Directr, in cnsultatin with the SC Emergency Preparedness Divisin r the Gvernr s Office, may issue advisries recmmending (r mandating) the evacuatin f certain areas f Charlestn Cunty. The actual time frame fr the issuance f these advisries is dependent upn several variables. All evacuatins are planned t be initiated during daylight and cmpleted befre the arrival f gale frce winds. It is reasnable t assume that sme areas f Charlestn Cunty, including the Charlestn peninsula, may be under an evacuatin rder at the time OPCON 2 is declared. Citadel s Respnse: The Emergency Cuncil meets within 2 hrs f upgrade t OPCON 2. The Citadel EOC will mve t full activatin with supprt prvided as utlined in Annex A t facilitate 24 hr peratin. The Crps f Cadets is restricted t campus and prepared t execute actin utlined in Annex D. All campus departments cntinue wrking t cmplete preparatins and take actin t prtect critical facilities & prperty. If a Mandatry Evacuatin rder f the campus is NOT expected : The Crps f Cadets and essential Crps supprt staff will be restricted the barracks and will take actin as utlined in Appendix 2 f Annex D. All will maintain strict accuntability f their assigned persnnel at all times. Thse campus activities which prvide critical supprt t the Crps f Cadets will prepare t execute assciated duties as utlined in Annex C Last minute guidance and directin published fr disseminatin t campus persnnel, students, parents and thers with an interest.

Cmmandant prescribes departure unifrm fr Crps f Cadets. Last minute guidance and directin published fr disseminatin t campus persnnel, students, parents and thers with an interest. Upn rder f the President, The Crps f Cadets is released by battalin. Mark Clark Hall Lunge is designated as the cllectin pint fr cadets wh have nt yet secured transprtatin at the time f final barracks clsure.
