2 Christmas Rush The office leasing market traditionally gets busier in the lead up to Christmas and 2014 is proving to be no exception as tenants look to make accommodation decisions before the end of the year so they can relocate in the generally quieter business environment of the early New Year. There has been a lot of publicity about record low office vacancy rates in Auckland, but this relates to prime space at the top end of the market and there is still a reasonable supply of good quality, affordable office space available for immediate occupation. We are aware of at least 25 leasing transactions involving more than 500 square metres of space that are under negotiation at the moment in the CBD and fringe central city locations such as Ponsonby, Parnell and Newmarket, as tenants look to make a commitment before the year has run its course. 4 New life for older buildings Current strong demand for good quality office accommodation is providing the impetus for a number of owners of older but well located buildings to upgrade their premises to A-grade quality. Office Leasing Focus looks at two examples. Increasing numbers of older buildings are being pulled into the 21st century s appearance and energy conscious office market through major refurbishments designed to increase their attractiveness to tenants. Some of this is the result of normal market churn, when landlords take the opportunity to upgrade their premises when tenants move on to new buildings, says Rob Cross, Bayleys Commercial Leasing Manager. However, there is added impetus to renovate at present because demand for quality premises is outstripping supply and rentals are moving up as a consequence. These refurbishments, in combination with the new building developments that are taking place, are creating a range of new opportunities for tenants at a time when they are much needed. Inside job a significant internal refurbishment of Chelsea House, vacant for nearly a decade, is attracting tenants. A good example of this is the substantial refurbishment being undertaken on Chelsea House at 85 Fort Street in Auckland s CBD by Bledisloe Property Group. The repositioning of this building, developed in the mid 1950s for Colonial Sugar Refining Company s New Zealand head office, will provide a new leasing opportunity particularly targeted at smaller businesses. There have been a number of grand high rise development schemes proposed for this site and the neighbouring property containing the former Shacklock warehouse building but none of these proved to be feasible. Instead, a major refurbishment of the buildings has already attracted tenants ahead of completion. The two-level 606m² Shacklock building has been leased in its entirety to innovative vehicle rental company, Jucy, and will be its head office. Levels 3 and 4 of Chelsea House are also already leased to separate tenants. Bledisloe Property Group is working with Fearon Hay Architects, project managers RCP and construction company Alaska on the refurbishment which includes the creation of a laneway between the two buildings. Fearon Hay is widely recognised for its expertise in the refurbishment of older buildings and our brief to them was to modernise Chelsea House but to retain its historical integrity, says Bledisloe Property Group s General Manager Ben Snelling. The building has great bones with floor sizes that are suited to boutique businesses and professional firms. The refurb is focused on providing character office space but with the latest building services. Chelsea House, which has been vacant for the best part of a decade will have a bistro and cafe at ground level, which will spill out into the laneway, with eight levels of office accommodation above. The existing 300m² office floors have been stripped back to their raw state to create open plan space featuring exposed high stud ceilings and polished concrete floors, with walls plastered and hand painted to retain their heritage look. The stairwells are also being renovated, with terrazzo flooring and stainless steel balustrades, new bathrooms installed and the foyer is undergoing a complete makeover. Early on in the redevelopment, an artistic gem was uncovered in the lobby entrance a large mosaic glass mural, created by renowned architectural design artist Milan Mrkusich in 1960, but lost behind an internal façade in later years, says Snelling. The tall multi-coloured mural will be the feature of the building s foyer, creating a striking entranceway for both occupants and visitors. The structure of Chelsea House has been strengthened to bring it up to an A-grade seismic rating and its modernisation also involves a complete overhaul of building services. This has included air-conditioning, lighting and lifts plus new telecommunications, security and fire systems and the addition of bike racks and showers. A feature of the redevelopment is the unique rooftop leasing opportunity designed to take advantage of the building s northwesterly aspect. This will encompass 176m² of new space with extensive glazing plus a 115m² terraced area. Snelling says this could appeal to a tenant in the creative sector or to a live/work type of business. On the North Shore, a decision by Smales Farm investors to expand their Takapuna property holdings by acquiring and refurbishing two buildings in Fred Thomas Drive has paid off. It has brought fresh space to market at a time when the no vacancy sign is temporarily up on the nearby flagship Smales Farm development. The three-level, 1980s constructed office building at 4 Fred Thomas Drive along with the former bowling alley building at No 2 were acquired in a receivership sale. Smales Farm General Manager Daniel Henderson says the company recognised potential in the buildings because of their location close to the motorway, Takapuna s CBD and Smales Farm, the abundant carparking they offered (330 spaces between the two buildings) as well as the opportunity to add value. Smales Farm appointed architects Stephenson & Turner NZ to help develop a creative concept for the building to enable it to reach its full potential. A major makeover of the 9,176m² premises included installing new lifts, air-conditioning and security systems, new flooring and doors, a completely remodelled foyer and feature lighting. Outside, a new landscaping plan along with spring cleaning, repairs and painting has given the building a fresh, clean look. It was important that we improved not only the appearance of the building but also its operating efficiency, which is a major consideration for occupants these days, Henderson says. Everything we did had to be energy efficient such as replacing the foyer lights with new, longer life LED ones and changing the previous 450 watt external lamps to 75 watt ones which provide the same light output. The new lifts are also significantly more energy efficient. Henderson says the building, which has an A+ seismic rating, has been modernised everywhere it can be to bring it up to an as new quality property. This enabled new long term leases to be negotiated with a number of the existing tenants and has also attracted new tenants. Some rejigging of tenancies has also opened up 2,700m² of space on the top floor which Bayleys leasing agent Paul Hain says makes it the largest single office floor area currently available for lease in the Auckland market. Smales Farm has given the 5,225m² No 2 Fred Thomas Drive building a $6 million upgrade, transforming the dark bowling alley into high end medical services and quality large floor plate office space. The concrete bunker like ground level has been fully glazed and made accessible by a surrounding footpath that leads to the entry foyer, which was stripped of its grey tiles and plastic-flowered planters. This attracted a major health care tenant and a cafe that has further enlivened the precinct. Brand new access control, building management and CCTV security systems installed at both 2 and 4 Fred Thomas Drive allow each tenant to adjust temperature controls and set their own security levels for staff and visitor management and access. Henderson says the large floor-plates and cost effective rental and operating expenses of both buildings provide them with a point of difference in the market. He says the Smales Farm s strategy as long-term property investors is to constantly look for ways to improve energy efficiency and the performance of their buildings. The leasing market is competitive and landlords need to continually re-invest in their properties, not just at the end of a lease term.
