4 3 Planning The masterplan has an outline planning approval for a mixed use development with the following use classesoffice, otel, Aparthotel, Student, Care home, A1/A3 Retail, onsite parking and landscaping. The approved principles of the masterplan are a guide to development of the various plots over future years and there are some reserved matters to allow for future flexibility of use and appearance. The public realm details of the North/South,East/West footpaths and two public open squares are already being agreed with the Local Authority and will be a requirement for any future development. 6 5 Transport Cardiff is the nearest European capital to London. Travel time to the city is just under 2 hours by rail and around 3 hours by road. The city has its own International Airport with regular direct flights from the UK and European destinations. The airport is 30 minutes drive time from the city centre. New Replacement Footbridge Capital Quarter is ideally located for Cardiff s two main Rail Stations. The Central Station, just 600m to the West, serves the main Paddington-West Wales route, whilst 600m to the North, Queen Street Station serves the Rhondda Valleys and the Vale of Glamorgan. The dual carriageway with links to the M4 (East and West) is accessed just 300m along Tyndall Street. The proposed replacement footbridge across the main railway line provides excellent access for both pedestrians and cyclists to the superb 1.5m sq.ft. St. David s Shopping Centre. Capital Quarter is adjacent to Tyndall Street which when upgraded, will be an important stopping point for buses on the new City Centre Ring Road which will also serve the exciting Cardiff Bay district. To facilitate traffic flow, on-street parking will be banned enabling 4 lanes to be used without obstruction. In order to provide an improved urban environment for pedestrians, courtyards on the Western and Eastern sides will be free of surface parking. Designated car parking spaces will be provided and strictly controlled. Capital Quarter is just a few minutes walk from two public Car Parks.
